The Indian Unconscious : Ravi Sinha

There is yet another head on the political platter of the world’s largest democracy. This head is not metaphorical. It does not signify a disgraced leader or a government that has fallen. It is a literal head dripping with literal blood – battered with bricks that supported a leg-less bed. The bed belonged to one Muhammad Akhlaq who lived in a village called Basehara in Dadri, Uttar Pradesh, not too far from the national capital of India. The head too belonged to him.

It has been only a few days but this latest episode in the long-running Indian serial is already well-known to the world. On a late September night it was announced over the loudspeakers of the village temple that there was going to be beef on Akhlaq’s dinner plate. A mob hundreds-strong – some say thousands – gathered within no time. It attacked the family killing Akhlaq on the spot and badly injuring his son, Danish.

In the meantime, meat-loafs confiscated from the family fridge have been sent for forensic examination. The system of justice must check whether it actually was beef, although, as one commentator points out, “…mere possession of beef isn’t illegal in Uttar Pradesh.”[1] Shedding helpful light on feebly lit corners of the Hindu moral universe, a prominent Hindutva ideologue wrote in a national daily, “Lynching a person merely on suspicion is absolutely wrong, the antithesis of all that India stands for and all that Hinduism preaches.”[2] The lynch-mob should have waited till the forensic reports came.

A few suspects have been apprehended for the murder. This has made the village livid with anger. There are protestations that those arrested are innocent. Journalists have been attacked for making such a big thing out of a small matter and bringing a bad name to the village. Cameras have been broken and OB vans damaged. There is a pertinacious wall of angry women guarding the village against any further intrusion by outsiders who can neither understand the village mind nor the Indian culture.

It is not easy to understand the collective mind of an Indian village. Even learned anthropologists are of little help. Their ethnographic techniques of studying a form of life from its internal standpoint are particularly susceptible to the rationalizations of a complex cultural species. If anyone has a chance, it would, perhaps, be a villager who has stepped out – an Archimedean Point created out of the same cultural universe. Ravish Kumar, by now a near iconic journalist and anchor of a prominent Hindi news channel, stood out for this very reason.[3] His eyes could see the natural rhythm and the instinctual response of an Indian village in the immediate aftermath of a collective crime. Nearly everyone had disappeared from the village. Whoever could be found claimed that he was miles away at the time of the incident. The lynch-mob had materialized instantaneously out of thin air. It had as quickly melted away after the job was done. Everyone has now returned to defend the honor of the village and strategize about how to deal with the unwarranted intrusions of modernity including that of the law. श्रीराम सेने से नफरत, सनातन संस्था पर इनायत !

उत्तरी गोवा के बंडोरा गांव की पंचायत का एक फैसला पिछले दिनों राष्ट्रीय स्तर पर सुर्खियों में आ गया। उन्होंने न तो किसी नए सड़क की मांग की न किसी स्कूल की। वे एक संस्था पर पाबंदी चाहते थे। वे चाहते थे कि उस संस्था का मुख्यालय गांव से हटे। उनका कहना था कि उस संस्था के चलते गांव की बदनामी हो रही है। उसी के कारण आए दिन पुलिस और गुप्तचर एजेंसियों के लोग वहां पहुंचते रहते हैं। उनका कहना था कि अगर उनकी मांग नहीं मानी गई तो इसके लिए वे जल्द ही आंदोलन शुरू करेंगे। गौरतलब है कि कुछ साल पहले भी उन्होंने यह मांग की थी, जिस पर ध्यान नहीं दिया गया था। दरअसल हाल के दिनों में नए सिरे से चर्चा में आई ‘सनातन संस्था’ का मुख्यालय इसी गांव में है।

नैतिक पहरेदारी

यह वही संस्था है, जिससे जुड़े सांगली के समीर गायकवाड़ को पिछले दिनों कॉमरेड गोविंद पानसरे की हत्या की साजिश रचने के आरोप में गिरफ्तार किया गया। इस साजिश में उसके अन्य साथी भी पकड़े गए। पुलिस को उसके अन्य कार्यकर्ताओं रुद्र पाटिल और सारंग अकोलकर की भी तलाश है, जिन्हें अक्टूबर 2009 के मडगांव बम विस्फोट में फरार घोषित किया गया है। महाराष्ट्र के मुख्यमंत्री ने बयान दिया कि लंबी निगरानी के बाद ठोस सुरागों के आधार पर ही ये गिरफ्तारियां हुई हैं। पानसरे की हत्या की जांच के आगे बढ़ने के क्रम में इस बात के भी संकेत मिल रहे हैं कि 2013 में हुईर डॉ. नरेंद्र दाभोलकर की हत्या और पिछले दिनों कर्नाटक में हुए प्रोफेसर कलबुर्गी के मर्डर में भी आपसी रिश्ता रहा है।

आध्यात्मिकता की बात करने वाली, मगर अपने कार्यकर्ताओं की हिंसक कार्रवाइयों के कारण विवादास्पद बनी ‘सनातन संस्था’ पर पाबंदी की मांग कांग्रेस और आम आदमी पार्टी के अलावा वामपंथी दलों ने भी की है। फिलवक्त बीजेपी इस बात को लेकर असहज है कि संस्था पर पाबंदी की मांग उठाने वाले अपने ही विधायक विष्णु वाघ को क्या जवाब दे? वाघ ने अतिवादी संगठनों पर पाबंदी को लेकर सरकार के दोहरे रुख को उजागर किया है। उन्होंने सनातन संस्था की तुलना प्रतिबंधित संगठन ‘सिमी’ (स्टूडेंट्स इस्लामिक मूवमेंट ऑफ इंडिया) से करते हुए दलील दी है कि इस संस्था पर अगर बाहर के कई देशों में पाबंदी लग सकती है, तो यहां क्यों नहीं? अगर प्रमोद मुतालिक की अगुआई वाली श्रीराम सेने की गतिविधियों पर रोक लगाई जा सकती है तो सनातन संस्था पर क्यों नहीं? अख़बारों में आई खबर के अनुसार ग्रेटर नॉएडा में भीड़ ने एक व्यक्ति को इस अफवाह के आधार पर मार दिया कि वह गौमांस के व्यापार में लगा था. यह बताने की जरूरत नहीं कि मरने वाला किस धर्म को मानने वाला था और मारने वाले किस धर्म के अनुयायी थे. अब आ रही खबरों के अनुसार यह अफवाह झूठी थी और जिस पुजारी ने इस अफवाह की शुरूआत करी. उस पुजारी को यह अफवाह उड़ाने के लिए मजबूर किया गया था. कुछ लोग यहाँ तक कह रहें हैं कि यह बर्बर हत्या किसी ग़लतफ़हमी के कारण हुई है, पर मेरे एक मित्र ने बड़ा ही प्रासंगिक प्रश्न उठाया कि हम अगर यह मान भी ले की वह व्यक्ति गौ मांस के व्यापार से जुड़ा हुआ था तो क्या उसकी हत्या को उचित ठहराया जा सकता है.

इस बात में कोई दो राय नहीं कि अगर मेरा धर्म मुझसे अपेक्षा रखता है कि मैं ये खाऊँ और ये ना खाऊँ और मैं उसमे विश्वास रखता हूँ, तो यह मेरा चयन हो सकता है कि मैं कुछ ना खाऊँ. कोई मुझे वह चीज़ खाने के लिए मजबूर नहीं कर सकताण. पर क्या यह जरूरी है कि मेरे खाने या ना खाने के चयन का पालन बाकि लोग भी करें. खाना.पीना, पहनना-ओढना और कुछ अच्छा लगना या न लगना हर किसी का निजी मामला है. क्या समाज यह तय कर सकता है कि मैं क्या खाऊँ और क्या ना खाऊँ ? और एक वर्ग की प्राथमिकताओं के हिसाब से न चलने पर उसको मौत के घाट उतारना किसी न्यायोचित समाज की निशानी है या बर्बर समाज की ? आग मुसलसल जेहन में लगी होगी
यूं ही कोई आग में जला नहीं होगा

दोस्तों

कातिल के पिस्तौल से निकली ऐसी ही आग का शिकार हुई तीन अज़ीम शख्सियतों की याद में हम सभी लोग ‘कलम विचार मंच’ की पहल पर यहां जुटे हैं। विगत दो साल के अन्तराल में हम लोगों ने डा नरेन्द्र दाभोलकर, कामरेड गोविन्द पानसरे और प्रोफेसर कलबुर्गी को खोया है। गौरतलब है कि सिलसिला यहीं रूका नहीं है। कइयों को धमकियां मिली हैं। ऐसा समां बनाया जा रहा है कि कोई आवाज़ भी न उठाए, उनके फरमानों को चुपचाप कबूल करे। दक्षिण एशिया के महान शायर फैज़ अहमद फैज़ ने शायद ऐसे ही दौर को अपनी नज्म़ में बयां किया था। ‘निसार मैं तेरी गलियों पे ऐ वतन, के जहां ; चली है रस्म के कोई न सर उठा के चले..’

और इसी माहौल के मददेनज़र हम इसी अदद मसले पर आपस में गुफतगू करना चाह रह हैं कि आखिर तर्क और विचार से इस कदर नफरत क्यों दिख रही है ? कौन हैं वो लोग, कौन हैं वो ताकतें जो विचारों से डरती हैं, तर्क करने से खौफ खाती हैं ? चन्द रोज लखनउ की सड़कों पर उतर कर भी आप ने ऐसे हत्यारों के खिलाफ आवाज़ बुलन्द की थी। और एक तरह से समूचे देश के विभिन्न नगरों, कस्बों में जो इस मसले पर जो बेआरामी, बेचैनी देखने को मिली थी, उसके साथ अपनी आवाज़ जोड़ी थी। आज की यह चौपाल, आज की यह गोष्ठी दरअसल इसी सिलसिले की अगली कड़ी है। हम उन चिन्ताओं को आपस में साझा करना चाह रहे हैं ताकि यह जो माहौल बन रहा है, जो गतिरोध की स्थिति बनती दिख रही है उसमें थोड़ी हरकत पैदा की जा सके।

इसे दिलचस्प संयोग कहेंगे कि इस गोष्ठी का आयोजन बीसवीं सदी के पूर्वार्द्ध के महान सामाजिक विद्रोही पेरियार रामस्वामी नायकर / 17 सितम्बर 1879-24 दिसम्बर 1973/ के 139 वें जन्मदिन के महज एक दिन बाद हो रहा है। कल ही देश के तर्कशील समूहों, संगठनों ने, विचारों की अहमियत जाननेवाले तमाम लोगों ने उनका जन्मदिन मनाया, वही पेरियार जिन्होंने ताउम्र तार्किकता, आत्मसम्मान, महिला अधिकार और जातिउन्मूलन के सिद्धान्तों का प्रचार किया और आन्दोलन किए। मालूम हो कि तमिल लिपि में नए बदलावों के जनक पेरियार समाजवादी रूस की उपलब्धियों से भी प्रभावित थे और उन्होंनेे नास्तिकता एवं तर्कशीलता के प्रचार के लिए अभिनव मुहिमों का आयोजन किया था।

मध्यप्रदेश के झाबुआ जिले के पेटलावद क़स्बे में बस स्टेंड के पास भीड भरे स्थान पर रहवासी और व्यवसायिक क्षेत्र के एक मकान में अवैध रूप से रखे विस्फोटक जिलेटिन के भंडार में शनिवार विस्फोट हो गया. विस्फोट से ९० लोगों की मौत हो गई और दर्जनों घायल हैं जिनमें से कई की हालत गंभीर है,जिन्हे इंदौर,दाहोद अादि जगह भेजा गया.

मुख्यमंत्री श्री शिवराज सिंह चौहान ने रविवार को घटनास्थल का दौरा किया और सार्वजनिक रूप से घोषणा की कि सरकार हायकोर्ट के किसी जज से इसकी न्यायिक जाँच करवायेगी.दोषियों को दंडित किया जायेगा. मृतकों के परिजनों को १० लाख रुपये और घायलों के इलाज का सारा खर्च सरकार करेगी और पीड़ित परिवारों के रोजगार पर भी सरकार ध्यान देगी.

✔️ ‘व्यापमं’ प्रदेश के मुख्यमंत्री जब ये घोषणायें कर रहे थे तो उनके पास खड़े उनके दल के लोग उनकी ‘भामाशाही’ घोषणाओं पर बार बार तालियाँ बजा कर स्वागत कर रहे थे.सामने दुखी और पीड़ितों का विरोध करता हुजूम था.

✔️ इस ‘विस्फोट’ से सीधे प्रश्न उठते है.मध्यप्रदेश कोई सीमावर्ती राज्य नहीं है जहाँ कोई आतंकवादी आ गया और मुठभेड़ हुई और मकान में रखे विस्फोटक सुलग उठे ना ऐसी आतंकवादी घटना है जिसमे आतंकवादी बाजार/घर / ट्रेन/बस में बम प्लांट कर देते हैं और रिमोट से या आत्मघाती तरीके से विस्फोट कर देते हैं.ऐसा कुछ नहीं था.

यहां के जैन समुदाय का एक व्यापारी (आतंकवादी की कोई जाति या धर्म नही होता,ऐसा ही लिखते हैं ना ?) जो भाजपा के स्थानीय व्यापारिक प्रकोष्ठ का पदाधिकारी था (अपराधी किसी भी राजनैतिक दल का हो सकता है ?) १० वर्षों से क़स्बे में एवं मध्य व्यवसायिक क्षेत्र में अवैध रूप से किराये के मकान में भारी मात्रा में रखे जिलेटिन डायनामाइट का भंडारण कर रहा था.

PRESS NOTE

The Gujarat Assembly has, recently, passed some controversial amendments to 4 existing legislations, viz.

§  The Gujarat Tenancy and Agricultural Lands Act, 1948

§  The Saurashtra Gharkhed, Tenancy Settlement and Agricultural Lands Ordinance, 1949

§  The Gujarat Tenancy and Agricultural Lands (Vidarbha Region and Kutch Area) Act, 1958

§  The Gujarat Agricultural Lands Ceiling Act, 1960

The thrust of all amendments in these 4 legislations is to make transfer of land to industry and industrialists as easy as possible and at minimum cost to the purchasing industry/industrialist by legalizing any and all (past) illegalities on their part. Not only that, pending legal cases are also to be deemed to have lapsed, bringing into question whether the phrase ‘rule of law’ holds meaning any longer. Moreover, while deciding legality/validity or otherwise of questionable transactions, the government official (Collector/Mamlatdar) have been granted arbitrary powers of the highest degree. The government is also, by law, making it mandatory for itself to ‘rescue’ a rogue industrialist who fails in his/her undertaking to put up an industry and to compensate him/her ‘adequately and appropriately’.

 We hold these amendments to be wholly anti-people and completely unconstitutional. The GoG cannot, any more, claim to be pro-farmer (despite repealing the LARR Bill) or pro-poor, as these amendments expose its anti-farmer mindset. We also maintain that these amendments are not geared to spur ‘development’ at all; they are consciously trying to increase the already unbridgeable economic disparities thus exacerbating social unrest.

While we condemn the government, we are also mindful of the fact that the opposition (in this case the INC) has a constitutional duty and people’s mandate to raise its voice whenever it perceives the government to be straying from its pro-people orientation. Sadly, we find the present dispensation to be entirely laidback and lackadaisical in discharging this duty. We condemn the opposition in equal terms in failing to uphold its constitutional duty and in making the voice of the farmer, and the poor heard in the Assembly.

Murder of another rational voice against communalism and superstition

The respected and loved Kannada scholar and writer MM Kalburgi was murdered by two unidentified men on August 30 at his home in Dharwad. The seventy seven year scholar was actively researching Vachanas literature of early Kannada and literature produced during the Adil Shahi period in Northern Karnataka. He was a source of wisdom for many students and scholars, and his killers gained access posing as students. He was also a vocal critic of religious superstitions and had been targeted by fundamentalists within his own Lingayat community and by Hindutva organisations. He had received many threats and his house had been attacked with stones and bottles. He was given police protection, which was withdrawn only days before his murder.

Professor Kalburgi’s cold-blooded murder has caused widespread shock and dismay in the literary and intellectual circles of Karnataka. Many protests involving ordinary citizens have been held in Bangalore and Dharwad. At least one Hindutva Bajrang dal activist has publicly welcomed the assassination, warned another rationalist of Karnataka, Prof KS Bhagwan of the same fate.

Prof Kalburgi’s killing comes after the murders of two other prominent critics of religious superstitions. Dr Narender Dabholkar was killed in 2013 in Pune. Trade Unionist and Communist Govind Pansare was killed in Kolhapur in February this year. There are uncanny similarities in the modus operandi of all three cases. A Consummate Hanging Bares Gaping Holes in Nation State’s Democratic Facade : Sanjay Kumar

At 7AM on 30 July, 2015, the Republic of India hanged a man named Yakub Memon. By all means, though without anyone’s planning, the hanging turned out to be the endpoint of a consummate exercise. Three judges of the highest court of the land sat through the night, right up to two hours before the execution to decide on the last petition of the condemned convict. The highest law official of the central government came to put forth arguments against the petition at two thirty in the morning, while some of the most respected and best legal minds of the country argued for it. Even before this post mid night hearing, the case of Mr Memon had been through more than one round of curative and review petitions in the Supreme Court, and mercy petitions with the President of the Republic. Much earlier, in fact more than twenty years ago, the Mumbai police had carried out perhaps the most painstaking, and detailed investigation of independent India into the 12 March, 1993 blasts; cracking the case within two days and filing a 10,000 page charge sheet within eight months. The trial involving 123 accused, 684 witnesses and voluminous material evidence ran for ten years. After Mr Memon’s guilt and conviction were established by the trial court, his appeals had gone on in the Supreme Court for nearly a decade. Two years ago the then Government of India had hanged Afzal Guru, a Kashmiri convicted in the Parliament attack case, without informing his family, and refused to hand his dead body to them. Nothing of that shameful behaviour was repeated this time. What more could the criminal justice system of the country have done in the case of Mr Memon! Yet, his execution has left behind more questions on the institutional biases, and ideological underpinnings of the Indian state, than perhaps any other execution. India Census 2011 – Where are the Atheists?

The consternation witnessed around release of religious figures in Census 2011 has rather overshadowed an interesting fact which has emerged through this mammoth exercise. It tells us that India has 2.87 million people who have no faith in any religion, which is around 0.24 per cent of our population. Definitely it includes not only atheists, rationalists but all those people who do not believe in any faith but some ‘unknown’ force.

Definitely it is a welcome development that the state has finally acknowledged their existence and what Dravid Kazhagam leader K Veeramani said ‘recorded their voice for the first time in the census’. but a cursory glance at earlier surveys and studies makes it amply clear that the figures are on the lower end. ‘ लोकप्रिय स्तर पर लोगों के लिए इस हकीकत पर गौर करना या उसे जज्ब़ करना मुश्किल जान पड़ता है जब उन्हें बताया जाता है कि बहुसंख्यक मुस्लिम आबादी वाले इंडोनेशिया की प्रजननक्षमता (कुल प्रजनन क्षमता दर 2.6) की दर बहुसंख्यक हिन्दू आबादी वाले भारत की तुलना में (कुल प्रजनन क्षमता दर 3.2) कम है। दरअसल इंडोनेशिया में प्रजनन क्षमता में कमी को परिवार नियोजन पर कारगर अमल, जो मुल्क की स्वास्थ्यसेवाओं के साथ अभिन्न रूप से जुड़ी हैं, से जोड़ा जा सकता है। हाल के समयों में बांगलादेश में भी परिवार नियोजन के बढ़ते स्तर ने वहां की प्रजनन क्षमता को में काफी तेजी से कमी दिखाई दी।’’

जनगणना के आंकड़े एक गतिशील समाज के तेजी से बदलते परिद्रश्य को उदघाटित करते रहते हैं। आंकड़ों का यह समुच्चय नीतिनिर्धारकों को ही नहीं समाजविज्ञानियों, राजनीतिक विश्लेषकों या सामाजिक-राजनीतिक कार्यकर्ताओं के लिए एक खजाने के तौर पर उपस्थित होता है, जिसका विश्लेषण करके वह अपनी समझदारी तय करते हैं या अपने हस्तक्षेप की रूपरेखा बनाते हैं। एक सौ बीस करोड़ से अधिक आबादी का भारतीय समाज – जहां दुनिया के लगभग सभी धर्मों के अनुयायी मिलते हैं – और जो अपने उपमहाद्वीपीय आकार के चलते ; भाषाई, सांस्क्रतिक तथा अन्य विविधताओं के चलते दुनिया भर के जनसंख्याविशारदों के लिए कुतूहल एवं अध्ययन का विषय बनता है, ऐसा ही नज़ारा उपस्थित करता है।

यह अलग बात है आज जबकि दक्षिण एशिया के इस हिस्से में बहुसंख्यकवाद अर्थात मेजोरिटेरियानिजम का बोलबाला बढ़ा है और भारत के इस हिस्से के धर्मनिरपेक्ष एवं समावेशी जनतंत्र के क्षरण की कोशिशें तेज हो चली हैं हम पा रहे हैं कि जनगणना के आंकड़ों के माध्यम से अपनी संकीर्ण राजनीति को ही हवा देने की कोशिशें तेज हो रही है, और उसके व्यापक निहितार्थों पर परदा डाले रखने के प्रयास चल रहे हैैं। यह महज इत्तेफाक नहीं कि बिहार विधानसभा चुनावों के ऐन मौकों पर जनगणना के धार्मिक आंकड़ों को जारी किया गया है ताकि उसके आंशिक निष्कर्षों को सामने लाकर अल्पसंख्यकों की ‘बढ़ती आबादी’ के नाम पर बहुसंख्यकों का ध्रुवीकरण किया जा सके और चूंकि 2001-2011 के दरमियान हिन्दुओं की आबादी की तुलना में मुसलमानों की आबादी अधिक बढ़ने के आंकड़े सामने आए हैं, लिहाजा उसी को लेकर एक नए ध्रुवीकरण के फिराक में वह दिखती है। विडम्बना है कि जनगणना के जाति सम्बन्धी आंकड़ों पर अभी भी चुप्पी है, जिसकी लम्बे समय से मांग हो रही है। Continue reading जनगणना में अल्पसंख्यक : नकली डर पैदा करने की कोशिश →

On the Murder of Writer and Rationalist “Niloy Neel” in Bangladesh : Statement by Mukto Mona

Following the murders of Rajeeb Haider, Avijit Roy, Washiqur Rahmna, and Ananta Bijoy Das, today, the Mukto-Mona writer, blogger, and activist Niloy Neel has been hacked to death. He wrote in Mutko-Mona as well as in Istishon, and Facebook under the name of “Niloy Neel” (twitter: #NiloyNeel). In addition to writing, Niloy Neel was involved in various social justice movements and was the founder of the Bangladesh Science and Rationalists Association.

Ansar Al Islam, the Bangladesh branch of Al Qaeda in the Indian Subcontinent (AQIS) has claimed responsibility for murdering Niloy Neel in his own home, in front of his family, because of his writing. The fundamentalists continue in their tradition of responding to the pen with machetes; the government of Bangladesh continues to supply the fundamentalists with all that is necessary to keep their machetes honed. One by one the enlightened, the freethinking writers, and activists of Bangladesh, are being brutally murdered. Their only crime is taking a stand against injustice, and superstitions prevalent in society. A machete may kill, in a cowardly manner, a human being of flesh and bone; it cannot kill their ideology. Our fight will continue. With all our strength we will continue to speak our minds, our dreams. For as long as there is even a single member of the freethinking community alive; for as long as a single sentence written by freethinking writers survives.

Niloy Neel’s FB status regarding lack of safety:

“Two men were following me two days ago. This happened when I was on my way back from attending the rally organized to protest “The Murder of Ananta Bijoy Das.” First, when I reached a certain place via public bus, they came with me to the same spot. Then, when I got on to a Laguna to reach my destination, one of them climbed aboard the Laguna with me. On the Laguna I realized this was the same guy who was on the bus with me, but there were two of them then. I thought to myself, well, it’s possible; perhaps one of them was going somewhere else so he took a different route.

Until then it seemed as usual. But on the Laguna, the young man was continually texting from his cellphone which made me suspicious. When I exited the Laguna before I reached my actual destination, he got off with me. I was quite scared, and hurried into a unfamiliar alley. Later when I looked back, I noticed that another young man, who had also been on the bus, had joined this young man, and they had not followed me into the alley; they were waiting at the alley entrance. Then I was quite certain that I was being followed. Because even if their destination was the same, they reached their through separate routes, following me. I went farther into the alley, and took a rickshaw keeping the hood up, and traveled to my destination. I reached in apparent safety with the help of a friend nearby.

When I tried to lodge a General Diary about this incident, I faced an even more bizarre situation. A police officer had told me in confidence that the police do not want to accept General Diaries like this because the officer who accepted such a General Diary, related to the personal safety of an individual, remains accountable to ensure the personal safety of said individual. If the said individual faces any difficulty, then the relevant police officer may even lose his job for negligence in duty. This is what I saw when I visited the thanas to file a General Diary. When the surveillance on me had occurred, I had had to pass by several thanas, and so today when I visited one that had been in the vicinity, they refused to accept my General Diary. They told me this isn’t under our jurisdiction, go to this other thana, it’s their jurisdiction, and also, leave the country as soon as possible.”

On May 15, 2015, Niloy had been followed by some people when he was returning from participating in a protest rally for the murder of Ananta Bijoy Das. When he realized what was happening, he had gone to the police station to file a General Diary (GD). His GD was not accepted. He posted in detail about this incident on Facebook, where he expressed fear that his life was under threat. With his life he has proved that people who are atheists, non-religionists, secular, anti-fundamentalist, and pro-freedom-of-speech are not safe in Bangladesh; as if they have no other choice than to leave their country. They are not safe even in their own homes—Niloy Neel was murdered in his house. One man gained entrance to his house by pretending to be there to rent an apartment; then others entered, locked everyone in the house in one room, while hacking Niloy to death in the other. Niloy died right there; his blood spattered over all the books he loved, his computer.

“In a two-finger test, a doctor at the government hospital inserts two fingers into the rape victim’s vagina to check for the presence or absence of the hymen and also to check the ‘laxity’ of the vagina, ostensibly to check if penile penetration has taken place. The test is deemed to establish whether the woman has had sexual intercourse and if she is habituated to it. Incidentally even that can’t be ascertained from this test since the presence or absence of hymen or width of the vagina has no correlation with virginity or sexual activity.”1

The correlation between Pune police’s impending raid at the FTII campus and the faulty appointments at the FTII society seem to be equally baffling. What logic justifies the police being used against the students when it is they who have faced vandalism and open threats during the course of their strike? It is they who need to be protected so that attention is not diverted from the grave questions they have raised. Unfortunately, the coercive steps taken by FTII administration and local law enforcing agencies betray the same indifference, insensitivity and irresponsibility epitomized by an archaic procedure like the two-finger test, which serves the twin functions of terrorizing and humiliating the already brutalized victim. For the last 52 days, Film and Television Institute of India (FTII) students, are on strike against the questionable appointments made in the apex decision making body of FTII – The FTII Society.The strike has brought into focus a trend of appointments of highly unqualified individuals associated with RSS and BJP   The recent appointments at institutions like NFDC, CFSI, & CBFC have already started to affect independent critical & artistic endeavors on issues faced by the country. Nalanda university, ICHR, IIT, NBT, ICCR, ICHR, NCERT, TIFR & IIMs are all resisting governments interference in academics and governance.FTII continues to persist despite the underhand tactics like threats of expulsion, flimsy FIRs against the students, vandalism and relentless character assassination of the students and the institution.

The voice of the students at FTII has resonated with other students, artists, filmmakers, cultural organizations, civil rights and political groups across the country that have openly come out in support. Support for the students is pouring in from a plethora of cities and centers every day. International students and mainstream media, alarmed at the developments, have started registering their support.

In midst of it all, FTII students has decided to take our democratic protest to the streets of Delhi

100+ students from FTII will lead a march from Jantar Mantar to the Parliament Street, at 2pm on 3rd of August.

We call out to all the students, youth, parents, artists, educators, everyone who is concerned about the institutions of higher education & throttling of independent & critical voices in our country. This is a call to all who value spaces where rational, reasonable and scholarly debate can happen. Where voices critical of majority are not labelled as ‘anti hindu’ ,where a certain variety of nationalism is not forced upon people.  We urge  people, from all walks of life who are concerned and alarmed by the ‘environment of fear’ where any criticism is simply not allowed, to come out vociferously in support of the students and join them in this march which represents a historic struggle for the sake of preserving academic autonomy and the universal tenets of freedom of thought, expression and right to criticise and dissent.   

On 3rd each voice will be standing  for the fight to save our institutions from undemocratic and fascist forces.

अपनी सख्त छवि के लिए जानी जाती मुंबई की मशहूर पब्लिक प्रॉसिक्यूटर सुश्री रोहिणी सालियान पिछले दिनों देश के अन्दर सूर्खियांे में आयी। कारण बना मीडिया में इन ख़बरों का आना कि किस तरह राष्ट्रीय जांच एजेंसी / एनआईए – नेशनल इन्वेस्टिगेटिंग एजेंसी/ जिसका निर्माण 2008 में वर्ष 2008 के मालेगांव बम धमाके के बाद हुआ, उसकी तरफ से उन पर दबाव पड रहा है कि वह मालेगांव बम धमाके में चुस्ती न बरतें। इस मसले पर चर्चा चल ही रही थी कि समाचार मिला कि अजमेर बम धमाके /2007/ में एक के एक कई गवाह अपने बयान से मुकर चुके हैं और एनआईए द्वारा मध्यप्रदेश के संघ के प्रचारक सुनिल जोशी की हत्या के मामले को अचानक फिर मध्यप्रदेश पुलिस को लौटा दिया जा रहा है। और अब समाचार यह मिला है कि उसी राष्ट्रीय जांच एजेंसी अर्थात नेशनल इन्वेस्टिगेशन एजेंसी ने ‘अधूरे सबूतों’ की बात करते हुए मोदासा बम धमाका मामले में अपनी फाइल बन्द करने का निर्णय लिया है।

यह पूछा जाना समीचीन होगा कि क्या भाजपा के केन्द्र में सत्तारोहण के बाद हिन्दुत्व आतंक की परिघटना एवं उससे जुड़े मामलों में शामिल लोगों को क्लीन चिट देने की तैयारी चल रही है ? दिलचस्प है कि इस बदली हुई परिस्थिति को लेकर संकेत एक केन्द्रीय काबिना मंत्राी के हालिया बयान से भी मिलता है जिसमें उन्होंने ‘हिन्दू आतंक की किसी सम्भावना को सिरेसे खारिज किया था’ और यह इस हकीकत के बावजूद कि राष्ट्रीय जांच एजेंसी कमसे कम 16 ऐसे उच्च स्तरीय मामलों की जांच में मुब्तिला रही है, जिसमें हिन्दुत्व आतंकवादियों की स्पष्ट संलिप्तता दिखती है और हिन्दुत्व संगठनों के आकाओं पर से सन्देह की सुई अभी भी हटी नहीं है।

मोदासा, जो उन दिनों गुजरात के सांबरकांठा जिले का हिस्सा था और अब उसे अलग जिला बनाया गया है, वहां सितम्बर 2009 में रमज़ान के महिने में मुस्लिम बहुल सुका बाज़ार इलाके में बम विस्फोट हुआ था, जिसमें एक किशोर की मौत हुई थी और कई घायल हुए थे। गौरतलब है कि यह ऐसा बम विस्फोट रहा है, जिसकी बहुत कम छानबीन की गयी है। अब जबकि आधिकारिक तौर पर उसकी फाईल बन्द करने का निर्णय लिया जा चुका है, तब यह देखना मौजूं होगा कि राष्ट्रीय जांच एजेंसी ने इस काण्ड की अपनी अंतरिम जांच में क्या पाया था और किस तरह तत्कालीन ग्रहमंत्राी जनाब पी चिदम्बरम ने यह ऐलान किया था कि उन्होंने 2008 के उपरोक्त बम विस्फोट के मामले में अहम सुराग हासिल किए हैं। वे सभी जिन्होंने करीब से इस मामले को देखा है, बता सकते हैं कि किस तरह एनआईए का यह निर्णय न समझ में आने लायक और अनाकलनीय है। Continue reading मालेगांव से मोदासा : क्या हिन्दुत्व आतंकवाद के मामलों में जांच एजेंसिया अपना रूख बदल रही हैं ? →

‘आधुनिक भारत के निर्माता: डाक्टर केशव बलिराम हेडगेवार’ के बहाने चन्द बातें

राष्ट्रीय स्वयंसेवक संघ के आनुषंगिक संगठन भाजपा के केन्द्र में तथा कई राज्यों में सत्तारोहण के बाद शिक्षा जगत उनके खास निशाने पर रहा है। विभिन्न अकादमिक संस्थानों में अपने विचारों के अनुकूल लोगों की महत्वपूर्ण पदों पर नियुक्ति करने से लेकर, स्वतंत्रामना अकादमिशियनों पर नकेल डालने के प्रयासों से लेकर, पाठयक्रमों में बदलावों तक इसे कई तरीकों से अंजाम दिया जा रहा है। पिछले दिनों केन्द्रीय मानव संसाधन मंत्राी सुश्री इराणी ने संघ से सम्बधित शैक्षिक संगठनोें से प्रस्तावित नयी शिक्षा नीति के मसविदे के बारे में बात की, जिसका प्रारूप नवम्बर में रखे जाने की योजना है। इसके अलावा विभिन्न संस्थानों और विश्वविद्यालयों में खाली हुए या होने वाले पदों पर नियुक्तियों के मसलों पर भी बात हुई।

सूबा राजस्थान – जो केन्द्र में सत्तासीन भाजपा सरकार की कई नीतियों के लिए एक किस्म की प्रयोगशाला की तरह काम करता रहा है, फिर चाहे श्रमिक कानूनों में बदलावों का मामला हो, पंचायतों के चुनावों में खड़े रहने के लिए न्यूनतम शैक्षिक योग्यता तय करने का मामला हो – एक तरह से शिक्षा जगत में आसन्न बदलावों के मामले में भी एक किस्म की ‘मिसाल’ कायम करता दिख रहा है। स्कूलों के रैशनलायजेशन/ यौक्तिकीकरण के नाम पर सतरह हजार सरकारी स्कूलों को आदर्श स्कूल में मिला देने का मामला हो या पूर्ववर्ती अशोक गहलोत सरकार द्वारा कायम हरिदेव जोशी पत्राकारिता विश्वविद्यालय को बन्द करने का निर्णय हो या राजीव गांधी ट्राइबल युनिवर्सिटी को उदयपुर से डुंगरपुर जिले के बनेश्वर धाम जैसे अधिक दुर्गम इलाके में भेजने का मामला हो, उसने इस दिशा में कई कदम बढ़ाए है। अब अपने ताज़े फैसले में उसने संघ के संस्थापक सदस्य केशव बलिराम हेडगेवार की जीवनी को खरीदने की सिफारिश राज्य के कालेज पुस्तकालयों की है। अपने सर्क्युलर में शिक्षा विभाग की तरफ से कहा गया है कि कालेज के पुस्तकालय अकादमिक राकेश सिन्हा द्वारा लिखित ‘आधुनिक भारत के निर्माता: डाक्टर केशव बलिराम हेडगेवार’ नाम से किताब को पुस्तकालय हेतु मंगवा लें।

प्रस्तुत निर्णय की तीखी प्रतिक्रिया हुई है, राज्य सरकार पर आरोप लगा है कि वह शिक्षा के केसरियाकरण को बढ़ावा दे रही है। प्रस्तुत कदम को ‘देश के युवाओं के मनमस्तिष्क पर हिन्दू राष्ट्र की मानसिकता लादने के तौर पर, सामाजिक विभाजन पैदा करने के े कदम के तौर पर’ देखा जा रहा है। यह भी आरोप लगे हैं कि उसका मकसद है युवाओं के मनों को हिन्दू बनाम गैरहिन्दू के आधार पर बांटना, उपरी तौर पर सांस्क्रतिक और धार्मिक तौर पर बहुवचनी दिखना, मगर एक ऐसे समाज को प्रचारित करना जो हिन्दू समाज व्यवस्था से निर्धारित हो।’ Continue reading हेडगेवार का पथ: मिथक और यथार्थ →

How Hindutva Supremacists are rushing to give themselves Clean Chit in terror related cases

Introduction

Whether investigations into Hindutva terror related cases are changing course? A series of apparently unconnected developments definitely strengthen the belief.

Close on the heels of renowned public prosecutor Rohini Salian’s revelations that she is being pressurised to go slow on the Malegaon bomb blast case (2008) and news of no of witnesses turning hostile in the Ajmer bomb blast case (2007) and sudden decision of the NIA to shift the Sunil Joshi murder case back to M.P,  has come the news that the NIA has finally decided to close the Modasa bomb blast case citing ‘insufficient evidence’.

As is being rightly said it is the first concrete indication that with the assumption of power by the BJP investigations into Hindutva terror related cases a shift in emphasis is visible. Perhaps an indication of the changed times is the statement by a senior Minister that there is ‘nothing like Hindu terror in the country’ despite being aware of the fact that the NIA, the premier investigating agency formed after 2008 terror attack in Mumbai to focus on terror related cases, is handling at least a sixteen high profile cases supposedly involving Hindutva terrorists and many of their top bosses are still under scanner.

Bomb blast at Modasa, part of Sabarkantha district then and recently made into a separate district, which witnessed one death and injuries to many, is one of the least explored bomb blast in the country. The following write-up tries to discuss the blast, discusses the prevalent ambience then when bombs were discovered at different places without anyone claiming responsibility for it, the interim findings of the NIA when it took over the particular case during the UPA II regime and the announcement by the then home minister P Chidambaram that the central probe agency has achieved a “breakthrough” in the 2008 Modasa (Gujarat) blast case.

Statement by PADS following CBI raid at Sabrang Communications and homes of editors and publishers

Statemeny by People’s Alliance for Democracy and Secularism (PADS)

PADS strongly condemns the CBI raids of 14 July 2015 at the premises of social activist Teesta Setalvad, her husband Javed Anand, Gulam Mohammed Peshimam and office of Sabrang Communications and Publishing in Mumbai. These raids are undertaken for purely vindictive reasons given the assurances of complete cooperation and submission of thousands of pages of documents to the CBI. It is by now an open secret that activists working for justice and truth with regard to the pogrom called ‘Gujarat Riots’ have earned the hatred and animosity of the Modi government; which does not hesitate to employ official state power to indulge in a witch-hunt.

Setalvad and Anand set up Sabrang Communications and began publishing Communalism Combat in 1993, and not after 2002. It was this company that published the Justice Srikrishna Commission Report on the Mumbai communal riots of 1992-1993 at a time when the state government would not make it available to the public. The state not only fails in its constitutional duty to protect all citizens from unlawful deprivation of life and liberty under Article 21, but hounds and intimidates all those who seek to uphold human rights and democratic values.

It may also be noted that a senior Public Prosecutor, Rohini Salian, has accused the NIA of showing a bias in favour of certain persons accused of terrorist crimes. None other than the respected Julio Rebeiro, retired Police Commissioner of Punjab, has asked the public to take serious note of what Ms Salian has alleged. Furthermore, a Gujarat special judge, Ms Jyotsna Yagnik, stated in May this year that she has received 22 threats since retirement, on account of her role in convicting those responsible for the Naroda Patiya massacre in 2002. Her security cover was not enhanced, but scaled down. It is also noteworthy that the final hearings in the Zakia Jafri Criminal Revision Application are due to begin on July 27. Mrs Jafri seeks to make top-level politicians, including the then Gujarat chief minister, and top-level policemen, including the present Commissioner of Police, Shivanand Jha, former joint CP, Crime Branch, AK Sharma (now in the CBI ) answerable for criminal and administrative culpability for their role in 2002.

Seen together, in their entirety, the above facts are a cause for grave concern to all Indian citizens. They portend nothing less than an undeclared Emergency. Lovers of democracy should resist the ruthless campaign of intimidation unleashed against Sabrang Communications. PADS demands that the Union Government abandon its hostile and vindictive stance towards human rights defenders and concentrate on upholding the rule of law and providing justice to innocent Indian citizens who have fallen victim to bloodthirsty communal politics.

कल्पना करें कि किसी मुल्क के प्रधानमंत्राी की पत्नी, एक सूबे में जहां सत्ताधारी पार्टी की ही सरकार है, एक संगठन के कार्यक्रम में उसके बुलावे पर पहुंचती है और आयोजन अधबीच में ही समाप्त कर दिया जाता है।

ख़बर के मुताबिक जैसे ही ‘बेटी बचाओ, बेटी पढ़ाओ’ शीर्षक उपरोक्त कार्यक्रम में जसोदाबेन पहुंची, जहां उन्हें बात रखने के लिए कहा गया था, मगर आयोजकों ने ही उन्हें मना कर दिया और कुछ समय बाद आयोजकों को स्थानीय भाजपा नेताओं ने बुलाया और उन्हें कार्यक्रम तत्काल खतम करने के लिए कहा। समाचार के मुताबिक आयोजकों की बात भाजपा अध्यक्ष अमित शाह से भी करवा दी गयी। आखिर अचानक ऐसा क्यों हुआ कि सूरत के भाजपा नेताओं ने एक ऐसे संगठन के कार्यक्रम में सीधे हस्तक्षेप किया जो किसी भी रूप में भाजपा का आनुषंगिेक संगठन नहीं था और किस वजह से मुख्य आयोजक को सहारनपुर स्थित अपने घर जाने की ‘सलाह’ भी दी गयी। Continue reading जसोदाबेन मोदी से क्यों ‘डरती है’ भाजपा ? →

Stand in Solidarity with FTII Students on 3rd July in Delhi : An Appeal by FTII Alumni

The students of Film & Television Institute of India (FTII) have been receiving tremendous support from across the country for their strike against the appointment of Mr. Gajendra Chauhan and others in the Governing council of FTII.

As a result of sustained public pressure , I&B ministry has opened up a channel of communication to discuss the issue and a meeting has been fixed with a delegation of students and alumni of FTII on 3rd July, 2015 at the Information and Broadcasting Ministry office, Shashtri Bhavan at 3 pm.

The students efforts at reaching out to more and more has been met with blocking of their various social media platforms.The mainstream media is sending out contradictory messages. This has left the
students vulnerable.

The struggle by FTII students becomes important for all of us since this is not an isolated attack on education and cultural institutions. When looked through the lens of the recent appointments at institutions like ICHR, NFDC, IIT Delhi, CFSI and CBFC or the de-recognition of Ambedkar Periyar Study Circle among others, the resistance of students at FTII becomes even more pertinent and important.

We, as alumni of FTII, urge you to come and stand in solidarity with FTII students as they talk with the ministry. We will assemble at 2pm outside Shastri Bhawan, I&B Ministry (next to Central Secretariat Metro Station). Praful Bidwai Is No More

Praful Bidwai is no more. He died in Amsterdam on Tuesday evening due to a cardiac arrest, With his death we have lost the ‘best left-wing journalist’ in this part of South Asia whose articles appeared in many newspapers and magazines in the subcontinent and in the middle east and was frequently published by The Guardian, Le Monde Diplomatique as well. Praful will be missed by thousands and thousands of his readers (this pen pusher included) who were ‘groomed’ by him in a career spanning more than four decades. For them he was one such voice who remained uncompromising in his strident criticism of communal fundamentalisms of various kinds and the crony capitalism which is having a field day these days. He was a leading voice for nuclear disarmament and peace as well and had written extensively on it. It was a strange coincidence that we met last in the capital when a memorial meeting was organised by Communist Party of India to remember the legendary Comrade Govind Pansare who was assassinated few days back. He was to speak in the meeting. The meeting was yet to start and I could steal some time to talk to him. He told he is working on a book – which was near completion – on the left movement in the country and had interviewed many activists associated with the movement to listen to their understanding of challenges before the left. And in that connection he had long meeting with Com Pansare – once in Kolhapur and one possibly in Mumbai. He shared his fascination about the energies he still had at that age for ‘the cause’. Few days after the meeting, there was a call from him asking for a phone number of a dalit activist which incidentally I did not have. Yes, that was the last time I spoke to him.
