We, the ex-students of Banaras Hindu University, and other concerned citizens, are writing to you to express our deep worry about removal of visiting professor Sandeep Pandey allegedly for his “anti-national activities”. He had been teaching a few branches of chemical engineering and a development studies course at the Indian Institute of Technology-BHU for two-and-a half years. तूफानों की जिद देखने का वक्त़

..अपनों के बीच होने की एक सुविधा यह होती है कि आप इस बात से निश्चिंत रहते हैं कि किसी प्रतिकूल वातावरण का सामना नहीं करना पड़ेगा, जो सवाल भी पूछे जाएंगे या जो बातें भी कहीं जाएंगी वह भी अपने ही दायरे की होंगी। मगर फिलवक्त़ मैं अपने आप को एक अलग तरह की मुश्किल से घिरा पा रहा हूं।
मुश्किल यह है कि जिस मसले पर – ‘नवउदारवाद के दौर में हिन्दुत्व’ -बात करनी है उस मसले को सदन में बैठे हर व्यक्ति ने ‘सुना है, धुना है और गुना है’। और खासकर जो नौजवान बैठे हैं, – जिनकी पैदाइश सम्भवतः बाबरी मस्जिद विध्वंस और उसके पहले लागू किए जा रहे ‘नए आर्थिक सुधारों’ के दौर में हुई थी – उनको फोकस करें तो कह सकते हैं कि उनकी सियासी जिन्दगी की शुरूआत से ही यह दोनों लब्ज और उससे जुड़ी तमाम बातें महाभारत के अभिमन्यु की तरह उनके साथ रही हैं।

..Most people do not realize that society can practise tyranny and oppression against an individual in a far greater degree than a Government can. The means and scope that are open to society for oppression are more extensive than those that are open to Government; also they are far more effective. What punishment in the penal code is comparable in its magnitude and its severity to excommunication? Who has greater courage—the Social Reformer who challenges society and invites upon himself excommunication or the political prisoner who challenges Government and incurs sentence of a few months or a few years imprisonment?..

गाय के नाम पर जनतंत्र वध
हिंगोनिया गोशाला, जयपुर के प्रभारी मोहिउद्दीन चिंतित हैं। जयपुर म्युनिसिपल कॉरपोरेशन द्वारा संचालित इस गोशाला में नौ हजार से अधिक गायें रखी गई हैं। इनमें 30 से 40 गायें लगभग हर रोज मर रही हैं, मगर कोई देखने वाला नहीं है। वहां न इनके खाने-पीने का सही साधन है, न ही बीमार गायों के इलाज का कोई उपाय। लिहाजा, 200 से अधिक कर्मचारियों वाली इस गोशाला में गायों की मौत पर काबू नहीं हो पा रहा है। वैसे, एक अखबार के मुताबिक अप्रैल में अकेले जयपुर शहर में हर रोज 90 गायों की मृत्यु हुई, जिनकी लाशें हिंगोनिया भेज दी गईं।
याद रहे, राजस्थान देश का पहला राज्य है जहां स्वतंत्र गोपालन मंत्रालय की स्थापना की गई है। लेकिन जयपुर में प्रति माह 2,700 गायों की मौत के बावजूद इस मसले पर मंत्री महोदय कुछ भी कर नहीं पाए। दरअसल असली मामला बजट का है। मोदी सरकार ने सामाजिक क्षेत्रों की सब्सिडी में जबर्दस्त कटौती की है, जिसका असर पशुपालन, डेयरी तथा मत्स्यपालन विभाग पर भी पड़ा है। पिछले साल की तुलना में इस साल 30 फीसदी की कटौती की गई है। Continue reading गाय के नाम पर जनतंत्र वध

We extend our unconditional support to the journalists’ movement proposed on December 21, 2015 in Jagdalpur district of Chhattisgarh demanding the enactment of a protection law for scribes and immediate release of two reporters Santosh Yadav and Somaru Naag, who were arrested in September and July this year in fabricated cases and charged under Chhattisgarh Special Public Security Act (CSPSA). We have seen a surge in the attack on right to freedom of expression in recent times where journalists have been intimidated, bullied and even killed in different parts of the country. Why media is creating such a panic about juvenile : Kishore

Date of a release of the juvenile involved in “Nirbhaya” rape case is coming close and media is once again has started its vicious campaign against juveniles. It is the same media that declared the juvenile most brutal without any basis. Later they were exposed by statement by chief investigation officer that final charge sheet filed by police did not say that juvenile was most brutal. Some of them did a small story in inside pages to rectifying their mistake of calling him most brutal in headlines for months.
Media and certain section of society are very concerned about the prospective threat posed by Juvenile involved in so called “Nirbhaya” rape case. He will be released on 15th December and many sections of the media are “worried” that what if again he commits crime and poses threat to the society. Same papers are not bothered as what happened in last three years to rehabilitate reform and reintegrate him in the society. Same papers did not raised questions if government has made any individual care plan for him with a long term plan to rehabilitate him. May be they were sure that nothing had been done. In fact they believe that nothing can be done and best option is to keep him in jail for life. डा अम्बेडकर के नये मुरीद

शोषित-उत्पीड़ित अवाम के महान सपूत बाबासाहब डा भीमराव अम्बेडकर की 125 जयन्ति के बहाने देश के पैमाने पर जगह जगह आयोजन चल रहे हैं। इसमें कोई दोराय नहीं कि वक्त़ बीतने के साथ उनका नाम और शोहरत बढ़ती जा रही है और ऐसे तमाम लोग एवं संगठन भी जिन्होंने उनके जीते जी उनके कामों का माखौल उड़ाया, उनसे दूरी बनाए रखी और उनके गुजरने के बाद भी उनके विचारों के प्रतिकूल काम करते रहे, अब उनकी बढ़ती लोकप्रियता को भुनाने के लिए तथा दलित-शोषित अवाम के बीच नयी पैठ जमाने के लिए उनके मुरीद बनते दिख रहे हैं।
ऐसी ताकतों में सबसे आगे है हिन्दुत्व ब्रिगेड के संगठन, जो पूरी योजना के साथ अपने अनुशासित कहे जानेवाली कार्यकर्ताओं की टीम के साथ उतरे हैं और डा अम्बेडकर – जिन्होंने हिन्दु धर्म की आन्तरिक बर्बरताओं के खिलाफ वैचारिक संघर्ष एवं व्यापक जनान्दोलनों में पहल ली, जिन्होंने 1935 में येवला के सम्मेलन में ऐलान किया कि मैं भले ही हिन्दु पैदा हुआ, मगर हिन्दू के तौर पर मरूंगा नहीं और अपनी मौत के कुछ समय पहले बौद्ध धर्म का स्वीकार किया /1956/ और जो ‘हिन्दु राज’ के खतरे के प्रति अपने अनुयायियों को एवं अन्य जनता को बार बार आगाह करते रहे, उन्हें हिन्दू समाज सुधारक के रूप में गढ़ने में लगे हैं। राष्टीय स्वयंसेवक संघ (RSS) के मुखिया जनाब मोहन भागवत ने कानपुर की एक सभा में यहां तक दावा किया कि वह ‘संघ की विचारधारा में यकीन रखते थे’ और हिन्दु धर्म को चाहते थे।
इन संगठनों की कोशिश यह भी है कि तमाम दलित जातियां – जिन्हें मनुवाद की व्यवस्था में तमाम मानवीय हकों से भी वंचित रखा गया – उन्हें यह कह कर अपने में मिला लिया जाए कि उनकी मौजूदा स्थितियों के लिए ‘बाहरी आक्रमण’ अर्थात इस्लाम जिम्मेदार है। गौरतलब है कि मई 2014 के चुनावों में भाजपा को मिली ‘ऐतिहासिक जीत’ के बाद जितनी तेजी के साथ इस मोर्चे पर काम चल रहा है, उसे समझने की जरूरत है।

पहली पुस्तिका में जहां संघ परिवार तथा अन्य हिन्दुत्ववादी संगठनों द्वारा डा अम्बेडकर को समाहित करने, दलित जातियों को मुसलमानों के खिलाफ खड़ा करने, भक्ति आन्दोलन के महान संत रविदास के हिन्दूकरण तथा छुआछूत की जड़े आदि मसलों पर चर्चा की गयी है। वहीं दूसरी पुस्तिका में दलित आन्दोलन के अवसरवाद, साम्प्रदायिकता की समस्या की भौतिक जड़ें आदि मसलों पर बात की गयी है। इस पुस्तिका के अन्तिम अध्याय ‘डा अम्बेडकर से नयी मुलाक़ात का वक्त़’ में परिवर्तनकामी ताकतों के लिए डा अम्बेडकर की विरासत के मायनों पर चर्चा की गयी है।

Ambedkar For Our Times!

( Till 1992, 6 th December was remembered as ‘Parinirvan Divas’ of Dr Ambedkar, legendary son of the oppressed who had clearly recognised the true meaning of Hindutva and warned his followers about the dangers of Hindu Rashtra ; post 1992, 6 th December has an added meaning and it relates to the demolition of Babri Mosque undertaken by these very forces.
Apart from the fact that this event led to the biggest communal conflagaration at the national level post-independence, whose repercussions are still being felt and whose perpetrators are still roaming free, we should not forget that it was the first biggest attack on the principles of secularism and democracy, which has been a core value of the Constitution drafted under the Chairmanship of Dr Ambedkar.
What follows here is an edited version of the presentation made at Dept of Social Work, Delhi University, during their programme centred around 1 st Ambedkar Memorial Lecture)

Silencing Caste, Sanitising Oppression – Understanding Swachh Bharat Abhiyan
The Hindu notions of purity and pollution, inextricably linked with the caste system and the practice of untouchability, underlie the unsanitary practices in Indian society. These beliefs perpetuate the oppression of the “polluted castes,” who are forced to undertake manual scavenging, unclog manholes and clean other people’s filth. The availability of cheap Dalit labour to do these dehumanising jobs can be cited as one of the reasons why development of toilet facilities and a modern garbage and sewage management system have been neglected so far. As long as the Swachh Bharat Abhiyan attempts to delink the relationship between caste and sanitation, its lofty goal of cleaning India will remain unachievable.

Happy Constitution Day. Yet, India is where some are forced to eat cow dung

Mujadpur, a village in Haryana’s Hisar district, which has been in the news recently for what the government lexicon calls ‘dalit atrocities’, involving murders and ‘suicides’.
Recently, it was hit by another such incident, albeit of a less fatal nature: Members of the Jat community thrashed a dalit man called Ramdhari and his family members and stuffed cow dung in his mouth. Reportedly, Ramdhari installed a statue of BR Ambedkar in his house and that provoked the upper caste Jats.
The irony of this cannot be emphasised enough.
One does not know whether in an area dominated by the Jats, Ramdhari’s perpetrators have been arrested under provisions of the Scheduled Caste and Scheduled Tribe Prevention of Atrocities Act (1989) or not.
Or has the incident been explained away in the light of some vague personal animosity, which is what happened when two children in Sunped were recently killed by throwing of inflammable material in their house by dominant castes.
As the nation begins another series of grand celebrations, this time to celebrate the contributions of BR Ambedkar, the plight of a dalit family for merely installing his statue stares at us in our eyes. It is symptomatic of the gap between the principles and values on which the Constitution is based and the situation on the ground.
Davids Versus Goliath – How Yogi Adityanath had to ‘Go Back’ to …..(err not Pakistan but) Gorakhpur

The Pandal was ready.
The Sainiks with their saffron bandanas – who were scattered here and there – were eagerly waiting to listen to another fiery call from their Senapati.
Time was already running out but the ‘Star Speaker’ was nowhere to be seen.
Little did they knew that their Senapati had already made an about turn and was headed back home as the district administration had ‘advised’ him against entering the district and was told that he would face ‘legal action if he dares to do so.’
For Yogi Adityanath, the firebrand MP of BJP, who is widely known for his controversial statements as well as acts and who every other day asks dissenters to ‘go to Pakistan’ , it was his comeuppance moment when he was rather forced to ‘go back’ to Gorakhpur. And all his plans to be the star speaker at the inaugural function of Students Union of Allahabad University – once called ‘Oxford of the East’ – lay shattered. Com Kislay and Shubham Arrested by Goa Police – Glory to the Struggle of FTII students

Ultimately the roaring voice of the FTII students reached the IFFI (International Film Festival of India) inaugural held at Panaji, Goa.
Just when the inaugural had formally ended, chief guest had spoken and the administration was on the cusp of heaving a sigh of relief for a ‘trouble free beginning’ and was contemplating to ‘pat its own back’ for managing to save its ‘image’ the precints of the Shyama Prasad Mukherjee Stadium reverberated with slogans in favour of the historic FTII struggle.
This struggle, which had continued for around five months since 12 th June , a struggle against political appointments at one of the most prestigious institutions of India which was also a wake up call at the systematic attempts underway since the ascendance of the Modi regime at centre to undermine the academic autonomy of universities and educational institutions, as everybody knows has received tremendous national-international support.
Slogans were loud enough that all the celebrities and dignitaries who had gathered there heard them.
‘It was heard by Information and Broadcasting Minister Arun Jaitley, his state minister Rajyawardhan Rathore, defence minister Manohar Parrikar and all the I&B ministry officials.
The two students found an empty block on top, where they were seated silently till the whole inaugural ceremony ended.’
Security people who were present there in large numbers pounced on the two of them – Com Kislay, a young film director, an alumni of FTII, who has received critical acclaim for his very first film and Shubham, another alumni of FTII – and according to a facebook post (https://www.facebook.com/FTII-Wisdom-Tree-1607915209448356/?fref=ts)
both of them have been badly beaten by the Goan police for showing the placards and shouting slogans… They are still under the police custody and being interrogated.
As of now they have been detained in Agassaim Police Station and would be presented before the magistrate. It is also learnt that they are being ‘charged with serious offences’
It is important to note that the authorities at various levels went out of way just to ensure that the voice of FTII students does not reach the IFFI. It ‘ensured’ that this year the festival would not screen a single film by students of the prestigious FTII whereas in recent years, at least five FTII entries could make it to the screening of this annual fest.
As opposed to its regular practice of paying for the conveyanc and accomodation of its students who had enrolled for the same, the FTII administration took an adhoc decision and told the students to bear their own expenses.
But despite all their attempts to intimidate the students into silence the voice did reach IFFI. It is definitely a victory of sorts – albeit of a symbolic kind.
There is no doubt that this struggle of the FTII students would continue to receive the support which it has received from artists, intellectuals, film personalities and all those people who believe are opposed to the dumbing down of society under all pretexts.
If possible contact the Goa police – especially its higher officials – and ensure that the two are not further harmed and released immediately without any charges.
Glory to the struggle of FTII students.
गांधी से नफरत, गोडसे से प्यार
देश विभाजन के काफी पहले ही गांधीजी को मारने की साजिश रची गई थी।

हिन्दू महासभा ने 15 नवंबर को बलिदान दिवस मनाने का फैसला किया है। इस दिन महात्मा गांधी के हत्यारे नाथूराम गोडसे को फांसी हुई थी। पिछले साल हिन्दू महासभा ने देश भर में नाथूराम गोडसे के मंदिरों का निर्माण करने का ऐलान किया था। काफी हो-हल्ला मचने के बाद यह अभियान रुक गया। इस बार केंद्र सरकार हिन्दू महासभा के प्रति क्या रुख अख्तियार करती है, यह देखना दिलचस्प रहेगा। महात्मा गांधी की हत्या को लेकर एक बात अक्सर कही जाती है कि नाथूराम गोडसे गांधीजी से नाराज था, क्योंकि गांधीजी ने देश का बंटवारा होने दिया और वह पाकिस्तान को पचपन करोड़ रुपये देने की बात किया करते थे।
दरअसल इन दो तथ्यों की आड़ में उस लंबी साजिश पर पर्दा डाला जाता है जो हिन्दूवादी संगठनों ने रची थी। सचाई यह है कि गांधीजी को मारने की कोशिशें विभाजन के काफी पहले से शुरू हो गई थीं। आखिरी ‘सफल’ कोशिश के पहले उन पर चार बार हमले के प्रयास किए गए। चुन्नी भाई वैद्य जैसे सर्वोदयी के मुताबिक हिन्दूवादी संगठनों ने कुल छह बार उन्हें मारने की कोशिश की, जब न पाकिस्तान अस्तित्व में था और न ही पचपन करोड़ का मसला आया था। पिछले दिनों गांधीजी की हत्या पर ‘बियॉन्ड डाउट: ए डॉशियर ऑन गांधीज असेसिनेशन’ नाम से लेखों का संकलन (संपादन: तीस्ता सीतलवाड) प्रकाशित हुआ है, जो इस मामले की कई पर्ते खोलता है। Continue reading गांधी से नफरत, गोडसे से प्यार
A Dalit Employee’s Death and Its Aftermath – in a Central University: Solidarity for Amar Singh

We are writing this quite late. On 27 July 2015, a Monday, a young person named Amar Singh passed away in Lucknow. We came to know it very late, only on the other day, since we no longer reside in the city and, to confess, do not remain in regular touch with the happenings there. A leading Hindi daily’s Lucknow edition had reported this death two days later in a small column which we have just recovered. The report provided information about his father as well as about his native place, Faizabad. Though the daily did not state his caste in its description of what could be discerned like an accident, it made a note of his name, his age, his father’s name, and the job he was doing. But we knew Amar’s background. Amar was a dalit. He was Hela by caste and hailed from a poor family. His death could well be an accident, though what exactly happened remains mysterious. People who know a little about the incident are however emphatic that it was not suicide. But what appeared very intricate is how his death was reported and how the whole incident was handled since then, in the well-known public spheres—not only of Lucknow but also of other places.
The daily, Dainik Jagran, indeed reported it on 29 July 2015, stating that on Monday night at Nishatganj, a young man passed away under mysterious circumstances, and that he was a sanitation worker at the Moti Mahal lawns. It also informs that his relatives had asked for an investigation by the police. The report reads further like this: “Originally from Faizabad, the son of Ram Ratan, Amar Singh (23) had gone to his employer’s house at Nishatganj on Monday. Soon after leaving the premise there, he was found on the road in a state of unconsciousness. The passersby took him to a private hospital where he passed away.” The report ends there. It had appeared as an insignificant column at the left bottom of page 9 of the daily, with one of the most common headings one can come across, “a young man dies under suspicious circumstances”. Knowledge and Innovation for a Better Society : Ravi Sinha
An Address to the Students of Gokhale Institute of Politics and Economics, Pune, India

It should be a matter of no small comfort if, in today’s world and in today’s India, any discussion takes place anywhere about the relationship between knowledge and innovation on the one hand and the prospects for a good society on the other. It is greatly more satisfying and reassuring if this topic interests talented young minds such as present here, who, I hope, also nurse hopes for a better future, not only for themselves but also for the entire society and civilization. Yours is an esteemed institution with such a long history of cultivating and disseminating knowledge about society – about politics, economics and other related disciplines. I am sure this issue has been a core concern right from the inception of this institute, and I doubt if I will be able to bring in anything of added value. But, as I said, this is always a welcome topic for discussion. I am very happy for this opportunity to share some of my thoughts with you.
Today if one mentions these two words – knowledge and innovation – together, it is very likely that the image of a Mark Zuckerberg or Steve Jobs or Bill Gates will come to mind, even if such an association is not obvious to everyone. I, for one, often need to tell myself that I should not complain. After all, these gentlemen are symbols of one of the greatest technological revolutions humanity has experienced and we are living through. It has changed the way humanity works, communicates and lives, and it is not over yet. Unrealized potentials far outweigh the realized ones and far greater changes are in the pipeline. Physicists have recently discovered that the Universe now expands at an accelerated rate, but when it comes to accelerated expansion into the unknown, the Universe appears to be no match for technology.
For many the technological explosion is a cause for unadulterated excitement and a source of unbounded hope. For many others it is a cause for grave concern. There are yet others for whom it presents a mixed picture. In times of rapid and radical transformations, it is not unusual for many to have a sense of unease. Humanity has always innovated and created new ways and forms of life, and it has always found it difficult to adjust to its own innovations and creations. But the capacity to adjust improves with time. If the sense of unease or consternation appears widespread despite a greatly improved capacity for adjusting to the new, part of the reason lies in the break-neck speed of the current change. In an election rally in Bihar on 8 October, country’s Prime Minister exhorted his audience with a homily pretty standard in India’s secular discourse. He asked Hindus and Muslims to decide whether they want to fight each other, or fight poverty together. His call against communal strife had come ten days after a Muslim man was lynched by a mob in Bisada, a village near the mofussil town of Dadri, 50 km from the national capital. There was no reference to events in Bisada in Mr Modi’s speech, yet ‘PM has spoken on Dadri lynching’ became the prime news on TV, and headline news in every newspaper the next day. If nations are imagined communities, then the media in the neo-liberal era imagines itself to be the prime mover and shaker of national imagination. And, when the ‘national leadership’ had remained silent on an important national news for more than a week, a subtle disquiet had indeed settled; as if, the story maker was not getting suitable yarn to complete the web and tie open leads. This may explain media’s eagerness to combine Mr Modi’s election rally remarks with Dadri lynching, about which he actually said nothing. Perhaps the media is expecting too much, and has a rather pompous self image. The women of Bisada had assaulted reporters and TV crews on 3 October, accusing them of presenting only one side of the story, bringing a bad name to their village and disrupting normal life. We have a Prime Minister who is pained even when a pup is killed under a motor car. Is not it unjust to expect him to express his anguish publicly every time some one is murdered in this huge country of ours? The PM has declared many times that his one motivation and project is to build a strong and vibrant India. Should not his country men and women be content with the nation’s highest elected official using his exemplary social media skills for projecting a happy and confident mood. Would not shouting from the roof top on issues about which he is genuinely worried tarnish the very image he has been so painstakingly trying to build? Neoliberalism, Hindutva Supremacism and Challenges before Revolutionary Movement
Dear Comrades
I feel honoured to be here to be part of the sixth conference of Human Rights Forum*. Many thanks are due to the organisers to invite a left activist like me to this deliberations and giving me an opportunity to share my ideas.
For me it was a belated realisation that the conference is taking place around sixth death anniversary of the legendary activist for human rights and for justice late K Balgopal, who played a key role in the formation of the Forum. It does not need underlining that late K Balagopal was a rare combination of a scholar – mathematician by passion and lawyer by commitment – and activist who not only broke new grounds in the discourse around civil liberties and human rights but did not hesitate to raise uncomfortable questions when the time came. One can still imagine the loss you all must have felt when he suddenly left six years ago. As rightly mentioned by the late K G Kannabiran in his obituary then, how he was ‘one in a century rights activist’ who brought on agenda ‘jurisprudence of insurgence’.
