Bus Porters’ Petition for Aadhaar – A Political Analysis: Tarangini Sriraman

Barely six years into its introduction, the Aadhaar project, otherwise known as the Unique Identification (UID) project has been studied and critiqued extensively – its promises to strengthen welfare delivery, curb corruption, exorcise ghost beneficiaries from government databases, initiate financial inclusion and enhance intra-governmental coordination have been enthusiastically received in certain corporate and technocratic circles and skeptically, if not scathingly viewed in other academic and journalistic quarters. The liberties this far-advanced project has taken with individuals’ privacy and its failure to acquire a statutory basis (even as enrollment drives continue unabated) have justly attracted severe censure. And until recently, the surreptitiously mandatory nature of the project – where welfare entitlements were linked to the possession of numbers – was cause for alarm. The Supreme Court judgment in 2013 challenging this mandatory linkage between Aadhaar and subsidies/entitlements may have slowed down processes of the number’s proliferation as an exclusive proof.

However, since the new government at the Centre took over, newer uses and linkages are being imagined. How indispensable the Aadhaar will be to such schemes and entitlements only time can tell: cases in point the Jan Dhan Yojana (JDY) and the linkage of the Aadhaar with the passport. As new linkages appear in place of the old, the new government is urging all of us to walk boldly into the embrace of biometric identification that will, to a certain extent, at least, pervade public transactions (for some) and their very socio-economic chances of welfare support (for most others).  It was against this conceptual and empirical backdrop (so competently elucidated by the various scholars, lawyers and journalists following this project) that I decided, as part of my work on a larger book project, to speak with a migrant community in Delhi about their Aadhaar-related experiences – did they wish to get these numbers, if so why?

For these purposes, I picked a community of bus coolies or porters in North Delhi most of whom were migrants from different parts of the country and who stayed in a makeshift residence on the premises of the bus terminal. The Genealogy of the Secular Discourse of Bangladesh – A Second Reading to Bangladesh History: Mubashar Hasan

Even though, according to a series of Gallup and Pew Research polls, Bangladeshi society is now perhaps most illiberal in its history of existence, most informed readers know that a strong secular discourse led by a group of academics, creative writers and artists still continues to flourish and resisting the illiberalism to be the main discourse of the country.

After the independence, the 1972 constitution of the country have endorsed secularism, socialism and democracy as key founding principles among others. However, it is unclear to me as a Bangladeshi who is in his thirties whether these principles were propounded within the constitution with mass support or influential elite intellectuals who were close to the power-base asserted these values because they had the luxury to construct Bangladesh in paper the way they wanted to. May be the latter is true. If secularism was a value held close to the hearts of Bangladeshi masses, it does not make sense now why there is a huge mass support-base for the center-right party Bangladesh Nationalist Party (BNP) or the growing shift to Islam by the ruling Awami League (AL).

In this article, I want to revisit the role of a group of intellectuals who were instrumental in shaping a secular discourse for Bangladesh when Bangladesh was known as the East Pakistan. I call my approach as a second reading to Bangladesh history simply because I haven’t come across any narratives that looks into the thought process of the key constructors of secular discourse in Bangladesh. War and the Lightness of Being Adivasi – Security camps and villages in Bijapur, Chhattisgarh: PUDR

Report produced by PEOPLE’S UNION FOR DEMOCRATIC RIGHTS

Between December 26th and 31st 2014, a PUDR fact-finding team visited 9 villages of Bijapur district, Chhattisgarh to ascertain reports of arrests, intimidation and harassment, including sexual abuse by security forces who are stationed there to fight the Maoists. Predominantly Adivasi villages, the residents of Basaguda, Kottaguda, Pusbaka, Lingagiri, Rajpeta, Timmapur, Kottagudem, Korsaguda and Sarkeguda, narrated the daily acts of violence and violations committed by armed personnel residing in security camps. Apart from documenting the continuance of ‘area domination’ by the security forces, the report draws particular attention to:

  1. The large number of ‘permanent warrants’ issued against the populace, of which a significant number is declared as ‘absconders’. A rough estimate indicates that as many as 15-35,000 people live under the threat and fear of these warrants in Bijapur alone.
  2. The lawless conduct of the armed personnel and Special Police Officers (SPOs) who routinely raid, beat, loot, detain and compel the Adivasi villagers to perform ‘begar’ (free labour) at the security camps. Instances of sexual torture were also noted.

Rohtak Gang Rape Reveals the Attitudinal Differences Disabled Face in India: Rupande Mehta

By now it is all beginning to sound very familiar: A woman gang raped, her vital organs missing, stones and blades found in her stomach, other objects found in her anus and vagina and the doctor conducting the post mortem stating it was the most horrific case of his life. This case, however, has one additional parameter – the woman raped and killed was mentally challenged and being treated for her condition at the Post Graduate Institute of Medical Sciences (PGIMS) in Rohtak, Haryana.

There is conflicting information on the mental condition of the woman raped and killed. While some reports state she was suffering mental retardation, others state her as condition as being psychiatric. Never mind that mental retardation is untreatable but the contradiction in reporting highlights a fact we all know – how widely misunderstood mental illness really is.

Mental illness is the most undertreated of all diseases around the world. There is an unspoken stigma around it and most sufferers usually do not want to talk about their “condition.” We have a difficult time grasping its severity and hence victims usually quietly suffer on their own until the situation often gets very serious. Many famous people have suffered mental illness and it has taken many of them years to come out and acknowledge their suffering. Few of them have fallen to their disease, the most notable recent case being that of Robin Williams who suffered from extreme depression. Other personalities who suffered mental illness include: Winston Churchill, the Prime Minister of UK, Buzz Aldrin, the second man on the moon, Beethoven, musical genius, Diana, Princess of Wales who suffered from bulimia, an eating disorder, and depression. Mental illness is the most unrecognized and, perhaps, one of the most damning diseases.

Well, they tried, and more power to them.

shuddhikaran of that hate-filled, divisive, toxic organization (and others of the Hindutva brigade) would have considerably reduced pollution in the only vasudha we have, which is our kutumb, but the attempt was foiled by a compliant Delhi Police. However, Parliament Street Police Station was very shuddh indeed by the end of the day, its noxious atmosphere cleansed by the cosmic vibrations of music, dance and “marriages” among all sorts of human beings.

This hilarious subversion of the idea of marriage, with which Hindu Mahasabha threatened lovers, is in fact a deeply political gesture against the institution of patriarchal, heterosexual marriage with all its violent hierarchies of age and gender, in which disobedient women and younger people are in the custody, much like prisoners in jail, of the patriarchs of the family, which include compliant women. There are no honour killings – these are custodial deaths, when families violently separate couples who chose to marry outside their caste or religious community, often killing one or both of them.

BJP and Sangh spokespersons reveal real reason for witch hunt against Teesta Setalvad and Javed Anand

If you saw the programme on IBN7 last night, vilifying Teesta Setalvad and Javed Anand, with BJP spokesperson Sambit Patra and Sangh spokesperson Rakesh Sinha at their asabhya virulent best, shouting down and intimidating mild Sandeep Pandey and shouting continuously throughout whatever feisty Priyanka Chaturvedi (Congress spokesperson) had to say (which was hard-hitting and unanswerable), you would know what the case against the two activists is really about.

Of course, the charges against them are of corruption and embezzling of funds collected for Gujarat riot victims, but when Priyanka Chaturvedi pointed out that the case against them is dubious because Gujarat police and judiciary are not exactly exemplars of probity, given the assiduous stalking carried out by the Gujarat police on behalf of Modi’s man, of a young woman (whose family was paid off/ intimidated in classic Hindutva style, ending in the woman claiming gratitude for being stalked) they had no answer. (She could have added the blatant miscarriages of justice in cases of fake encounters and the Ishrat Jahan killing.) Vandalism – The Perfect Solution To Communalism! Nandini Rao

Thank you, unknown-vandals-out-there.

For burning church altars to ashes; for desecrating sacred objects inside houses of worship, for tossing carcasses inside religious places; for converting, de-converting, un-converting or re-converting (as the case may be); for stealing objects from churches that are more valuable to their parishioners for their emotional significance rather than monetary value. For making people ask in hushed tones when and where the next attack is going to take place and what form it will take. For making the pastor conduct midnight mass on Christmas eve outside the church in Delhi, with the faithful offering their prayers in the freezing winter night, simply because they did not have a church to go to.

But most of all, thank you for frightening communities who follow different religions and worship different gods. As for those who do not believe in god or religion, thank you for making them worried about how the social fabric of this country is being pulled apart, thread by thread, through political machinations.

Because by doing all of the above, the unknown vandals (they are, needless to say, not criminals, just harmless “vandals”) have made people stop in their tracks and think. They have made communities question law enforcement agencies that brush aside fears and doubts and try to minimise the crimes taking place in their houses of worship. They are compelling them to discuss and debate about forced versus consensual conversions to religions of one’s choice. They are making people of all communities and religions realise how they are being pitted against each other and used as pawns in devious political games. They understand that, in the bargain, it is the poor and the marginalised living on daily wages who are being exploited in the worst possible way. People are realising the importance of their vote and of the very real impact they can make and the change they can bring about, with the single act of pressing a button.

Vandalism has made people come together to hold meetings and consultations to chart out a course to resolve the crises. It has made them stand outside their churches on pavements and on roads, demanding justice and accountability from a state and administration that does not seem to be heeding their voices.

And most important of all, vandalism is teaching us (more than political speeches and advertisements) how one needs to keep on asserting till our voices are heard that we are all citizens in a secular, socialist and democratic republic. That as believers and non-believers, we may worship (or not worship) in varied ways and learn from the teachings of one holy book (or a multitude of books and philosophies), but as citizens, our Holy Book is only the Constitution of India and what it has defined for us, as Indians.

Adivasis in Assam – Extermination without a Camp: Suraj Gogoi and Prasenjit Biswas

Repeated genocides in Assam and justification and rationalization of the same can be seen as the severest form of crime against humanity that one can imagine. It is the most reprehensible form of hatred that is committed and perpetually pushed under the carpet. Located in the foothills of Bhutan, the villages where 81 or so Adivasi persons were exterminated in the recent killings by the National Democratic Front of Bodoland (Songbijit faction) is no less than a genocide. Apparently the motive for such killing is attributed to Adivasi villagers helping the army and police in busting camps of Bodo militants. Seemingly they turn out to be the easy targets for insurgent firepower.

The adivasis, therefore, remain in a state of being exterminated. If camps mark the predicament of a modern fragmented society, one might say that the Adivasis are permanently thrown into shelters and camps as internally displaced. An estimated 2.75 lakh people of Adivasi origin are settled in about 250 camps across Udalguri and Chirang. They are decamped before the act of being camped and by the very act of remaining in the state of being camped they are rightless and defenseless. Herein we find a sense of perennial othering which subverts any democratic attempt to empower them with right and dignity. They are othered in a state of displacement and pushed form their settlements to an uncertain destiny. This continual displacement completes the fate of marginality. The process marks an inner othering of the marginalized that actualizes fragmentation of mainstream social identities of Assam. BJP’s bravado on exit polls – do they know something about EVMs that we don’t?

BJP says exit polls will fall flat on counting day – I wonder where this confidence comes from. Are they counting on the fact that in many booths, whatever party voters selected, their votes were registering in the BJP’s account? After the murkiness of Lok Sabha results especially in Banaras, with EVMs found in officials’ homes before election day and 3 lakh duplicate voters on the lists, the Election Commission’s ‘clarifications’ raising more questions than they answered, such possibilities no longer seem paranoid.

(The Election Commission said that in Banaras it found 6.47 lakh duplicated names, all of which are repeated at least once across the state. The official said, however, that these are not all necessarily fake entries in the rolls. They could be people who share a name. “For instance, a ‘Rajesh, son of Ramesh’, might be found several times in UP,” he said. “We are in the process of checking whether these people are same or different.”

The question is, when the process was to compare both the voter’s as well as his/her father’s name with other voters, how were 6.5 lakh duplicate names found in a constituency with 17 lakh voters?)

But my point in this post is not about electoral rolls, and a growing suspicion among many that the EC is not entirely un-compromised.

My point is that Electronic Voting Machines are extremely problematic from the point of view of exercising the democratic right to vote (not to mention costs) and have been given up by many ‘advanced’ countries after trying them out for some years. Whatever happens in this particular election, it is time for Indian citizens to think seriously about whether EVMs should be retained. Statement protesting arrest of Shirin Dalvi, Editor, Awadhnama

We, members of the Mumbai based human rights group Hum Azaadiyon Ke Haq Mein  are disturbed at reports of the multiple cases lodged against Shirin Dalvi, the editor of Awadhnama, Mumbai, and her arrest by Thane district police on January 28, for publishing a news-item on the Charlie Hebdo issue and one of the covers of the magazine on January 17, 2015. We are also shocked at the reports of the continual harassment of Shirin Dalvi.

Responding to readers’ views, she issued a clarification denying any intention to hurt religious sentiments and tendered a public clarification the very next day. However, cases have been registered against her in different police stations in Mumbra and Rabodi (Thane district), Malegaon and Mumbai on charges of violating Sec 295 of the Indian Penal Code (outraging religious feelings by insulting a religion with malicious intent).

While she has sought, and obtained, anticipatory bail in one set of cases from Mumbai Additional Sessions Court judge S D Tekale on January 23, she was arrested in Mumbra, Thane district, and granted bail the same day on Jan 28.

The Mumbai based human rights group Hum Azaadiyon Ke Haq Mein is disturbed at the attempts made to defame her character. Baseless statements appeared in several Urdu newspapers that a colleague had tried to dissuade her from using the Charlie Hebdo cover but the colleague identified was actually not even in office on that day and had resigned a few days ago. Other attempts to defame her included statements that she had joined the RSS women’s wing and was a ‘follower’ of Bangladeshi writer in exile Taslima Nasreen!

Shirin Dalvi is a respected journalist with more than 20 years of experience in Urdu journalism. She is perhaps the only woman editor in Urdu journalism in India, has written on issues concerning women’s rights and politics and is well-known for her literary skill and learning.

The manner in which she is being hounded bodes ill for free debate and discussion and for peaceful resolution of controversy. Besides, the incident is also being used as a pretext to ratchet up polarized public opinion, which is a dangerous game and detrimental to freedom of speech and expression in a democratic society, besides causing immense personal harm and a threat to her life and safety.

We request those who have filed cases against her to accept her clarification in the right spirit with which it has been given and to withdraw all the cases against her.

We also demand that Shirin Dalvi be provided necessary protection forthwith.

Indian Democracy and the Current Political Dispensation: Ram Puniyani

Text of the Dr Asghar Ali Engineer Memorial Lecture

I begin this lecture paying tribute to my very dear friend, Dr. Asghar Ali Engineer, with whom I had the rare privilege of working with for close to two decades. Dr. Engineer was a unique scholar-activist, totally committed to the dream and vision of a humane society that honours the values of diversity and where human rights for all are the defining point.

In this regard, he may have been among the first persons who realized the dangers of divisive communal politics. It was he who set the trend seeking the causal factors behind communal violence, doing his own meticulous investigation after such riots. He contributed massively to reforms that took place in the Bohra community, on the issues of secularism and finally, in the interpretation of Islam. We need to learn a lot from him in order to strive for a society that values peace, amity and compassion.

Where are we standing today? What are the major threats to Indian democracy, today, even more menacing with the coming of the Modi Government?

The factors contributing to his victory have been several. The unstinted support given to him by India’s corporate; the fanatical zeal of the RSS and its lakhs of volunteers; the role of a corporate controlled media; the false projection of the ‘Gujarat model of development’; and the polarization of society along religious lines

The promise of Achhe Din – Good Times – has vanished into thin air. Despite the steep fall in the prices of crude oil in the world, the overall ‘cost of living’ continues to going up. The promise that all the black money stacked abroad will be brought back within six months or so and that we would be surprised to see 15 lakh deposited in our accounts, has been forgotten. The pattern of (good?) governance is only visible in the centralization of power around one person, Modi. Modi, Barack and a once sovereign nation

The sheer misery, the excruciating embarrassment, of  watching the Prime Minister of a sovereign (but not secular or socialist) nation desperately, inappropriately, capering about to show off his imagined intimacy with an American President who steadfastly kept his distance and his dignity, is now passing. Time does heal all wounds. (And hopefully, as Groucho Marx put it, Time will also wound all heels) [1]

But the burning question remains – is Modi more shameless than he is ignorant? Much has been said about Modi’s suit that exceeds the worst excesses of the late unlamented Marie Antoinette. Vrinda Gopinath points out:

While the last world leader to don such a suit (it costs around 15,000 sterling pounds or Rs 15 lakhs today) was deposed Egyptian tyrant Hosni Mubarak, it certainly out-dazzled Obama’s working dark grey suit (to cut down on non-vital decisions, the US Prez only wears grey and blue ). However, if Modi was thinking hip-hop bling and ice accessories (his fave diamond Movado watch), it certainly got Obama to make a mention at the President’s banquet when he foxily pointed out how a newspaper back home wrote, “Move aside, Michelle Obama. The world has a new fashion icon.” It must have not passed Obama’s notice that Modi had changed his attire thrice that day.

I’ve always been invested in performance art and its relation to policy and society. My piece was never intended to be a takedown of an individual rapper or two, it was a beleaguered response to a culture that privileges narratives of violence, restrictive norms, and ideals of beauty that are often untenable. Pop music, and pop culture at large has been perceived as a sanitized area of operation, where anything and everything goes, but songs and the discourses they promote operate in insidious ways. There is a silencing of body diversity, queer voices, dissent, and anything perceived as ‘not-the-normative’, both in overt and covert ways. I love rap, but I often find myself confounded over the lyrics packaged within these catchy, and annoyingly pervasive songs. This piece was actually part of an inter-college competition where I was given an hour to prepare a spoken word piece on the theme, “Portrait of a ‘Lady’”. And I thought it would be nice to construct a normative portrait of a ‘lady’ through a rap parody and deconstruct it through contrasting voices.

PK, satire, ramzadas: Prabhat Kumar

Commenting on a Hindi film released a month ago is a difficult enterprise, but this ‘delayed’ review of PK highlights what the film critics so far have ignored. Through intelligent crafting of its narrator-figure and its satirical narrative, I argue, this astoundingly successful Hindi film questions the ordinary and banal of Indian public life. The political vision behind PK’s satirical attack is old but relevant: Nehruvian.

Breaking the grammar of normalcy, Pee Ke!

Oye Pee Ke hai kya?” (Are you drunk?), is the dismissive riposte that PK, protagonist-narrator, of the film receives for questions he asks. For, the questions he asks are considered ‘abnormal’. But he is persistent with his ‘odd’ queries and prying gaze, like a drunken man, unmindful of the wrath he may invite from the sober and normal beings. He is tireless and gawking in his ‘weird’ interrogations, like a curious child, unaware of the risk of irreverence to mature beings. But, why does he ask such ‘strange’ questions? What makes his questions ‘unheard-of’ and his snooping eyes ‘clumsy’ in normal everyday life? Why is his ‘drunken-childish’ probing inadvertently insistent to confront the normalcy of mature world? Universities are thought to be just, equal and free spaces. However the history of access to universities for certain sections of the society is not very old. Discrimination has been institutionalized and structurally carried out on the basis of caste, race, gender, religion and sexual identity even in the space of the university. However, over time there has been an increase in assertion from the marginalized groups in university spaces that has caused some disquiet among administrators. This is evident from various incidents that are taking place on a day to day basis in university spaces.

Kashmir and North East are two regions which have been frequently used by the Indian state to claim its sovereignty through grave violation of basic rights of people residing in these areas. Contrary to our beliefs, campuses and universities also reflect the larger politics of our society.

We, a group of students invited Dr Dibyesh Anand for a lecture titled “Deliberating Kashmir: Beyond AFSPA and Chutzpah” at the Tata Institute of Social Sciences, Mumbai on 3rd January 2015. Dr Dibyesh Anand is the Head of Department of Politics and International Relations at the University of Westminster, London. He is an acclaimed scholar on violence and States in South Asia and has also written and published extensively on his area of expertise. He has also been a visiting professor to the University of California Berkeley, the Australian National University, the Centre for Bhutan Studies, the Jawaharlal Nehru University and the Central University of Hyderabad. Is economics sexist? Divya Bhagia

On the face of it, it is hard to believe that our beloved science of economics that has provided enough space to discuss, and at some levels promote, the idea of women’s empowerment could actually be sexist itself. Earlier, I would have offered an aggressive defence of the dscipline. So before I move on, I need to convince you with some facts, just as I had to convince myself that not everything is as it appears and there is enough reason to probe further in this direction.

Leaky Pipeline

The 2012 Annual Report of the Committee on the Status of Women in the Economics Profession reported that there were only 32.5% women amongst all the people who attained a PHD degree in 2012 at 122 economic departments with doctoral programs, and there were only 28.3% women amongst assistant professors, 21.6% amongst associate professors and 11.6% amongst full professors. The fact that an already skewed women-men ratio of 3:7 in the field skews up to 1:9 ratio as we move up does ring the ‘sexist bell’. This pattern which has characterised the participation of women in economics profession for the longest time is referred to as the ‘leaky pipeline’, where we see that women are being dropped out at each step of the academic ladder.

But as the figure above shows that the numbers for each category remain more or less the same throughout the fifteen years. Farmers’ Suicides and Fatal Politics: Vasanthi Srinivasan

With depressing regularity, the newspapers have been reporting farmers’ suicides in many states. Recently, P Sainath wrote on BBC that around 296,438 farmers have committed suicide since 1995. He also mentions that cash crop cultivators of cotton, sugar cane, vanilla, pepper, groundnut etc account for the bulk of those suicides. According to a PIL heard by the Supreme Court in December 2014, around 3146 farmers in Maharashtra have committed suicide this year. Of course, farmer’s suicides only account for a fraction of all suicides reported in India. Besides, farmer’s suicides are a global phenomenon. The litany of woes is also familiar to readers, namely rising indebtedness, crop failures, falling prices, natural disasters etc.

And yet the meaning of these suicides, if any, is worth reflecting upon.

Politicians, who are used to massive debts, seem to think this is an ‘extreme step’ on the part of farmers. In 2003, the then Union Minister for Agriculture hinted that indebtedness alone may not be causing the ‘extreme step’, and that ‘family problems’ may also be a reason. In Karnataka, the Veeresh committee report had earlier identified depression, alcoholism and marital discord rather than the rising debt as the relevant causes. Never one to lag behind, the hi-tech Chief Minister of Andhra Pradesh Chandrababu Naidu  announced compensations and proposed to get psychiatrists to rural areas. One scholar has pointed to the increasing isolation of cultivators and high levels of anxiety about failure suffered by some farmers [1]. These attempts at ‘personalizing’ the farmers’ problems may be necessary but not sufficient as long as other factors remain unexplored – increasing cultivation costs, crop failures, water shortages and falling product price. Citing the high figures of suicides (204) in Maharashtra for 2014 until April, followed by Telangana (69 until October), the Times of India  (dated Nov 26, 2014), reported that the present Central government admitted indebtedness as a possible factor.  There are also calls to increase monetary compensation to families affected by such suicides.   Continue reading Farmers’ Suicides and Fatal Politics: Vasanthi Srinivasan

The Other America: Martin Luther King

January 19th was Martin Luther King Day. To honour him, here is the recording of his famous The Other America speech at Stanford in 1967.

Too many, far too many tragic resonances with 21st Century India. 

There are literally two Americas. One America is beautiful for situation. And, in a sense, this America is overflowing with the milk of prosperity and the honey of opportunity. This America is the habitat of millions of people who have food and material necessities for their bodies; and culture and education for their minds; and freedom and human dignity for their spirits. In this America, millions of people experience every day the opportunity of having life, liberty, and the pursuit of happiness in all of their dimensions. And in this America millions of young people grow up in the sunlight of opportunity. But tragically and unfortunately, there is another America. This other America has a daily ugliness about it that constantly transforms the ebulliency of hope into the fatigue of despair. In this America millions of work-starved men walk the streets daily in search for jobs that do not exist. In this America millions of people find themselves living in rat-infested, vermin-filled slums. In this America people are poor by the millions. They find themselves perishing on a lonely island of poverty in the midst of a vast ocean of material prosperity.

The one difference being that in 21st Century India, there are lonely islands of prosperity in the midst of a vast ocean of deprivation, human misery and injustice.
