Tilting at Wind Mills Aren’t We

The Jamiat Ulama-e-Hind Conference held recently, has raised Cain through one of the 25 resolutions that were passed at the conference. The kind of noise that has been generated by this resolution has virtually air-brushed the other resolution out of reckoning. Did the remaining 24 resolutions not deserve closer scrutiny, especially in view of the fact that many of these resolutions had taken off from the recommendations of the Sachar Committee report.

The 24X7 “News” channels that claim to keep us updated on developments even before they occur, have by and large concentrated all their energies on this one resolution which claims that the “Singing of Vande Maatram is Un-Islamic”. Given the kind of attention that this resolution has already received, it may be worth our while to talk about some of the other resolutions before getting into the raging debate of Vande Maatram. Iranian scholar Kian Tajbakhsh faces execution?

There is terrible news about Kian Tajbakhsh, Iranian scholar with many friends in India. We are horrified to learn from sources familiar with his case that he  was

“unexpectedly hauled before a separate IRGC court over the weekend [November 21-22],  evidently because a hardline SEPAH (IRGC military intelligence) group is determined to pin the post-election unrest on a foreign scapegoat and is demanding Kian’s execution. The Deputy Chief of Staff of SEPAH supposedly identified ‘new evidence’ among Kian’s emails showing that he is a spy and the IRGC is supposedly lodging new charges of espionage against Kian that carry the death penalty and is transferring him to another prison.”

Kian, an Iranian-American who had moved back to live in Teheran some years after obtaining a doctorate from Columbia University,  was arrested in July 2009 in the wake of the pro-democracy uprising in Iran. On August 1st, he was among the numerous political prisoners dragged out for a staged mass trial, where he was accused of collaborating with outside governments to orchestrate the post-election protests that have rocked Iran. At that point he was sentenced to 15 years in prison.

He had been previously arrested in 2007 by the regime on grounds of being an American agent, and imprisoned in Tehran’s Evin prison for four months. On his release he resigned from his job in an American research foundation and focused on his own academic writing, avoiding any activity that might be frowned upon by the Ahmadinejad regime. He had not in fact participated in the pro-democracy protests in any way.

Kian Tajbakhsh is a scholar and Iranian patriot who chose to continue living in Iran even after his previous arrest, because of his love for his land, its culture and its people.

Those of us in India who have been consistently anti-imperialist and critical of the US, and who respect Iran’s anti-US imperialist position, have been deeply disturbed by the Iranian regime’s crushing of the pro-democracy protests and its attempts to characterize these massive uprisings as fomented by the US.  It’s tragically ironic that the US should be dubbed as “pro-democracy” by the Iranian regime!

Scholars at Risk wrote:

“The suddenness of Dr. Tajbakhsh’s arrest and the lack of any clear basis for his detention and conviction raise grave concerns about the ability of internationally recognized scholars and intellectuals to safely visit Iran…

Scholars at Risk therefore joins with the many national and international academic associations, scholarly societies, human rights organizations and individual scholars that respectfully urge the Iranian government to examine the circumstances of Dr. Tajbakhsh’s arrest and conviction.”

His friends here in Delhi, including myself, who know him from his vists here since the 1990s, who know his wife Bahar and baby daughter Hasti, who know him as a scholar and academic, are shocked, bewildered, and feel utterly helpless.

Siddharth Varadarajan who interviewed  Iran’s Foreign Minister Manouchehr Mottaki for The Hindu on his recent visit to Delhi, before we had this most recent piece of appalling information, said to him:

“Among well-wishers of Iran in India, there is concern about the recent secret trial of the Iranian scholar, Kian Tajbakhsh, for his alleged involvement in the post-election protests. Now he has been sentenced to 12-15 years. We hope his case can be reviewed because he is a scholar and not someone involved in subversion.”

Mottaki replied:

“All judicial verdicts can be reviewed and the opportunity of appeal is there for him. I am not aware of the details of his case. But our great effort is to see that those entering court can use all their rights, including appeal or using the capacity and potentiality of pardon.”

We can only hope that the Iranian regime will take seriously the plea of well-wishers of Iran and friends of Kian in India that Kian Tajbakhsh be released.

The curses of Paikdev. A lament for water: Hartman de Souza

My very old and lovely friend Hartman sent me the following:

To keep the blues at bay I am back to carving logs. This one attached is titled ‘The Curses of Paikdev, A Lament for Water’. It was a birthday present for my sister and is planted on her farm [in Goa]. It faces Paikeachi Zor (Paik’s Spring), which will disappear very shortly hanks to the rampant mining in the area. My sister plans to court arrest again, and this time refuse bail. She hopes that at least will get the Goans out.

In the thickly forested hills between the villages of Maina and Kawrem, to the south east of Quepem Town, a poignant story once fortunate enough to have had a happy ending, is now destined to end more sadly than it could ever have begun.

800 overloaded trucks groaning through the town throughout the day barring a few hours respite to let schoolchildren in the area to scamper to and from school is testament to this. It is this very same business, though ‘greed’ may be a better term, that is ‘legally’ destroying a myth of almost epic proportions, and with it, again ‘legally’, the water sources and bodies of the area.

The current economic model of growth prevalent in India , with strong neo-liberal leanings, needs to be re-assessed in the wake of increasing alienation and dispossession of vast populations from their land and the wave of resistance, both violent and non-violent, against such activities that are being played out in many parts of the country.

In the wake of an armed operation against escalating Maoist insurgency; adivasis, particularly in Chhattisgarh, Jharkhand, West Bengal Orissa, Andhra Pradesh and Maharashtra are stiffly resisting the industrial development that threaten their traditional way of life; farmers around the country raging against acquisition of their lands in the name of growth and development – the importance of revisiting the proposed Land Acquisition (Amendment) Bill, 2009 (LAA) and Rehabilitation and Resettlement Bill 2009 (R&R) is paramount, if not imperative.

We the struggling communities from different regions of the country have resisted the government’s machinations of enacting a faulty Resettlement and Rehabilitation Act and introducing amendments to the Land Acquisition Act, promoting private and corporate interests over public good. We gathered recently in Delhi in July 2009 and our struggle gained a significant boost when the Acts could not be passed in the Budget session of the Parliament. We have been in Delhi since 18th November and held meetings at Kanjhawala, Jantar Mantar and JNU and explained our concerns on these two Bills but also on the fires raging in the country and the path of growth on which the country is being pushed today.

It is in this context that we invite you to discuss the relevance and implications of these half hearted measures for the millions of people who are struggling to retain their means of livelihood and seek meaningful rehabilitation from a system in which they no longer seem to have faith.

Dhinkia to Beladal: A Protest Padayatra to Make the Orissa Coast Free of Capitalist Investments

An Appeal to join this  Padayatra November 29 to December 5, 2009

Dear Comrades/Friends,

Coastal Orissa and hundreds of thousands of its inhabitants who have been living for generations on its precious resources such as agriculture, beetle-vines, fisheries and village art and craft industry are facing today a great crisis of existence imposed on them all over the coast by capitalist investors with the active patronage of the state at the centre and in Orissa.  Be it POSCO or Vedanta or any other name, the most favorite investment destination for everyone is our natural resources and our rich coast line. No iron and steel factory can manufacture sustainable livelihood systems and life centric ecology. No world class university can take care of education of economically deprived who can’t even afford minimum primary education. The Nabin Pattnaik government knows this truth. But they also know another truth-the amount of black money these corporations can pump in for the benefit of the ruling elites no other work in the state can ensure that much for them.  The farmers, the peasants, the workers protest and they take the shape of powerful people’s movements in the form of Posco Pratirodh Sangram Samiti or Vedanta Viswavidyalaya Virodhi Sangharash Samiti. The people threatened by a project resolve not to give in, but they take the pledge to fight back even if they have to pay a price. Many fighters have been killed but the fight continues in Kalinganagar, Kashipur, Keonjhar, Sundergarh, Lanjigarh, Hirakud, Dhinkia and Beladal. Hundreds of false cases have been filed against the people resisting destruction. But it has only added their resolve to fight with determination. In order to spread the messages of continuing the fight against unjust capitalist aggression on our resources the PPSS has initiated along with the help of Vedanta Viswavidyalaya Virodhi Sanghrash Samiti and several other mass movements, a Padyatra which will start on 29th November 2009 from Dhinkia and culminate on the 5th of December 2009 at Beladal.

We request you to please join this Padyatra to raise your voice against the powerful corporations who are eying shamelessly on our resources. The coast is to protect our livelihood and also to protect the environment. Let us not allow any private investment in the coast of Orissa. Let us make Padayatra a great success. We meet at Dhinkia in the evening of 28 November 2009. The Dhinkia villagers have arranged for food and stay for every pad Yatri. On 29th, the Yatra starts from Dhinkia (Centre of anti POSCO struggle) which ultimately will end on the 5 December 2009 at Beladal (Centre of anti Vedanta University struggle) where everything will be taken care of by the Beladal villagers.

माओवादी नेपाली कॉमरेडों से सबक लें

भारत के माओवादियों को नेपाल के माओवादियों से सबक लेना चाहिए, ऐसा पिछले दो साल से कहा जा रहा है. समझ यह रही है कि नेपाली माओवादियों ने सशस्त्र संघर्ष का रास्ता छोड़कर संसदीय लोकतंत्र में भागीदारी का फैसला किया . लेकिन नेपाली माओवादियों के प्रति भारतीय वामपंथियों के आकर्षण की वजह शायद यह भी रही है कि उन्होंने दीर्घ जनसंघर्ष के रास्ते वह हासिल कर लिया जो यहां की  कम्युनिस्ट पार्टियों ने  अलग-अलग समय में हथियारों के सहारे हासिल करना चाहा था और जिसमें वे सफल नहीं हो पाईं. संसद में हिस्सा लेने के उनके निर्णय को उनकी परिपक्वता का सबूत  माना गया. संसदीय लोकतंत्र को लेकर माओवादियों या आम तौर पर कम्युनिस्ट दलों का रुख क्या रहा है, यह उनके दस्तावेजों को पढ़ने से मालूम हो जाता है. वे इसे लोकतंत्र  की एक हेय या हीन अवस्था मानते हैं और इसे अपना ऐतिहासिक दायित्व मानते हैं कि वे लोकतंत्र को एक उच्चतर अवस्था पर ले जाएं. चूंकि समाज के विकास का एक नक्शा उनके पास है, जिसमें सामंतवाद के बाद पूंजीवाद का आना अनिवार्य है और तभी समाजवाद  के लिए आवश्यक  उत्पादन-पद्धति और उत्पादन संबंध की ज़मीन बन सकती है, यह जिम्मेवारी भी वे अपने ऊपर ले लेते हैं कि सामंतवाद से पूंजीवाद के संक्रमण को वे पूरा करें.

Did Goa Government ‘Partially Finance’SS Terrorists?

Sanatan Sanstha’s link to Margao blast conspiracy just got thicker with all five accused arrested in the case having allegiance to the Hindu right wing organisation operating from Goa police said.

The latest arrest of 20-year old Dhananjay Ashtekar, an engineering student from Khed in Ratnagiri is also associated with Sanatan Sanstha’s activities. Ashtekar was arrested on Wednesday evening by state police’s Special Investigation Team, which is mandated to probe the blast. “He is related to Sanstha and has made it clear during his interrogation,” Superintendent of Police and spokesperson for Goa police department Atmaram Deshpande told PTI on Thursday.

Ashtekar was studying in an engineering college at Ichalkaranji, a town in  western Maharashtra. Deshpande said that the youth was being interrogated over blast case and only when there was sufficient material on record to prove his involvement, he was placed under arrest. Ashtekar is the fifth Sanatan Sanstha activist found to be linked with the blast conspiracy which went awry on the eve of Diwali.

Earlier two accused, Malgonda Patil and Yogesh Naik, who died in the Margao blast and two arrested persons, Vinayak Patil and Vinay Talekar, have confessed their links to Sanstha, which operates through its Ashram at Ramnathi. Deshpande had earlier said that the Sanstha is under scanner as its activists are part of the blast conspiracy. The police have, however, refused to move for a ban against Sanstha as there are no enough evidence to rope in it for the conspiracy. The Margao blast took place on October 16 killing two persons.

Tatte Girao, Hijra Hattao: Satya Rai Nagpaul

‘Tatte Girao, Hijra Hattao’ was written in response to Farrukh Dhondy’s article ‘The male eunuch & other chromosomes’ in The Asian Age newspaper, August 29th, 2009.  The Asian Age did not publish Satya’s response, and so it has been circulating on relevant e-lists for a while.


Caster Semenya’s record breaking run in the Berlin World Athletic Games this August, not only raised doubts in the organisers about her ‘real sex”, but back home, has precipitated our very own Mr Farrukh Dhondy’s jounalistic activism to save our boys from falling into any possible sexual/gender ambiguity.
His prescription: Get ‘the apparatus’ and you shall be a ‘man’!

If the medical and legal communities were not enough, we have now to fight our so called “progressive” journalists who write columns about ‘so called eunuchs’, who their medical friends tell them ‘were not eunuchs at all’.

The transphobia, gender essentialism and high moral ground in Mr Dhondy’s article couldn’t have been more naked. What appears throughout the article as his well meaning and sympathetic concern, finally reveals its true face in that last draconian sentence: ‘Make hijras history’. How could the corporeal realities of the hijra be so lost on a journalist [and one who is himself a minority, being a parsi, as stated in his article] that he can wish for the wiping out of an entire way of life? Instead of espousing their human rights, he wishes them not to exist at all?!

Mr Dhondy’s statement that all hijras suffer from Cryptorchidism, and that it is a simple medical procedure that will make men out of them, not only reveals his journalistic smugness but also that he has been completely absent from all discourses on sex/gender emerging ever since the years of the second world war. The binary conceptualisation of sex/gender is long dead in cutting edge academia and even the medical sciences have begun to open out their sex/gender categories to the new conceptualisations.

The New Face of Capitalist War and Duty of the Left:Progressive Students Union

This guest post is an appeal circulated by Progressive Students Union (PSU) – Jawaharlal Nehru University (JNU) – about the state’s war on “Maoist violence” , adding to the growing criticism of the CPI(Maoist) that cannot be conveniently dismissed as pro-state or anti-Left.

As has already been declared all across the national media, the state has declared war on “Maoist violence” across the country and is about to unleash its might on some of the most neglected regions and people of this country. While the Maoists are the declared target of the State, it is needless to say that they have hardly any qualms about “breaking a few eggs to make an omlette”! The thousands of adivasis and civilians going to be caught in the crossfire would be portrayed by the media as an inevitable but necessary price to pay for the eradication of the Naxal ‘menace’. That may well be only less than half the story, because another reason for state operations in this area is the immense mineral wealth there which can not be passed on to Indian capital unless adivasis living there are displaced, and their survival systems completely destroyed. According to reports from Chhatisgarh, the state sponsored Salwa Judum has displaced more than three hundred and fifty thousand adivasis in the old Bastar area. Fifty thousand have moved to neighbouring states, another fifty thousand are living under the surveillance of para-military forces in state controlled camps, the remaining two hundred and fifty thousand have moved deeper into the jungle to escape the violence and pillage of Salwa Judum. While the adivasis of Central India have faced, and resisted state violence for long, the Central Home Ministry – under the leadership of the suave and genteel Home Minister and Prime Minister –  has made plans for a larger offensive named ‘Operation Green Hunt’ (with the open possibility of aerial bombardment) to be launched in November this year. Progressive Students Union (PSU) condemns in the strongest terms these actions of the state which amounts to nothing but declaring war on its own citizens.

Complicating the ‘Naxalite’ debate

(An edited version of this piece appeared as the cover story in Himal Southasian in December 2007. The report is based on travels across Andhra to Bihar in October of the same year. At a time when most of the media is pushing the same binaries we must avoid, this may help in conveying the enormous complexity of the issue. Some facts may be outdated, and Kafila readers will be more familiar with certain issues like Salwa Judum than this reporter, but the broad argument may still have some relevance. I will follow this up with posts on the Nepali process and Indian Naxalites.)

A people’s movement. The greatest internal security challenge. Struggle for the rights of the poor, tribals, Dalits, landless. Compact Revolutionary Zone with influence in almost 200 districts. A socio economic problem rooted in exploitation and idealism. A law and order threat . True people’s democracy. A criminal, authoritarian and opportunistic outfit. The revolution will smash the Indian state. The Maoists are ants and can be crushed anytime .

Neat black and white portrayals have come to characterise one of the most complex stories of our times. The Naxal as the saviour and the state as the oppressor. The state as protector and Naxal as the villain. Numbers and scale of action act as the judge of Maoist spread and activity. 1608 incidents of Naxalite violence and 677 people killed in 2005; 1509 incidents and 678 killed in 2006; 249 persons killed till June 2007. Data, and its relationship with Accountability and Transparency

Notions of transparency and accountability have been evolving since late 1980s. It was advocated that people must be given information about budgets, especially details of heads where money was allocated and how it was spent. This would aid in enforcing transparency, accountability and participation. In the late 1990s, as cities developed, pressure on urban infrastructure increased and municipalities became unable to respond to people’s expectations owing to a variety of reasons. The prevalent view was that municipalities and local politicians are inefficient. Elected representatives were criticized for being corrupt and favouring their vote-banks by distributing city resources to them. It was also believed that use of discretionary powers perpetuates corruption. Contemporary accountability-transparency paradigm is aimed at making transparent to the public how and why discretion is exercised in different circumstances. This (presumably) will curb discretion as much as possible and tighten decision-making.

Publishing data in public domains as a way to enforce and enhance transparency and accountability has gained greater momentum in the current decade owing to the Right to Information (RTI) Act through which various kinds of information can be acquired. In this post, I am interested in exploring the concept of data to understand how accountability and transparency are reified by using data as a primary tool. With the help of examples, I will put forward the contention that what is presented as data is in fact produced through multiple histories and contexts. Organizing /interpreting data without an understanding of some of these histories can only enforce existing stereotypes and/or lead to oversight. राजकीय हिंसा  के अन्यायपूर्ण होने को लेकर जिनके मन में कोई  शंका नहीं है, वे माओवादी या ‘जनता’की हिंसा के प्रश्न पर हिचकिचा जाते हैं.ऐसा इसलिए नहीं होता कि वे बेईमान हैं, बल्कि इस वजह से कि हिंसा को वैध राजनीतिक तरीका मानने को लेकर  चली आ रही बहस अभी ख़त्म नहीं हुई है. यह अलग बात है कि भगत सिंह जैसे बौद्धिक क्रांतिकारी पिछली सदी के पूर्वार्ध में ही यह समझ गए थे  कि  जन आंदोलनों  का कोई  विकल्प नहीं है. जनता की गोलबंदी,न कि हथियारबंद दस्तों के ज़रिये गुर्रिल्ला युद्ध,यह समझ भगत सिंह की बन रही थी.क्रांतिकारी कार्यक्रम का मसौदा में उन्होंने लिखा, “बम का रास्ता १९०५ से चला आ रहा है और क्रान्तिकारी भारत पर यह एक दर्दनाक टिप्पणी है….आतंकवाद हमारे समाज में क्रांतिकारी चिंतन के पकड़ के अभाव की अभिव्यक्ति है या एक पछतावा.इसी तरह यह अपनी असफलता का स्वीकार भी है. शुरू-शुरू में इसका कुछ लाभ था.इसने राजनीति को आमूल बदल दिया. नवयुवक बुद्धिजीवियों की सोच को चमकाया,आत्मत्याग की भावना को ज्वलंत रूप दिया और दुनिया व अपने दुश्मनों के सामने अपने आन्दोलन की सच्चाई को ज़ाहिर करने का अवसर मिला. लेकिन यह स्वयं में पर्याप्त नहीं है. सभी देशों में इसका इतिहास असफलता का इतिहास है…. . इसकी पराजय के बीज  इसके भीतर ही हैं.” इस उद्धरण से यह न समझ लिया जाए कि  भगत सिंह ने इस रास्ते से अपने आप को एकदम काट लिया था,पर यह साफ़ है कि वे बड़ी शिद्दत से यह महसूस करने लगे थे कि बिना सामूहिक कार्रवाई के  सफलता प्राप्त करना संभव नहीं.भगत सिंह के ये वाक्य मानीखेज और दिलचस्प है:”विशेषतः निराशा के समय आतंकवादी तरीका हमारे प्रचार-प्रसार में सहायक हो सकता है,लेकिन यह पटाखेबाजी के सिवाय कुछ है नहीं.”वे स्पष्टता से लिखते है, “क्रांतिकारी को निरर्थक आतंकवादी कार्रवाईयो और व्यतिगत आत्मबलिदान के दूषित चक्र में न डाला जाए. सभी के लिए उत्साहवर्द्धक आदर्श,उद्देश्य के लिए जीना -और वह भी लाभदायक तरीके से योग्य रूप में जीना – होना चाहिए.”

Grootboom, Mayawati and Supreme Courts

Mrs Irene Grootboom lived with her and sister’s family in a shack, about 20 meters square in Wallacedene, an informal settlement without water, electricity, sewage or rubbish collection services in the western Cape Town, South Africa. Most of the residents had been on the waiting list for subsidised housing for years. Mrs Grootboom and a few hundred others decided to take matters into their hands in 1998 and occupied a vacant farm that was privately owned and had been earmarked for low-cost housing. They were evicted through a court order, their new-built homes were bulldozed and their possessions burned. When a High Court judgement granted them government shelter, the government appealed to the Constitutional Court. The Court had to interpret article 26 of the new South African Constitution, Republic of South Africa, which provides that a) ‘everyone has the right to have access to adequate housing’; b) ‘the state must take reasonable legislative and other measures (such as policy and programs) to achieve the progressive realisation of this right’; and c) ‘within its available resources. The court decided to test whether the Cape Metropolitan Council’s housing program was ‘reasonable’.

A Face Towel in Allahabad, 1984

The late prime minister V.P. Singh’s memoir Manzilon se Zyaada Safar has an interesting episode pertaining to Amitabh Bachchan’s political baptism in Allahabad in 1984. The episode is not so much an event as it is an image. An image, which by its very opacity, by its presentation of a mask where we would normally expect to meet a face, continues to exercise a certain strange power. V.P. Singh, who was at that time the president of the UP state Congress party, recalls seeing Bachchan (whom he did not know of, he says, as he did not watch films) for the first time with his face “…covered in a towel”. Ever since I have read this, I can no longer see Amitabh Bachchan, not even retrospectively, without his face-towel on.

Rajiv Gandhi and his close advisors had decided that fielding Bachchan in the Lok Sabha elections for the Allahabad seat was a winning proposition. Bachchan was a friend, an Allahabad lad who had a cathartic place on the national stage and a decisive influence on the hairstyles and angst of millions. On hearing about Balagopal’s passing, so many emotions go through my mind –  perhaps the most selfish thought of them all is that the conversations I have been having with his writings in my own work in the last few years, will never be held in person.

Having known him as long as I can remember being political, my earliest memories of him were of this extremely quiet and intense person who would often come to our house, barely look around, let alone interact much. Those were the early memories where we would often have activists come to our house but I had little realization of what it all meant. Years later, at the founding conference of Progressive Students Union in 1993, I remember meeting Balagopal again (this time knowing what he meant to the left progressive movement yet trying to reconcile that image with my own lack of interaction with him at home). I cheekily asked Balagopal whether he remembered who I was, whether he remembered his comrade’s daughter who he had met over the years mainly in the domestic sphere, I don’t actually remember what he said, but being the truly democratic minded individual, he did acknowledge the moment, laughed and never forgot after that…

Violence in Consumerism’s Own Country

As the stories of the DHRM and those of the successful negotiations with which the Chengara land struggle has ended continue to unfurl in the Malayalee media, contradictory messages about Dalit political struggle continue to reverberate in Kerala. Dalits have been markedly reserved about the outcome of the talks with which the land struggle at Chengara has ended. Laha Gopalan, the leader and chief negotiator, has openly declared that the settlement was a hurried one, and that he agreed to it mainly out of fear of violence, given that the divisions have been created among the landless people at Chengara, whose patience has worn thin. Meanwhile, the DHRM’s violence continues to offer opportunities for potshots at Dalit politics. The Kerala Chief Minister, for instance, issued ‘warnings’ against ‘identity politics’ on Gandhi Jayanti, as if ‘identity politics’ were the same as ‘violence’.

Some stories are never told

So what is Maywati in news for? For statues and concrete parks, for being reprimanded by the Supreme Court and for being insecure about Rahul Gandhi trying to woo Dalit voters away from her. And for not garlanding Gandhi.

Did anyone tell you the story of a scheme she came up with, a simple one, nothing as complicated as Mahatma Gandhi National Rural Corruption Guarantee Act. A scheme that simply hires sweepers for the village, from the village.

Well, someone just did, and I can’t thank him enough. Here it is.

There are many such stories, but we don’t want to hear them. Let’s just gaze at the Mayawati statue and wonder when it’s coming down.

नक्सलवाद के ख़िलाफ़ अभियान कि नाम पर

नक्सलवादियों के खिलाफ केंद्र का अभियान शुरू हो गया है. जनमत को अपने इस हिंसक अभियान के पक्ष में करने के लिए केंद्र ने अखबारों में पूरे पृष्ठ के विज्ञापन दिए  जिनमें ‘माओवादियों’ या ‘नक्सलवादियों’ के हाथों मारे गए लोगों की तसवीरें थीं. इनसे शायद यह साबित करने की कोशिश की गयी थी कि माओवादी हत्यारे  हैं, इसलिए उनके विरुद्ध चलने वाले अभियान में अगर राज्य की तरफ से हत्याएं होती हैं तो उन पर ऐतराज नहीं किया जाना चाहिए. इस विज्ञापन के फौरन बाद छतीसगढ़ में राज्य की कारवाई में साथ माओवादियों के मारे जाने का दावा किया गया.  छत्तीसगढ़ के मानवाधिकार कार्यकर्ताओं ने इसके प्रमाण पेश कर दिए कि मारे गए लोग  साधारण आदिवासी थे ,न कि माओवादी,  जैसा पुलिस का दावा था. केन्द्रीय गृहमंत्री ने इसी के आस-पास छत्तीसगढ़  में यह कहा कि माओवादियों के विरुद्ध राजकीय अभियान में मानवाधिकार कार्यकर्ताओं को रास्ते में नहीं आने दिया जाएगा. वे यह कहने की कोशिश कर रहे थे कि माओवादियों के खिलाफ चल रही जंग में मानवाधिकार कार्यकर्ताओं ने अड़ंगा डाला है, अब यह बर्दाश्त नहीं किया जाएगा. इस नए संकल्प पर हंसा भी नहीं जाता. मानवाधिकार कार्यकर्ताओं की अगर इतनी ताकत होती तो बिनायक सेन को दो साल तक जेल में न रहना पड़ता.

छत्तीसगढ़ जैसी जगह में मानवाधिकार की बात करना अपनी जान को जोखिम में डालना है , यह हिमांशु से पूछिए जिनके बीस साल पुराने आश्रम को गैर-कानूनी तरीके से बुलडोजर लगा कर ढाह दिया गया.हिमांशु कोई  माओवादी नहीं हैं, बल्कि वे तो माओवादियों के गुस्से के निशाने पर भी रहे हैं. फिर भी हिमांशु का न्याय-बोध डगमगाया नहीं और उन्होंने छत्तीससगढ़ में पुलिस और सलवा-जुडूम की कार्रवाई के बारे में हमेशा सच बताने की अपनी जिद बनाए रखी. हिमांशु इस धारणा के खिलाफ हैं कि छत्तीसगढ़ में सिर्फ दो पक्ष हैं, एक राज्य का और दूसरा माओवादियों का . वे वहां के आदिवासियों के अपने गावों में रहने , अपने जमीन पर खेती करने के हक की हिफाजत की लडाई में उनके साथ हैं. क्या यह सच नहीं और क्या इस पर बात नहीं की जानी चाहिए कि सलवा जुडूम   के दौरान गाँव  के गाँव जला दिए गए और आदिवासियों को मजबूर किया गया कि वे सरकारी शिविरों में रहें !क्या यह सवाल राज्य से नहीं पूछा जाना चाहिए कि तकरीबन साधे छः सौ गाँवों से विस्थापित कर दिए  गए दो लाख से ऊपर आदिवासी कहाँ लापता हो गए क्योंकि वे शिविरों में तो नहीं हैं! अगर शिविरों में अमानवीय परिस्थियों में रहने को मजबूर पचास हजार आदिवासियों के अलावा बाकी की खोज करें तो क्या इस पर बात न की जाए कि क्या वे बगल के आंध्रप्रदेश में विस्थापितों का जीवन जी रहे हैं और जो वहां नहीं भाग पाए वे छत्तीसगढ़ के जंगलों में छिपे हुए हैं। जंगलों मे छिपे,या बेहतर हो हम कहें कि जंगलों में फंसे आदिवासी क्या माओवादियों की सेना के सदस्य मान लिए गए हैं!

More on Murder from Kerala

These are happy days in which everyone in Kerala wants too settle the land dispute at Chengara. A happy consensus between the Left and the Right seems to be growing there, after the Congress leader of the Opposition, Oommen Chandy, decided to take on Godfathership of the land struggle. The very language of the struggle had changed – interestingly, from ‘we are landless squatters’ to ‘we are settlers’! Now, it is well-known in Kerala that these terms have had different sorts of political associations – ‘squatter’ with the Left, and ‘settler’ with (largely) the Right. Indeed, this was inevitable perhaps, given the fact that the New Left didn’t look very keen on ‘squatters’. However, it is clear that neither dalit or tribal organisations are going to be part of the negotiations towards the final package –today’s newspapers report that prominent tribal and dalit leaders have protested against the state’s reluctance to negotiate with them. It would be very convenient for both the Left and the Right to delegitimize – indeed criminalize – tribal and dalit organizations. And what luck that precisely that boon has been granted to them by the sudden eruption of a ‘lower-caste terrorist group’ (according to the police), the ‘Dalit Human Rights Movement’!

Teacher-Veacher, Union-Shunion…Kya Bakwaas Hai Yaar?

(To translate for non-Hindi speakers, “teachers…unions…what nonsense is this, my friend?)

Terrible translation, but you get the gist. Those who have spent any time in Delhi University will immediately recognise the picture I paint now…imagine a long-haired, loose-jeaned youth of about twenty, casually lounging against a wall, sipping a banta (lemon soda) and occasionally scanning the horizon for that pretty girl from his business studies class…his friends will agree, “teacher-veacher union-shunion, kya bakwas hai yaar?” These are serious students lets assume, with dreams of MBAs post-graduation and eight-figure salaries. One of them might then say, “Mittal sir, he is the best, yaar; he never goes on strike, and his notes got us first divisions.”

I mean lets face it; as stereotypes of the teaching profession immortalised on screen we have the hot teacher (Main Hoon Na, and millions of others – usually involves a seemingly prim woman suddenly taking her glasses off, and shaking her bun open in slow motion), the radical teacher who inspires his students to question the system (Dead Poet’s Society), the truly inspiring teacher who turns students’ lives around (To Sir With Love) and the cool teacher, who is the students’ best friend (too many to recount). The End or Future of Capitalism and Ending Obama’s War

Last night I heard a public conversation between the Marxist Geographer David Harvey and Alexander Cockburn the editor of CounterPunch and columnist with The Nation.  The conversation titled, ‘The End or Future of Capitalism’ was hosted by The Center for Place, Culture & Politics.  Cockburn opened the conversation by speaking about the lack of vision in the Left.  Harvey argued that the capitalist system was facing tremendous stress and that a different path of economic development had to be envisioned.  Harvey continued on the end of capitalism as one needing analysis in terms of how this crisis arose with the problem of accumulation and realization of surplus, and poses the question of what is to be done?  Central to Harvey’s argument is that the mounting stress seen at the centre of the capitalist system in the last three decades is the culmination of the inability to sustain the two and a half percent compounded accumulation that has been a characteristic of global capital over the last couple hundred years.  That the capitalist system is unable to find productive investments for the two and a half percent accumulation rate leading to repetitious and aggravating crises in the unproductive bubbles in financial assets.

I stood in line when the floor was open, but much to my disappointment the moderator had brought the conversation to an end before I could ask my question, and so I am going to ask it here.  Both Harvey and Cockburn talked about the urgency of the moment and the need for provocative questions from the Left.  But what is the more urgent question to ask at this moment?  Is it the end or future of capitalism? Or is it the end or future of the American Empire?  The two may well be related and even two sides of the same coin, but the question for me is influenced by the urgency of the situation in our region; the war in Afghanistan and Pakistan.  The relatedness of the two questions also leads me to ask what would be the consequence of the tremendous stress at the centre of the capitalist system on the wars fought at the periphery of Empire?  And in turn, what is the impact of the tremendous stress of the wars on the periphery for the hegemonic centre of the capitalist system?
