National Appeal on Koodankulam Becomes a Rallying Point for Solidarity Actions Across India

The “Urgent Appeal to the Conscience of the Nation on Koodankulam” open for signatures on DiaNuke.org was released yesterday, May 20th,  in New Delhi, Mumbai and Kolkata. Concerned people and activists are planning release events and readings of the appeal

India Gate, Delhi

in Chennai, Bangalore, Pune, Hyderabad and other cities in coming weeks. Grassroots organisations are distributing the appeal as pamphlet, translated in regional languages.

This Sunday, Vandana Shiva, renowned environmentalist and eco-feminist, released the national appeal on Koodankulam at the India Gate in New Delhi. Releasing the appeal, she expressed her anguish on the undermining of democracy by the Indian government in its pursuit of nuclear energy. Inviting NIMHANS doctors to ‘treat’ the mindset opposing nuclear energy projects is reflective of the nuclear-obsessed government’s contempt for its own people and their concerns, she said. With a comfortable gap of time after the revelations of paid news, private treaties and the Radia tapes, the media is once again on the offensive to guard its independence. The trigger this time is a private member’s bill, the Print and Electronic Media Standards and Regulation Bill, 2012. The proposed legislation has been widely and energetically panned by the industry, with the Congress subsequently distancing itself from the Bill. The Bill is not available in the public domain; however based on news reports, some provisions could perhaps lend themselves to state censorship. While the merits of the Bill are debatable, what is striking is the complete lack of self-consciousness with which the media termed the attempt as an attack on democracy, without addressing its own corruption and its deleterious impact on democracy. This statement is a reflection of our collective frustration and instead of being sent to the Government, it will be presented before people of India on May 20th (6 pm) at the India Gate, New Delhi.

The common man, woman and child are unheard. In utter desperation, people at large are surrendering their ‘Voter ID cards,’ the ultimate symbol of ‘people’s power,’ which is the essence of any genuine democracy. Can there be a more ominous way to dissent?

14 farmers committed suicide and the Times of India said no one died

The Times of India did not hear of any dead people because Monsanto paid for the taxi from the city to the village for its reporter. Or is that all that Monsanto paid for? P Sainath in The Hindu:

The 2008 full-page panegyric in the TOI on Monsanto’s Bt Cotton rose from the dead soon after the government failed to introduce the Biotech Regulatory Authority of India (BRAI) Bill in Parliament in August 2011. The failure to table the Bill — crucial to the future profits of the agri-biotech industry — sparked frenzied lobbying to have it brought in soon. The full-page, titled Reaping Gold through Bt Cotton on August 28 was followed by a flurry of advertisements from Mahyco-Monsanto Biotech (India) Ltd., in the TOI (and some other papers), starting the very next day. These appeared on August 29, 30, 31, September 1 and 3. The Bill finally wasn’t introduced either in the monsoon or winter session — though listed for business in both — with Parliament bogged down in other issues. Somebody did reap gold, though, with newsprint if not with Bt Cotton. [Full story]

Koodankulam – Anti-nuclear Struggle Continues: Deepa Rajkumar

As Japan shut down its last reactor, the Koodankulam project is to go critical in ten days.  Because Japan depends on local consensus for its nuclear decisions, unlike the World’s Largest Democracy, the views of Japanese people counts for something. Thousands of Japanese marched in celebrations to celebrate  the switching off of the last of Japan’s 50 nuclear reactors on Saturday May 5th. 

Traditional ‘koinobori’ fish-shaped banners for Children’s Day have become a potent symbol of the Japanese anti-nuclear movement, symbolizing the commitment to leave a safe and clean earth to children.

Meanwhile, back home in Koodankulam, as  this guest post by DEEPA RAJKUMAR reminds us, unrelenting state repression continues of the massive, non-violent struggle against the proposed nuclear plant there.

6,800 people in Koodankulam face charges of sedition and/or waging war against the state, possibly the largest number so charged ever, in colonial or independent India, in just one police station.

Sathish Kumar and R. S. Muhilan began an indefinite hunger strike from 25th April in Tiruchirapalli prison, Tamil Nadu. They were demanding a fair trial, stoppage of new charges being filed against them and the withdrawal of existing false charges against them. Press Release Against IT 2011 Rules

PRESS RELEASE

The notification of the Information Technology (Intermediaries Guidelines) Rules 2011 in April 2011 has resulted in the creation of a mechanism whereby intermediaries (such as Google, Facebook, Yahoo, etc) receive protection from legal liability in return for trading away the freedom of expression and privacy of users.

The Rules demand that intermediaries, on receiving a complaint that any content posted online is considered grossly harmful, harassing, blasphemous, defamatory, obscene, pornographic, paedophilic, libelous, invasive of another’s privacy, hateful, or racially, ethnically objectionable, disparaging, relating or encouraging money laundering or gambling, or otherwise unlawful in any manner, have to disable the content within 36 hours of receipt of complaint. The rules also require the intermediaries to provide the Government agencies information of users without any safeguards.

Koodankulam: Curb on Free Speech

Video Interviews with  eminent legal scholar Dr. Usha Ramanathan and Adv. R. Vaigai, a senior lawyer from the Madras High Court.

Since March 19, 2012, when Tamil Nadu Chief Minister Jayalalithaa announced that work on the controversial Koodankulam nuclear plant could be resumed, and even before that actually, the protesting villagers have been at the receiving end of a vicious state led campaign to paint their non-violent struggle as a violent one, and to crush their campaign into silence by using harsh sections of the Indian Penal Code. More than 7000 cases of “sedition” and “waging war against the Government of India” have been filed just in the Koodankulam police station just between September and December 2011. These are part of 107 cases filed against 55,795 people during the same period. That is probably more than in any other police station in India. Certain sections of the media too have played the role of a willing partner in propagating the State’s propaganda. In pursuing this counter-campaign against its own people, the State Government has placed itself above the law of the land and pursued an openly anti-democratic agenda.

Cases against K-protestors a parody of law: Fact Finding Team

18 April, 2012. CHENNAI – A fact-finding team headed by senior journalist Sam Rajappa confirmed that the Government had indeed restricted movement of essential goods and people in the days following the Chief Minister’s March 19th declaration announcing her support to the nuclear plant. The report, which was released at a press conference in Chennai, noted that the spirit of opposition to the nuclear power plant was very high, and warned that arresting the leaders could lead to a serious law and order problem in the region.

Workers Struggle in Dehradun

The following is a statement from Uttarakhand Nav Nirman Mazdoor Sangh and the Inquilabi Mazdoor Sangh received via Shankar Gopalakrishnan

Between 12 and 1 yesterday, 15 April 2012, the Uttarakhand police lathi charged more than 300 workers who have been sitting on a protest in Dehradun for the last ten days. 11 workers who have been on hunger strike (six from April 6th and five who joined them on April 9th) have been forcibly hospitalised in Doon Hospital, where they are resisting attempts to force-feed them. 326 workers have been arrested and detained in various jails in the city.

The workers have been on strike for more than three weeks now. They are employees of the Rockman and Satyam Auto plants in Haridwar, both major suppliers of Hero Motors. As in Manesar, Haryana last year, these workers are being paid extremely low wages for more than 12 hours of work a day; when they sought to form a union to demand respect for labour laws, the five leaders of the union were illegally sacked immediately and the others threatened with a similar fate. On March 19th the majority of permanent workers at Rockman came out on strike in protest at this illegal brutality, and on March 22nd they were joined by all the permanent workers at Satyam. Eviction of Slum Dwellers and Repression of Anti-Eviction Demonstrators in West Bengal

“If Didi could rush to the scene for one Tapashi Mallik, then she could surely hear the voices of 800 poor people and come here to see us” –Residents of Nonadanga slum in Kolkata

It is the same story once again. Cleaning up and beautification of cities in the clamour for urban space for consumption and the luxury of the rich. And as we have seen, it makes little difference whether the government/s are Leftist or Rightist, whether they claim to represent the oppressed poor or not. Thus, on 30th March, 2012 the TMC government forcefully evicted around 300 poor families from the Nonadanga slum area in South 24-Parganas, in the name of ‘development’ and ‘beautification’ of Kolkata. Their shanties were razed to ground by the Kolkata Metropolitan Development Authority. The homeless slum-dwellers have been staying in an open field and are facing constant police harassment. Despite these harsh conditions, they have refused to depart and are presently on hunger strike. Their demand has to date failed to draw any favourable attention from the government. This neglect comes on the heels of the Planning Commission agreeing to annual Bengal plan around 16 per cent more than last year’s.

In last three weeks, over a thousand workers went on a rampage on the streets of Gurgaon in two separate incidents.  On March 19,over 2000 workers from Orient Craft, India’s largest apparel-maker and exporter, attacked the office premises pelting stones at it and set 10 vehicles on fire, including a police van. They were reacting to the news that Naseem Ahmed a worker in his 20s in the hosiery unit in Sector 34 had been stabbed in the arm with a pair of scissors by Harinder ‘Lovely’ Singh, alabour contractor at Orient Craft. Mamata’s order that stoked the media war: Independent Observer

How difficult is to make a choice between the Caligula and the powerful senators who plotted against him, purportedly to save Rome from the populist-turned paranoid emperor?
The question comes to one’s mind in view of the ongoing public spat between Bengal chief minister Mamata Banerjee and a powerful section of Bengal media which has virtually likened her to a female (a non-libidinous also) version of Caligula. The row, that now involves pro and anti-Mamata media blocs also, has been triggered by a recent government order asking 2500 plus state-run and aided libraries to subscribe, initially, to eight pro-government newspapers —five Bengali, two Urdu and one Hindi— barring the market leaders in these segments. The circular of the state libraries and mass education department cited the ‘promotion of free-thinking’ as the reason behind favouring the chosen newspapers.

However, the issues involved are neither limited to Mamata’s increasing attempts to browbeat critical media as the aggrieved houses are complaining about nor her well-meaning effort to support ‘small’, resource-starved newspapers against their big brothers as she herself and beneficiaries of her patronage are claiming. A closer scrutiny reveals that there are more to it beyond the binary of Ora–amra (them and us), now part of Bengal’s political and media lexicon after Buddhadeb Bhattacharjee’s infamous bragging over his government’s brute majority in the state assembly in order to rubbish all opposition to his policies. Life After Capitalism? A Document From Another Time

The French Marxist philosopher Louis Althusser, who perhaps reflected most on the question of ‘ideology’, once wrote that “ideology moves, but with an immobile motion that keeps it where it is”. Althusser did not make any claim about the truth or falsity of ideology. At a certain level, ideology undoubtedly refers to something that is real or true. What interested Althusser instead, was the relationship of ‘ideology’ to what he called ‘science’ – namely, that critical activity, which continuously works to take knowledge forward. Science, according to him, always lived by focusing on that which it did not know; ideology on the other hand, was that which remained with the obviousness of the already-known. Every new question that a science poses is effectively subsumed by ideology to give us something that we already knew. That is why science, he believed, was always  pursued, beseiged and occupied by ideology and had to continuously struggle to free itself from its grasp in order to live.

The CPI(M)’s ‘Draft Resolution on Some Ideological Issues’ prepared by the party for discussion and adoption at the party’s 20th Congress that began in Kozhikode today, is truly an ideological document in Althusser’s sense. It claims to move with the times and update the party thought apparatus but in reality, moves in order to stay where it is. It works to relentlessly re-present all the difficult questions of our times as if they were already known to the founders of something called ‘Marxism-Leninism’.

CPI(M) shelves class struggle in action: Sankar Ray

Unbelievable though it may seem even to the staunchest critic of CPI(M), ‘class struggle’ is totally missing in the 20950-plus word Draft Political Resolution (DPR) of the CPI(M), circulated and debated inside the party for over two months, that will be finalized with amendments, deletions and additions, at the 20th party Congress at Kozhikode between 4 and 9 April. The finalized political resolution is to be party’s tactical line until the 21st Congress four years later. The omission of ‘class struggle’ in the DPR, a basic document for committed struggle is stupefying as communists the world over frequently quote Marx that the history of mankind is “the history of class struggles”.

It’s not new as class struggle was omitted in the Political Resolution adopted at the 19th Congress ( Coimbatore, 29 March- 3 April 2008). But unlike at Coimbatore, the latest draft document talks of ‘people’s democracy’, CPI(M)’s main ideology, enshrined in the Updated Party Programme ( adopted at a special party conference in October 2000 at Thiruvananthapuram). But the pledge for moving forward to “a new, alternative path – towards people’s democracy and socialism” is vague.

The Many Uses of a U.P Election

I live in Noida, which is the child of an extra-legal union between Delhi and Uttar Pradesh. Noida is not-quite Delhi, not-quite U.P, not quite itself on most days. Living in a cusp has several advantages, however, the main one being that one can look either way, up at Delhi and right down over U.P’s scruffy head. I found myself doing both in the recently-concluded U.P election. Curiously it seemed, for Delhi people, U.P’s 2012 elections were flush with new meaning. For decades the favourite whipping boy of Delhi, U.P had overnight become its favourite gap-toothed angel. For Pratap Bhanu Mehta of the Delhi-based Centre for Policy Research, the U.P election was a historic battle between empowerment and patronage, the future and the past, performance and rhetoric, sincerity and cynicism, and (this is my favourite) ‘rootedness over disembodied charm’. Mehta believes that while voters ‘carefully assessed’ candidates through the ‘prism of local circumstances’, they were no longer prisoners of their identity. Most confounding is Mehta’s view of democracy, “In a democracy, where you are going should be more important than where you are coming from”. These U.P elections “redeemed that promise” according to Mehta, since they were “without a trace of community polarisation: no one felt on the edge or under siege, all could exercise options without being unduly burdened by the past.”

Peru Passes Monumental Ten Year Ban on Genetically Engineered Foods

In a massive blow to multinational agribiz corporations such as Monsanto, Bayer, and Dow, Peru has officially passed a law banning genetically modified ingredients anywhere within the country for a full decade before coming up for another review. Peru’s Plenary Session of the Congress made the decision 3 years after the decree was written despite previous governmental pushes for GM legalization due largely to the pressure from farmers that together form the Parque de la Papa in Cusco, a farming community of 6,000 people that represent six communities. They worry the introduction of genetically modified organisms (GMOs) will compromise the native species of Peru, such as the giant white corn, purple corn and, of course, the famous species of Peruvian potatoes. Anibal Huerta, President of Peru’s Agrarian Commission, said the ban was needed to prevent the ”danger that can arise from the use of biotechnology.”

Set Top Boxes: State-Corporate Nexus (Again)

When I came across this headline over my morning coffee, “Set-top boxes a must from July for greater choice“, I was very excited.  More choices always make my little heart beat very hard.

So this is the deal:

Starting July, every household in Delhi will need a set-top box to be able to view channels of one’s liking. The information and broadcasting ministry is planning to implement a ‘must-provide clause’ for cable operators to enable TV viewers in the four Metro cities to ask for their favourite channels as a right. After July 1, the sub-divisional magistrates across Delhi will take action against all cable operators who are found violating the new norms, which mandate provision of set-top box enabled digital facilities to all viewers.

Hold on, so I can no longer go with the local cable operator who already provides me with all the channels I want legally, at a very low cost, but will be forced to pay larger amounts directly to the big companies (Tata, Reliance)?

This is more choice?

Kudankulam: Letter from concerned activists in Chennai to Activists and Media persons

Dear friends

You must all be aware of the sustained struggle put up by the people of Idinthakarai and other neighbouring villages against the commissioning of the nuclear energy plant at Kudankulam. The struggle has been a concerted one, waged by fishers, agricultural labourers, small peasants and those in the artisanal trades. It has been a struggle for asserting people’s right to livelihood, life and liberty, all of which stand imperiled by the proposed nuclear reactor.
The struggle has now reached a crucial moment of crisis: the ministry of the ruling AIADMK government has passed a resolution asking for the plant to be reopened. Kudankulam: A brief history and a recent update

These are moments when spaces like Kafila become so important.

On the 19th of March, news came in that Tamilnadu Police men of six districts led by the ADGP for Crime of the Tamilnadu Police, Mr. O.S.George were sent to Kudankulam. This meant 6000 armed police men, 3 DIGs and 20 SPs were in Kudankulam. The TV reports, when they were still possible, showed police violence and extensive police presence in the village. We also saw women from Kudankulam, the backbone of the movement, declaring that there will be a strong people’s response to this violence and that they cannot be taken peaceful protest cannot be taken for granted. The first project taken up by the police seems to have bee to block off the village from any outsiders.  Nearby villagers who tried to approach the villages by sea were also arrested by the police. FDI In Retail – What Does the Government’s Own Data Say? Shankar Gopalakrishnan

In his budget speech, Finance Minister Pranab Mukherjee declared that the government’s “decision” to allow FDI in multi-brand retail outlets “has been held in abeyance” until there is a “broad based consensus.”  In other words, it’s already a decision, but it’s just being held back until the government feels it can go ahead safely.  The question though is: why is the government so convinced of its decision?  How does Mr. Mukherjee so firmly declare that “organised retail helps in reducing costs of intermediation… benefiting both consumers and producers”?  Has the government done the homework to justify its actions?  This note looks at the government’s own data to find out.

As far as is known, there was only one study commissioned by the government in this regard (Business Standard 2007)  This was done by ICRIER in 2007, first published as a Working Paper in 2008 (Joseph et al 2008), and subsequently converted into a book – Retail in India: A Critical Assessment – in 2009, with one chapter added by other authors.[i]

Joint Statement on police atrocities and state repression on anti-POSCO struggle

We strongly condemn the attack on and illegal abduction by the Odisha police of Umakanta Biswal, a famer belonging to Dhinkia village of Odisha, and an active member of POSCO Pratirodh Sangram Samiti (PPSS), that has been engaged over the last six years in resisting the forcible acquisition of their land by the Odisha government for handing over to the South Korean multinational corporation POSCO. This incident, which occurred on 2nd March 2012, is the latest in the series of atrocities inflicted by the Odisha government and by hired goons associated with the government and the POSCO company, on the people of these villages. Umakanta Biswal, who was engaged in agricultural activity in his paddy field at the time of his abduction, was pursued by a group of armed plainclothes policemen on a motorbike, and shot at when he tried to escape. He has reportedly been kept in Paradip prison, and has not been produced in front of a magistrate within 24 hours of his arrest, as is required under law. We have cause to fear that he is being tortured in police custody, and are gravely concerned about his safety.
