Statement by NATIONAL ALLIANCE OF PEOPLE’S MOVEMENTS demands principled investigation to establish command responsibility. It also demands that Govt review the unsustainable and unjust ‘development’ model fuelled by land mafias and casino interests in Goa .

National Alliance of People’s Movements (NAPM) unequivocally condemns the heinous assault on adivasi youth leader, Rama Kankonkar on 18th September, the subsequent intimidation against another activist Swapnesh Sherlekar, and the alarming descent into lawlessness that these incidents in Goa exemplify. We extend unwavering solidarity to Rama Kankonkar, Swapnesh Sherlekar and the people of Goa who continue to fight for justice, environmental protection, and the preservation of their collective identity. We also demand adequate protection to these activists, principled investigation to establish command responsibility and a review of the current unsustainable, unjust and unsafe ‘development’ model; fuelled by land mafias and casino interests. The Everyday Ecological Justice Struggles Across India to save Commons, Humans & All Species: NACEJ

[We are publishing below a report of a press conference by the NATIONAL ALLIANCE FOR CLIMATE AND ECOLOGICAL JUSTICE that details the status of struggles for ecological justice from across the country. Lifting the mask off ritualistic official observances of the World Environment Day, while the government continues to wreak havoc on the ecology and the commons, this report gives a sense of the struggles in different parts of the country. At the end of this report is the link to its full online recording.]

As the world marked yet another Environment Day on 5th June, the National Alliance for Climate and Ecological Justice (NACEJ), a pan Indian forum of NAPM, brought together voices from different parts of the country in an online press conference on 6th June, to share the current status of ecological justice struggles. Speakers from Kashmir, Sikkim, Tamil Nadu, Madhya Pradesh, Maharashtra, Telangana, Rajasthan, Chhattisgarh, Haryana, Odisha, and other states addressed the Press Conference. These voices reinforced the reality that both the Central Govt and different states governments are majorly complicit in environmental violations, enabling large profiteering, extractive agendas of mega-corporations, unleashing repression on democratic movements. Moderated by well-known environmental activist Soumya Dutta, the meeting saw good participation from both media and movements.

Save Ecology & Uphold Democratic Rights in J&K and entire Himalayan Region

National Alliance of People’s Movements (NAPM), along with other people’s organizations and concerned citizens from across India strongly condemns the arbitrary detention of social and environmental activists in Jammu & Kashmir under the Public Safety Act (PSA). Those detained under the provisions of J&K Public Safety Act, 1978, include Mohammad Abdullah Gujjar (resident of Sigdi Bhata), Noor Din (resident of Kakerwagan), Ghulam Nabi Choppan (resident of Trungi – Dachhan), Mohammad Jaffer Sheikh (resident of Nattas, Dool) and Mohammad Ramzan (resident of Dangduroo – Dachhan), trade union leaders from Kishtwar district.

Gujarat Oustees jump into Narmada Canal 

Kashinathbhau Mohite, Wang Marathwadi dam affected activist, commits suicide 

7th October, Narmada Dist/ Satara /New Delhi: False promises; snatching away of  rights  and even hope; continued mistreatment and harassment at the hands of police and administration; physical, psychological and emotional exploitation- these are not just sporadic instances but a common pattern of grave injustices seen where people have been displaced in the name of ‘development’.

On 6th October, 12 oustees of Sardar Sarovar Dam from Gadher village in Narmada district of Gujarat, jumped into Narmada canal to awaken the administration to their plight of 22 years. The official claim is that they were ‘rehabilitated’ in 1992, however in reality, they still have not been given alternate land and government job to one family member at the time of acquiring their land, which is clear and outright non-compliance of Narmada Water Dispute Tribunal Award 1979, Rehabilitation policy of Government of Gujarat and orders Hon’ble Supreme Court.  After 22 long years, they still await justice and were left with no other option but to resort to this form of protest. On one hand, the Government of Gujarat has always justified Sardar Sarovar Project and glorified the Narmada Canal as the ‘lifeline of Gujarat’, but  on the other, it turns a complete blind eye to its own people of Gujarat who have been so severely affected by  the displacement caused by this very project. Dear Mr. Chief Minister,

It was with gravest concern and misgivings that we heard of Section 9 of the Land Acquisition Act, 1894, being issued in Fatehabad, Haryana, to forcibly acquire land for the proposed Gorakhpur Nuclear Power Plant Project. This action by the Harayana State Govt. is completely unacceptable on the following two counts:

Farmers of Gorakhpur and nearby villages have been sitting in continuous opposition to the proposed nuclear power plant from August 2010. They are fighting for their right to life, livelihood and to safeguarding their fertile and irrigated, three-crop land, all of which will be severely threatened if the project were passed. The fact that a community is in such a long drawn and strong opposition to this project, is of crucial concern and cannot be ignored arbitrarily or repressed in democracy. NAPM Extends Support to Anti-Corruption Movement and Demand for an Effective Lokpal

[The statement was issued by the National Alliance of People’s Movements on 14 August. Much has happened since then – the arrest of Anna Hazare – accopanied by silence and often ridicule poured by the radical elite, but in the face of what is perhaps one of the most widespread mass movements in India after Independence. Over the past few days, we have been witness to innumerable demnstrations and marches in almost every colony in Delhi – where no TV camera ever reached or was even expected to when the ‘real’ action is going in in central Delhi. Contrary to the general propaganda and even our own earlier impression, this is no more simply a middle class movement. I am reproducing it here, somewhat belatedly, because it still touches on some of the post important points at issue in the ongoing struggle. – AN]

Anna Hazare Ji and manyothers across India will be starting their fast from August 16th in Delhi demanding an effective Lokpal. NAPM supports the people’s movement for a corruption-free India and urges the citizens of the country to plunge into this struggle. NAPM, along with other organisations is holding relay fast, human chains, public meetings and other programmes, in Chennai, Pune, Mumbai, Narmada Valley, Hyderabad, Guwahati, Bhubaneshwar, Bangalore, Mysore, Mou, Balia, Allahabad, Muzzafarnagar and other places. We urge our members and supporters to join this call and challenge the corrupt and defensive governments at the Centre and the states.

We strongly disapprove of the way in which government has been trying to put severe restrictions on holding peaceful protests in the capital, and Delhi Police under the garb of implementing the Supreme Court’s Guidelines is imposing unnecessary conditions on protests, as it did early this month on SANGHARSH anti-land acquisition protest, AISA-DYF anti-corruption protest and others. For an independent democratic country like ours, imposition and insistence on police permission and strict guidelines for holding peaceful protests and Sataygraha seems completely contradictory and only shows shrinking spaces for democratic freedom of expression and curb on fundamental rights of its citizens.

New Delhi Delhi, March 18 : Prime Minister Manmohan Singh’s statement after the nuclear disaster in Japan that there is no need to be panicky as India will take all safety measures is not only amateurish but also lacks wisdom.
His statement gives the impression that the Japanese have not taken adequate safety measures. What type of natural calamities or man made lapses are in store for us, no one can visualise or predict leave alone taking safety measures against them.

The Prime Minister who has no control over his own cabinet ministers and has unashamedly wailed in public that he was ineffective due to coalition government, and caused the nation unimaginable and unprecedented loss by allowing mind blowing scams, issuing such absurd statements like taking all safety measures- lacks any tangible weight. The current economic model of growth prevalent in India , with strong neo-liberal leanings, needs to be re-assessed in the wake of increasing alienation and dispossession of vast populations from their land and the wave of resistance, both violent and non-violent, against such activities that are being played out in many parts of the country.

In the wake of an armed operation against escalating Maoist insurgency; adivasis, particularly in Chhattisgarh, Jharkhand, West Bengal Orissa, Andhra Pradesh and Maharashtra are stiffly resisting the industrial development that threaten their traditional way of life; farmers around the country raging against acquisition of their lands in the name of growth and development – the importance of revisiting the proposed Land Acquisition (Amendment) Bill, 2009 (LAA) and Rehabilitation and Resettlement Bill 2009 (R&R) is paramount, if not imperative.

We the struggling communities from different regions of the country have resisted the government’s machinations of enacting a faulty Resettlement and Rehabilitation Act and introducing amendments to the Land Acquisition Act, promoting private and corporate interests over public good. We gathered recently in Delhi in July 2009 and our struggle gained a significant boost when the Acts could not be passed in the Budget session of the Parliament. We have been in Delhi since 18th November and held meetings at Kanjhawala, Jantar Mantar and JNU and explained our concerns on these two Bills but also on the fires raging in the country and the path of growth on which the country is being pushed today.

It is in this context that we invite you to discuss the relevance and implications of these half hearted measures for the millions of people who are struggling to retain their means of livelihood and seek meaningful rehabilitation from a system in which they no longer seem to have faith.
