Can Extradition of Tahawwur Rana Bring Closure to 26/11 Terror Attack?

David Headley remains inaccessible in the US, and so do the masterminds in Pakistan.

The extradition of Tahawwur Rana to India to face trial for his role in the 26/11 terror attack is big news in the media. One can sincerely hope that with the arrest of only the second suspect to face trial for the 26/11 attacks – the first one was Ajmal Kasab – we can unearth other critical links in the conspiracy, role played by the terrorist groups and the support the whole operation received from the Pakistani establishment or its deep state.

Of course, it will be rather premature to assume that this arrest can bring a closure to the dastardly 26 /11 terror attacks. We are yet far away from the possibility of the mastermind of the attack – Hafeez Saeed and his accomplices – facing trial in Pakistan or being extradited to India.

There is no clue yet whether David Headley, a close friend of Tahawwur Rana, who is called the main conspirator of the operation would ever face trial in India. In fact, it is still a mystery how and why the US entered into a plea deal with him – promising him that he will not be extradited to India.

The David Headley Lies Continue: There is Nothing ‘New’ About It

“If you tell a lie big enough and keep repeating it, people will eventually come to believe it.” This is a quote often misattributed to the Nazi propagandist Joseph Goebbels. So widely is it believed to have been the key to Goebbelsian propaganda that it often employed by those whose politics is inspired by Goebbels’s Feuhrer.

This is exactly what we are seeing in this frenzied rush to pronounce Ishrat Jahan as a Lashkar operative by a section of media and commentators friendly to the ‘IB sources’.

Knowing full well that CBI’s mandate is only to enquire into the nature of the encounter – to probe whether Ishrat Jahan and three others were killed in cold blood – and realizing increasingly that the CBI investigation is leading to the unraveling of a plot so sordid that serious questions are going to be raised about the manner in which certain elements within the IB and agencies cynically used national security issues for vested interests, there is an attempt to pop up red herrings. False questions, planted stories, lies, fabrications – anything that will take the focus away from the guilt of those who conspired to abduct, drug and kill a teenaged college girl.

IB says Headley says it’s too hot…

…CBI says it’s the humidity.

While the implausibility of David Headley having named Ishrat Jahan as an LeT operative has already been called out, there’s another problem here. How does anyone cross-check IB’s claim considering none of us has access to Headley?

In other words, the IB can make any insinuation and say Headley said it and we’ll have to believe at as truth.

This is apart from the fact that the judicial process in the news is not about whether or not Ishrat Jahan was an LeT terrorist. It’s about whether she was murdered in cold blood by Gujarat police. To that extent the IB does have a point in arguing that it cannot be blamed for how a state government interprets its inputs. Technically, the IB cannot be held responsible for murder by Gujarat police. But does that mean the IB cannot or should not be held accountable for what inputs it sends across?

Anyway, I posted a series of satirical tweets the other day making fun of the use of David Headley to justify the murder of Ishrat Jahan. Here are some of them.

THE CONTINUING SAGA OF THE MUMBAI TERRORIST ATTACKS

A great deal of new evidence concerning the 26 November 2008 terrorist attacks in Bombay has emerged over the past year. This includes the book Who Killed Karkare: The Real Face of Terrorism in India by S.M.Mushrif, a former police officer with a distinguished record, who uses news reports during and just after the attacks to question the official story; the book To the Last Bullet by Vinita Kamte (the widow of Ashok Kamte) and Vinita Deshmukh; revelations concerning Hemant Karkare’s bullet-proof jacket and post-mortem report; the David Coleman Headley trial; and the trial of Ajmal Kasab, Fahim Ansari and Sabauddin Shaikh. I do not include the Ram Pradhan Commission report on police responses to the attack, for reasons I will explain.
The Headley Affair
The Headley affair has, predictably, grabbed a great deal of publicity. The fact that the FBI had been investigating the involvement of this American in conducting reconnaisance for the 26/11 attacks seems to have come as a revelation to the Indian investigators, who had a chance to apprehend him but instead chose to detain two Indian Muslims, Fahim Ansari and Sabauddin Shaikh, for preparing maps of 26/11 targets.
It has been established that Headley was an agent of the US Drug Enforcement Administration, and his plea bargain leads us to conclude he was also a US intelligence agent: in other words, a spy. It is also known he was involved with the Lashkar-e-Taiba (LeT), and supplied information to them about targets attacked on 26/11. There are three possible explanations that would fit these facts:
1) He started off as a US intelligence agent, but was won over by the LeT, and was acting on their behalf.
2) The US intelligence agency employing him was complicit in the 26/11 attacks. Since the most likely fallout of such attacks would be increased tension and even armed clashes on the Pakistan-India border, and since it appears to be a priority of US foreign policy to reduce such tension, this would suggest that Headley was being handled by a rogue element in US intelligence.

Have you had a chance to browse through the latest media interaction of the US ambassador to India, a gentleman called Mr Timothy Roemer? (US wants Headley to be brought to justice: Roemer, February 18, 2010 17:53 IST, rediff.com ) And could anyone decipher that it was a response to the growing clamour in a section of the media about seeking access to American terror suspect Headley whose name has surfaced in the light of his links with the 26/11 plot and who is at present lodged in the US jail. There were also reports about Headley’s visit to India in March 2009 and his survey of the Osho Ashram, Chabad House as well as the German Bakery in Pune, which became a site of the bomb explosion in second week of February 2010.
