Murder of another rational voice against communalism and superstition

The respected and loved Kannada scholar and writer MM Kalburgi was murdered by two unidentified men on August 30 at his home in Dharwad. The seventy seven year scholar was actively researching Vachanas literature of early Kannada and literature produced during the Adil Shahi period in Northern Karnataka. He was a source of wisdom for many students and scholars, and his killers gained access posing as students. He was also a vocal critic of religious superstitions and had been targeted by fundamentalists within his own Lingayat community and by Hindutva organisations. He had received many threats and his house had been attacked with stones and bottles. He was given police protection, which was withdrawn only days before his murder.

Professor Kalburgi’s cold-blooded murder has caused widespread shock and dismay in the literary and intellectual circles of Karnataka. Many protests involving ordinary citizens have been held in Bangalore and Dharwad. At least one Hindutva Bajrang dal activist has publicly welcomed the assassination, warned another rationalist of Karnataka, Prof KS Bhagwan of the same fate.

Prof Kalburgi’s killing comes after the murders of two other prominent critics of religious superstitions. Dr Narender Dabholkar was killed in 2013 in Pune. Trade Unionist and Communist Govind Pansare was killed in Kolhapur in February this year. There are uncanny similarities in the modus operandi of all three cases. On keeping Open the Door that was Opened by Dr. Malleshappa Kalburgi

On Sunday morning, seventy seven year old scholar Dr. Malleshappa Kalburgi opened his door in Dharwad town in Karnataka to some people who asked for ‘sir’. They pumped bullets into ‘sir’ when he appeared in front of them. Throughout his life, Dr. Kalburgi had the habit of opening doors. His scholarship into Kannada literature opened many doors. Those who killed Kalburgi abused not just his hospitality, and his willingness to open his doors to strangers (he had asked that his security be ‘lifted’ despite threats to his life), they abused all the traditions in the world that promise kindness to strangers, and keep doors open.

India Census 2011 – Where are the Atheists?

The consternation witnessed around release of religious figures in Census 2011 has rather overshadowed an interesting fact which has emerged through this mammoth exercise. It tells us that India has 2.87 million people who have no faith in any religion, which is around 0.24 per cent of our population. Definitely it includes not only atheists, rationalists but all those people who do not believe in any faith but some ‘unknown’ force.

Definitely it is a welcome development that the state has finally acknowledged their existence and what Dravid Kazhagam leader K Veeramani said ‘recorded their voice for the first time in the census’. but a cursory glance at earlier surveys and studies makes it amply clear that the figures are on the lower end. The Murky Fourth Estate: Asifa Zunaidha

[Some time ago, I wrote on Kafila about my experience of attending a televised interaction with HRD Minister Smriti Irani. The audience, packed with supporters of the particular party Irani belongs to, was set up in that debate as the neutral ‘public’, thereby killing two birds with one stone – boosting the popularity of the Minister on news media, and legitimising the news channel as a site of punchy political debate. We have below a similar case of manipulation of the powerful medium of electronic news media, this time by another channel.] 

What is the role of the news media in a society if not to disseminate information and opinions as an impartial media(tor)? ‘Half truth is no truth’ is a popular aphorism, but ‘selective’ truth is also a lie and certainly does not befit the content of a news channel. It seems that in an age of corporate media, one would be foolish to expect impartial truths, let alone ‘undiluted or uncensored’ opinion of diverse groups. A recent episode inside the JNU campus shows how ‘news’ presented by News Channels can be easily manipulated and the opinion of a ‘select few’ is showcased as the ‘unanimous opinion’ emerging from the premier higher educational institute of the country.

जनगणना में अल्पसंख्यक : नकली डर पैदा करने की कोशिश

‘ लोकप्रिय स्तर पर लोगों के लिए इस हकीकत पर गौर करना या उसे जज्ब़ करना मुश्किल जान पड़ता है जब उन्हें बताया जाता है कि बहुसंख्यक मुस्लिम आबादी वाले इंडोनेशिया की प्रजननक्षमता (कुल प्रजनन क्षमता दर 2.6) की दर बहुसंख्यक हिन्दू आबादी वाले भारत की तुलना में (कुल प्रजनन क्षमता दर 3.2) कम है। दरअसल इंडोनेशिया में प्रजनन क्षमता में कमी को परिवार नियोजन पर कारगर अमल, जो मुल्क की स्वास्थ्यसेवाओं के साथ अभिन्न रूप से जुड़ी हैं, से जोड़ा जा सकता है। हाल के समयों में बांगलादेश में भी परिवार नियोजन के बढ़ते स्तर ने वहां की प्रजनन क्षमता को में काफी तेजी से कमी दिखाई दी।’’

जनगणना के आंकड़े एक गतिशील समाज के तेजी से बदलते परिद्रश्य को उदघाटित करते रहते हैं। आंकड़ों का यह समुच्चय नीतिनिर्धारकों को ही नहीं समाजविज्ञानियों, राजनीतिक विश्लेषकों या सामाजिक-राजनीतिक कार्यकर्ताओं के लिए एक खजाने के तौर पर उपस्थित होता है, जिसका विश्लेषण करके वह अपनी समझदारी तय करते हैं या अपने हस्तक्षेप की रूपरेखा बनाते हैं। एक सौ बीस करोड़ से अधिक आबादी का भारतीय समाज – जहां दुनिया के लगभग सभी धर्मों के अनुयायी मिलते हैं – और जो अपने उपमहाद्वीपीय आकार के चलते ; भाषाई, सांस्क्रतिक तथा अन्य विविधताओं के चलते दुनिया भर के जनसंख्याविशारदों के लिए कुतूहल एवं अध्ययन का विषय बनता है, ऐसा ही नज़ारा उपस्थित करता है।

यह अलग बात है आज जबकि दक्षिण एशिया के इस हिस्से में बहुसंख्यकवाद अर्थात मेजोरिटेरियानिजम का बोलबाला बढ़ा है और भारत के इस हिस्से के धर्मनिरपेक्ष एवं समावेशी जनतंत्र के क्षरण की कोशिशें तेज हो चली हैं हम पा रहे हैं कि जनगणना के आंकड़ों के माध्यम से अपनी संकीर्ण राजनीति को ही हवा देने की कोशिशें तेज हो रही है, और उसके व्यापक निहितार्थों पर परदा डाले रखने के प्रयास चल रहे हैैं। यह महज इत्तेफाक नहीं कि बिहार विधानसभा चुनावों के ऐन मौकों पर जनगणना के धार्मिक आंकड़ों को जारी किया गया है ताकि उसके आंशिक निष्कर्षों को सामने लाकर अल्पसंख्यकों की ‘बढ़ती आबादी’ के नाम पर बहुसंख्यकों का ध्रुवीकरण किया जा सके और चूंकि 2001-2011 के दरमियान हिन्दुओं की आबादी की तुलना में मुसलमानों की आबादी अधिक बढ़ने के आंकड़े सामने आए हैं, लिहाजा उसी को लेकर एक नए ध्रुवीकरण के फिराक में वह दिखती है। विडम्बना है कि जनगणना के जाति सम्बन्धी आंकड़ों पर अभी भी चुप्पी है, जिसकी लम्बे समय से मांग हो रही है। Continue reading जनगणना में अल्पसंख्यक : नकली डर पैदा करने की कोशिश

Hanuman in the Enemy Land

What did our Ram-bhakt Hanuman do in Lanka, the land of his master’s enemy when he went there in the golden past? Everybody knows. What will Hanuman do, if today he is sent to Pakistan? Lankan voyage of Hanuman then, and cinematic expedition of his modern counterparts now (Sunny Deols of Border, The Hero, Ghadar, etc.), leave no room for imagination. Pakistan – the enemy land of India’s nationalist imagination – must be taught a lesson, as Rashtra-bhakt TV news anchors keep shouting from behind fire and embers on the screen.

We have seen on almost daily basis the bhakts, posing variously as Rashtra-bhakt or Ram-bhakt or lately as NaMo-bhakt. Bhakts, who persistently wish to annihilate the enemy land in TV studios, social media, or movie theatres. However, what a latest Hindi film Bajrangi Bhaijan shows is an unusual, or should I say, an abnormal bhakt. A bhakt, who does not want to destroy Pakistan! Lo and behold, he is a Hanuman-bhakt! He is called Bajrangi-Bhaijaan (Salman Khan). For, the word Bajrangi is a synonym of Hanuman, the ubiquitous monkey-god. He is bhaijaan because he is unable to lose his affection for a cute little girl even after knowing that she is a Muslim and, more than that, a Pakistani! കേരളത്തിലെ മുസ്ലിംജനങ്ങളെക്കുറിച്ച് പൊതുമണ്ഡലത്തിൽ വ്യാപകമായിത്തീർന്നിരുക്കുന്ന തെറ്റിദ്ധാരണകളെ തിരുത്താനുള്ള ഒരെളിയ ശ്രമമാണ് ഈ ലേഖനം.

വിമർശനാത്മകമായി ചിന്തിക്കുന്നവരും പരന്ന വായനയുള്ളവരും  പൊതുമണ്ഡലചർച്ചായിടങ്ങളിൽ ധാർമ്മികമായ മേൽനില സദാ അവകാശപ്പെടുന്നവരുമായ ബുദ്ധിജീവികളുടെ എഴുത്തുകളിൽപ്പോലും ഈ വാദങ്ങൾ പ്രത്യക്ഷപ്പെടുന്നത് അപകടകരമായിത്തോന്നുന്നതുകൊണ്ടാണ് ഇതെഴുതുന്നത്. കേരളത്തിലെ ജനജീവിതത്തെ സസൂക്ഷ്മം വീക്ഷിക്കാൻ നമ്മെ സഹായിക്കുന്ന വസ്തുതാശേഖരങ്ങളും ചരിത്രപഠന-സാംസ്ക്കാരികപഠനസംപത്തും കൈയിലുള്ളപ്പോൾ ആത്മനിഷ്ഠനിരീക്ഷണങ്ങളെ മാത്രം ആശ്രയിച്ചുകൊണ്ട് ബുദ്ധിജീവികൾ നടത്തുന്ന ഇടപെടലുകൾ ഗുണത്തെക്കാളേറെ ദോഷം ചെയ്യുമെന്ന് സംശയം വേണ്ട.

പ്രത്യേകിച്ചും, ഹിന്ദുത്വവാദഭീകരത സർവ്വത്തേയും വിഴുങ്ങാൻ ഒരുങ്ങിനിൽക്കുന്ന നമ്മുടെ കാലങ്ങളിൽ മുസ്ലിംസമുദായത്തെക്കുറിച്ച് പറയുംപോൾ, വിശേഷിച്ചും ഭൂരിപക്ഷസമുദായത്തിലെ മേൽത്തട്ടുകാർ പറയുംപോൾ, ശ്രദ്ധ ആവശ്യമാണ്. ഭൂരിപക്ഷതാതാത്പര്യങ്ങളാൽ രൂപപ്പെട്ടുവരുന്ന സാമാന്യബോധത്തെ കണ്ണുമടച്ച് ആശ്രയിക്കുന്ന രീതിയെ പ്രതിരോധിക്കാനാണ് ഞാനിവിടെ ശ്രമിക്കുന്നത്. (മേലാളാവബോധത്തിൻറെ വാഹനമായാണ് സാമാന്യബോധത്തെ Marx മുതൽ Bourdieu വരെയുള്ള സമൂഹശാസ്ത്രജ്ഞന്മാർ കണ്ടത്. അതിനെ വിമർശിക്കലാണ് സമൂഹശാസ്ത്രത്തിൻറെ മുഖ്യധർമ്മമെന്ന് അവർ അവകാശപ്പെട്ടതും അതുകൊണ്ടു തന്നെ).

What did Colonialism do to India? Ram Puniyani

A video of Shashi Tharoor speaking at Oxford on a debate related to the colonial period has been ‘viral’ on the social circuit for a while. In this video Tharoor makes a passionate plea to the British that they make reparations for the losses to Indian economy during the British rule. He puts the blame of India’s economic decline on the British and also recounts Jalianwala Bag, Bengal famine as the major highlight of British rule which reflected the attitude of British towards this colony of theirs’. Tharoor points out that resources from India were used by British to build there economic prosperity and to fund their Industrial revolution.

However, Dr. Manmohan Singh (2005), the previous prime minister, had made a very different kind of argument. In this Dr. Singh as a guest of British Government extols the virtue of British rule and gives them the credit for rule of law, constitutional government, and free press as the contributions which India benefitted from.

So where does the truth lie? Not only the context and tone of the speeches by these two Congressmen is totally different, the content is also totally on different tracks. Dr. Singh as the guest of the British Government is soft and behaving as an ideal guest and points out the contributions of the British rule and there is some truth in that. Tharoor as an Indian citizen with memory of the past; is narrating the plunder which this country suffered due to the British rule. He is also on the dot. These are two aspects of the same canvass. What Tharoor is saying is the primary goal of British and what Dr. Sigh is stating is an incidental offshoot.

A Demand to Restore the Stature and Reputation of FTII: Statement by Media Scholars and Teachers

PUBLIC STATEMENT BY MEDIA SCHOLARS AND TEACHERS ON FTII

As teachers, scholars and researchers of the media we are deeply disturbed by the obduracy and high-handedness shown by the authorities to the legitimate issues and questions raised by the students of FTII who have been on strike since June 12, 2015.

It has now been established that Gajendra Chauhan, an official member of the BJP since 2004, was chosen to be the Chairman of the Governing Council and consequently, President of the FTII Society for his loyalty to the party and not because he has any credentials to occupy these posts. A `star campaigner” for the BJP during the Lok Sabha elections, Chauhan’s only claim to visibility has been his role as Yudhisthir in the TV series Mahabharata and his role in the current controversy. He does not possess any professional or academic qualification that makes him remotely eligible for the job.  It is a an absolute travesty that Chauhan should be handed a chair that has in the past been occupied by nationally and internationally recognized personalities like UR Ananthamurthy, Girish Karnad, Shyam Benegal, Saeed Akhtar Mirza, Adoor Gopalakrishnan, Mahesh Bhatt and Mrinal Sen. For the last 52 days, Film and Television Institute of India (FTII) students, are on strike against the questionable appointments made in the apex decision making body of FTII – The FTII Society.The strike has brought into focus a trend of appointments of highly unqualified individuals associated with RSS and BJP   The recent appointments at institutions like NFDC, CFSI, & CBFC have already started to affect independent critical & artistic endeavors on issues faced by the country. Nalanda university, ICHR, IIT, NBT, ICCR, ICHR, NCERT, TIFR & IIMs are all resisting governments interference in academics and governance.FTII continues to persist despite the underhand tactics like threats of expulsion, flimsy FIRs against the students, vandalism and relentless character assassination of the students and the institution.

The voice of the students at FTII has resonated with other students, artists, filmmakers, cultural organizations, civil rights and political groups across the country that have openly come out in support. Support for the students is pouring in from a plethora of cities and centers every day. International students and mainstream media, alarmed at the developments, have started registering their support.

In midst of it all, FTII students has decided to take our democratic protest to the streets of Delhi

100+ students from FTII will lead a march from Jantar Mantar to the Parliament Street, at 2pm on 3rd of August.

We call out to all the students, youth, parents, artists, educators, everyone who is concerned about the institutions of higher education & throttling of independent & critical voices in our country. This is a call to all who value spaces where rational, reasonable and scholarly debate can happen. Where voices critical of majority are not labelled as ‘anti hindu’ ,where a certain variety of nationalism is not forced upon peopleWe urge  people, from all walks of life who are concerned and alarmed by the ‘environment of fear’ where any criticism is simply not allowed, to come out vociferously in support of the students and join them in this march which represents a historic struggle for the sake of preserving academic autonomy and the universal tenets of freedom of thought, expression and right to criticise and dissent.   

On 3rd each voice will be standing  for the fight to save our institutions from undemocratic and fascist forces.

Who gets caught – From death row convicts to ‘criminals by birth’: Anuja Agrawal

The recent reports regarding the findings of the Death Penalty Project of the National Law University, Delhi, confirm some of the worst fears we have about our criminal justice system: the system is exceedingly tilted against the interests of the poor, disadvantaged and the marginal while the rich and the advantaged often get away, literally, with murder. The results are very important as such systematic studies help in confirming what are often vague impressions and unconfirmed suspicions.

While this study focuses only on the convicts on death row, what we urgently need is data which give us a caste and community wise breakup of the incarcerated population as a whole. While some may think that this would be useful in establishing the ‘criminality’ of some social groups, in fact this data, when juxtaposed with degrees of conviction, will help in establishing not only the conditions in which people take to criminal activities but also how our system is systematically biased towards particular groups.

A reply to ‘An Open Letter By A Cop To Those Opposing Death Penalty To Yakub Memon’ by ‘ A Thulla’.

Dear ‘Thulla’

Let me begin by stating, for the record, that a lot of people who have raised their voice against death penalty (and not just Yakub Memon’s) are not necessarily sitting in ‘plush AC offices’ or writing ‘editorials seeking clemency for a murderer’ or visiting TV studios and shouting themselves hoarse. A lot of them are activists and lawyers and the aam aadmi – working on the ground. Having said that, let’s not disregard the voices of the public based merely on where they decide to park their backside! Also, I would like to bring to your notice that terms like human rights, due process and fake encounter are not ‘ramifications’ of pulling a trigger per se. The term ‘ramification’ implies an unwelcome consequence of an action. Human rights and due process are pillars of a democracy and fake encounters are constitutional infringements. The fact that ‘terrorists’ don’t consider these of much value but you have to consider these burdensome terms before taking any action also implies that the law (read constitution) considers you to be ‘reasonable person’ and not the ‘terrorist’. The Madhya Pradesh government’s recent decision to continue avoiding eggs in children’s mid-day meal schemes sparked off heated debates in newspapers, social media and the television. There are several facets to the inclusion of eggs in mid-day meal schemes. This article examines those, and sheds light on facts and perspectives ignored by most parties involved in these debates.

Opponents of the government decision have rightly pointed out the resistance to certain food options for the midday meals scheme in schools is largely due to caste oppression and class privilege. In India, diet has indeed been used, historically and now, as a tool in oppressing dis-privileged caste and minority-religion groups. These groups comprise a huge chunk of India’s impoverished people who must get all the government support possible for meeting their dietary and other needs. Interestingly, governments which oppose eggs on the basis that they are not vegetarian do not have any problem with dairy, when dairy also involves the killing of spent cows and male calves (apart from the forced impregnation of cows every year). While we must acknowledge and oppose these forms of bigotry steadfastly, the way we do it should be such that we don’t uphold one good cause at the expense of another. Inspired by Eve Ensler’s Vagina Monologues, eleven young Bangladeshi women decided to develop a local adaptation with their own accounts of sexual, aesthetic, psychological and emotional experiences of being a woman. Many of the stories were written by the performers themselves while some were taken from Naripokkho, a nationwide women’s advocacy organization. Teesta, Yakub and Hijab – The Triple Tests of Nationalism: Saif Mahmood

If you are Indian but not a supporter of the present Government, on social media your loyalty to your country will be tested on the following touchstones :

  1. Have you said anything against the CBI’s palpably malicious agenda against Teesta Setalvad or even hinted that, even if the CBI’s allegations are taken on their face value, she is entitled to anticipatory bail ?
  2. Do you think that the decision to hang Yakub Memon deserves one last re-look ?
  3. Have you criticised the manner in which female Muslim and Christian PMT aspirants were told to take off their hijabs and scarfs if they wished to take the test and / or the intemperate language in which the Supreme Court refused to interfere in the matter?

मालेगांव से मोदासा : क्या हिन्दुत्व आतंकवाद के मामलों में जांच एजेंसिया अपना रूख बदल रही हैं ?

अपनी सख्त छवि के लिए जानी जाती मुंबई की मशहूर पब्लिक प्रॉसिक्यूटर सुश्री रोहिणी सालियान पिछले दिनों देश के अन्दर सूर्खियांे में आयी। कारण बना मीडिया में इन ख़बरों का आना कि किस तरह राष्ट्रीय जांच एजेंसी / एनआईए – नेशनल इन्वेस्टिगेटिंग एजेंसी/ जिसका निर्माण 2008 में वर्ष 2008 के मालेगांव बम धमाके के बाद हुआ, उसकी तरफ से उन पर दबाव पड रहा है कि वह मालेगांव बम धमाके में चुस्ती न बरतें। इस मसले पर चर्चा चल ही रही थी कि समाचार मिला कि अजमेर बम धमाके /2007/ में एक के एक कई गवाह अपने बयान से मुकर चुके हैं और एनआईए द्वारा मध्यप्रदेश के संघ के प्रचारक सुनिल जोशी की हत्या के मामले को अचानक फिर मध्यप्रदेश पुलिस को लौटा दिया जा रहा है। और अब समाचार यह मिला है कि उसी राष्ट्रीय जांच एजेंसी अर्थात नेशनल इन्वेस्टिगेशन एजेंसी ने ‘अधूरे सबूतों’ की बात करते हुए मोदासा बम धमाका मामले में अपनी फाइल बन्द करने का निर्णय लिया है।

यह पूछा जाना समीचीन होगा कि क्या भाजपा के केन्द्र में सत्तारोहण के बाद हिन्दुत्व आतंक की परिघटना एवं उससे जुड़े मामलों में शामिल लोगों को क्लीन चिट देने की तैयारी चल रही है ? दिलचस्प है कि इस बदली हुई परिस्थिति को लेकर संकेत एक केन्द्रीय काबिना मंत्राी के हालिया बयान से भी मिलता है जिसमें उन्होंने ‘हिन्दू आतंक की किसी सम्भावना को सिरेसे खारिज किया था’ और यह इस हकीकत के बावजूद कि राष्ट्रीय जांच एजेंसी कमसे कम 16 ऐसे उच्च स्तरीय मामलों की जांच में मुब्तिला रही है, जिसमें हिन्दुत्व आतंकवादियों की स्पष्ट संलिप्तता दिखती है और हिन्दुत्व संगठनों के आकाओं पर से सन्देह की सुई अभी भी हटी नहीं है।

मोदासा, जो उन दिनों गुजरात के सांबरकांठा जिले का हिस्सा था और अब उसे अलग जिला बनाया गया है, वहां सितम्बर 2009 में रमज़ान के महिने में मुस्लिम बहुल सुका बाज़ार इलाके में बम विस्फोट हुआ था, जिसमें एक किशोर की मौत हुई थी और कई घायल हुए थे। गौरतलब है कि यह ऐसा बम विस्फोट रहा है, जिसकी बहुत कम छानबीन की गयी है। अब जबकि आधिकारिक तौर पर उसकी फाईल बन्द करने का निर्णय लिया जा चुका है, तब यह देखना मौजूं होगा कि राष्ट्रीय जांच एजेंसी ने इस काण्ड की अपनी अंतरिम जांच में क्या पाया था और किस तरह तत्कालीन ग्रहमंत्राी जनाब पी चिदम्बरम ने यह ऐलान किया था कि उन्होंने 2008 के उपरोक्त बम विस्फोट के मामले में अहम सुराग हासिल किए हैं। वे सभी जिन्होंने करीब से इस मामले को देखा है, बता सकते हैं कि किस तरह एनआईए का यह निर्णय न समझ में आने लायक और अनाकलनीय है। Continue reading मालेगांव से मोदासा : क्या हिन्दुत्व आतंकवाद के मामलों में जांच एजेंसिया अपना रूख बदल रही हैं ?

राष्ट्रीय स्वयंसेवक संघ के आनुषंगिक संगठन भाजपा के केन्द्र में तथा कई राज्यों में सत्तारोहण के बाद शिक्षा जगत उनके खास निशाने पर रहा है। विभिन्न अकादमिक संस्थानों में अपने विचारों के अनुकूल लोगों की महत्वपूर्ण पदों पर नियुक्ति करने से लेकर, स्वतंत्रामना अकादमिशियनों पर नकेल डालने के प्रयासों से लेकर, पाठयक्रमों में बदलावों तक इसे कई तरीकों से अंजाम दिया जा रहा है। पिछले दिनों केन्द्रीय मानव संसाधन मंत्राी सुश्री इराणी ने संघ से सम्बधित शैक्षिक संगठनोें से प्रस्तावित नयी शिक्षा नीति के मसविदे के बारे में बात की, जिसका प्रारूप नवम्बर में रखे जाने की योजना है। इसके अलावा विभिन्न संस्थानों और विश्वविद्यालयों में खाली हुए या होने वाले पदों पर नियुक्तियों के मसलों पर भी बात हुई।

सूबा राजस्थान – जो केन्द्र में सत्तासीन भाजपा सरकार की कई नीतियों के लिए एक किस्म की प्रयोगशाला की तरह काम करता रहा है, फिर चाहे श्रमिक कानूनों में बदलावों का मामला हो, पंचायतों के चुनावों में खड़े रहने के लिए न्यूनतम शैक्षिक योग्यता तय करने का मामला हो – एक तरह से शिक्षा जगत में आसन्न बदलावों के मामले में भी एक किस्म की ‘मिसाल’ कायम करता दिख रहा है। स्कूलों के रैशनलायजेशन/ यौक्तिकीकरण के नाम पर सतरह हजार सरकारी स्कूलों को आदर्श स्कूल में मिला देने का मामला हो या पूर्ववर्ती अशोक गहलोत सरकार द्वारा कायम हरिदेव जोशी पत्राकारिता विश्वविद्यालय को बन्द करने का निर्णय हो या राजीव गांधी ट्राइबल युनिवर्सिटी को उदयपुर से डुंगरपुर जिले के बनेश्वर धाम जैसे अधिक दुर्गम इलाके में भेजने का मामला हो, उसने इस दिशा में कई कदम बढ़ाए है। अब अपने ताज़े फैसले में उसने संघ के संस्थापक सदस्य केशव बलिराम हेडगेवार की जीवनी को खरीदने की सिफारिश राज्य के कालेज पुस्तकालयों की है। अपने सर्क्युलर में शिक्षा विभाग की तरफ से कहा गया है कि कालेज के पुस्तकालय अकादमिक राकेश सिन्हा द्वारा लिखित ‘आधुनिक भारत के निर्माता: डाक्टर केशव बलिराम हेडगेवार’ नाम से किताब को पुस्तकालय हेतु मंगवा लें।

प्रस्तुत निर्णय की तीखी प्रतिक्रिया हुई है, राज्य सरकार पर आरोप लगा है कि वह शिक्षा के केसरियाकरण को बढ़ावा दे रही है। प्रस्तुत कदम को ‘देश के युवाओं के मनमस्तिष्क पर हिन्दू राष्ट्र की मानसिकता लादने के तौर पर, सामाजिक विभाजन पैदा करने के े कदम के तौर पर’ देखा जा रहा है। यह भी आरोप लगे हैं कि उसका मकसद है युवाओं के मनों को हिन्दू बनाम गैरहिन्दू के आधार पर बांटना, उपरी तौर पर सांस्क्रतिक और धार्मिक तौर पर बहुवचनी दिखना, मगर एक ऐसे समाज को प्रचारित करना जो हिन्दू समाज व्यवस्था से निर्धारित हो।’ Continue reading हेडगेवार का पथ: मिथक और यथार्थ

IMA, NCERT and Existing Inequalities – Issues Around Availability and Accessibility of Health Care: Sarojini N. B. and Deepa V.

[A story appeared on 11 July 2015 in some newspapers about the Indian Medial Association demanding deletions from a class VII NCERT textbook. An immediate response appeared in Kafila to some of the issues raised by IMA.

This post, whose authors Sarojini and Deepa were centrally involved in the writing of the textbook in question, here put certain things in perspective. They present this as an initial clarificatory response to the news report. ]

We are writing regarding an article “Docs oppose ‘negative’ portrayal by NCERT” that appeared in the front page of The Hindu on 11 JUly 2015, Delhi edition by Bindu Shajan Perappadan. The article refers to the chapter “Role of the Government in Health” in the NCERT’s social science textbook on Social and Political Life-II for Class VII students. The article reports that the IMA has written to President Pranab Mukherjee, Prime Minister Narendra Modi and the Ministries of Health and Education, pointing to the “objectionable description” of private healthcare services. The IMA has also demanded “immediate remedial action” stating in their letter that the “matter should be taken seriously and the NCERT should be directed to delete or re-write this chapter”.

In 2007, several NCERT text books were developed, including the textbook in question Social and Political Life-II for Class VII, through a consultative and contributory process in which many of us were involved. The process led by NCERT was a progressive attempt at reviewing and developing content on a range of subject areas and issues in the country, in order to generate knowledge that is as contemporary and comprehensive as possible, and encourages critical and analytical thinking on the part of students.  While the issues were complex, authors / contributors as a group attempted to develop chapters that would reflect an understanding that is rooted in social, economic and political realities, while making them interesting and comprehensible for class VII students. The chapters foreground existing inequalities and discuss the issues around availability and accessibility of health care – including some key characteristics of the private and public health sector. The year 2004 saw the Indian electorate defying the verdict of psephologists by voting out the incumbent Bharatiya Janata Party led National Democratic Alliance government at the Centre. The fundamental reason behind the defeat of Atal Bihari Vajpayee’s government was the slogan of “India Shining” which was perceived by the voters to be nothing more than a poll gimmick as millions of ordinary Indians were trapped in the vicious cycle of poverty and struggling due to high inflation.

However, a decade after 2004, one has reason to believe that “India Shining” was a blessing in disguise for the BJP. Traditionally, BJP was an anti-technology party owing to its Swadeshi leanings. When computer technology was being introduced by the Rajiv Gandhi government during the 1980s, the socialist parties opposed the move and argued that mechanization would lead to unemployment. The Sang Parivar echoed similar sentiments.

The general elections held in 2004 brought about a paradigm shift in BJP’s approach towards technology as the saffron party ran India’s first computer-centric, Hollywood-style electoral campaign. The most talked about thing of the 2004 elections was the “Indian Shining” slogan of the incumbent government. Prathap Suthan, National Creative Director of Grey Worldwide, was the man responsible for coning the term. India Shining was originally an initiative of the Central Government which sought to promote the country’s economic achievements and industrial progress on a global scale.
