Oppose the Communally Motivated Proposed Amendments to the Citizenship Act, 1955 : Delhi Action Committee for Assam

The proposed amendment to India’s Citizenship Act, 1955 has raised grave concern among democratic circles in Assam and in other parts of the country. The proposed amendment reads that “persons belonging to minority communities, namely, Hindus, Sikhs, Buddhists, Jains, Parsis and Christians from Afghanistan, Bangladesh and Pakistan, who have been exempted by the Central Government by or under clause (c) of sub-section (2) of section 3 of the Passport (Entry into India) Act, 1920 or from the application of the provisions of the Foreigners Act, 1946 or any order made thereunder, shall not be treated as illegal migrants for the purposes of this Act” and that for persons belonging to the aforementioned minority communities, “the aggregate period of residence or service of a Government in India as required under this clause shall be read as ‘not less than six years’ in place of ‘not less than eleven years’.” The proposed amendment which is being considered by a Joint Parliamentary Committee is indeed is a matter of grave concern for the whole of India. Government officials have claimed that the decision to grant Indian citizenship to the above mentioned discriminated religious communities in neighbouring countries is premised on ‘humanitarian grounds’. Notwithstanding this benevolent claim by the government, one needs to carefully place this proposed amendment in perspective.

The proposed amendment is premised on the religious persecution of non-Muslim minorities in neighbouring Muslim majority countries. While religious basis have ‘softly’ underlined India’s approaches to the issue of immigration since the Partition, what is alarming with the amendment proposed by the current government is its vehement attempt, in the garb of humanitarianism, to upturn the Constitution of India by slyly trying to introduce religious right-to-return. The current government displays zero or very little humanitarian concern for non-Hindu marginalised communities in the country and in neighbouring countries.

Unlike Israel, Korea (both South and North), and few other countries, Indian law and the Constitution till today doesn’t recognise any notion of ‘Right to return’. This is the first time, when a sort of religious ‘right to return’ – is being advocated by the law-makers. To reiterate, this runs contrary to the secular fabric of the Constitution.

Further apart from complicating the already vulnerable demographic cauldron of the state of Assam, the circumstances under which the amendment is sought to be carried out raise questions about the federal structure of the country. The proposed amendment overrides the Assam Accord of 1985 which sets the date of 24 March 1971 as the cut off date for categorisation of illegal foreign immigrants to Assam, irrespective of Muslims or Hindus. In 1986 the Citizenship Act was amended and Article 6A was inserted. Retrospectively Article 6A granted citizenship to all those who entered Assam on or before 24 March 1971. How many amendment to Citizenship Act is required? Ain’t the amendments made after the Assam Accord of 1985 not enough?

We strongly demand that the proposed amendment to the Citizenship Act 1955 be immediately withdrawn.

After the BJP came to power in Assam in May 2016, the state government has unleashed a reign of terror to execute its fascistic agendas. Within 2 months into power, the government opened fire and killed a 25 year old man Mintu Deuri, during a protest organized in Raha against the transfer of the site for a proposed AIIMS in the state on 15th July 2016. Now on 19 September 2016, just 34 days after the Raha incident, the police has again opened fire and killed two people – Anjuma Khatun and Fakhruddin, at a demonstration led by the Krishak Mukti Sangram Samiti (KMSS) and All Assam Minority Students’ Union (AAMSU) at Banderdubi revenue village near the Kaziranga National Park. The protestors were demanding resettlement and adequate compensation against an eviction drive carried out by the mandate of the Gauhati High Court order dated 9 October 2015 which was supposed to happen two days later, i.e. on 21 September 2016 but had been preponed to avoid protests. The villagers, belonging mainly to the Muslim community of erstwhile East Bengal origin, have been residing in the village for more than half a century.

पवित्र नगरों की सियासत

जनाब अरविन्द केजरीवाल, जो इन दिनों पंजाब के दौरे पर हैं, उनके एक ऐलान ने एक पुरानी बहस को नयी हवा दी है. उन्होंने कहा कि अगर उनकी पार्टी जीतती है तो वह अमृतसर को ‘पवित्र नगर’ का दर्जा प्रदान करेगी. इतना ही नहीं वह स्वर्ण मंदिर के आसपास शराब, मीट और टुबैको के उपभोग पर भी रोक लगाएंगे.

उनके मुताबिक खालसा को जन्म देने वाले आनंदपुर साहिब को भी पवित्र नगर का दर्जा दिया जाएगा. वैसे यह पहली दफा नहीं है जब उन्होंने नगरों को ‘पवित्र’ घोषित करने की बात कही है. याद रहे जिन दिनों वह वाराणसी से चुनाव लड़ रहे थे, उन्होंने अपने बनारस संकल्प में अन्य कुछ मांगों के अलावा इस बात का भी विशेष उल्लेख किया था कि वह वाराणसी को ‘पवित्र नगरी’ का दर्जा दिलाएंगे.

Cow vigilantism which has received tremendous boost since the ascendance of BJP at the centre got its first fitting reply in Gujarat recently. The way in which a self-proclaimed Gau Rakshak Dal – owing allegiance to Shiv Sena – attacked a group of Dalits in Una (11 th July 2016) who were skinning a dead cow, publicly flogged them, led them to the police station charging them with cow slaughter and even circulated a video of the whole incident on social media to spread further terror, has caused tremendous uproar. Gandhi – A Religion of the Question: Ajay Skaria

The preface raises interesting questions not only about Gandhi’s politics but also about the idea/s of secularism and religion in what we might call a postsecular world – a world that is, where the naive and uninterrogated binary between the two terms is constantly put into question. Also of interest to readers might be the attempt made by the author to read Gandhi’s writings as a long and ongoing struggle to articulate or ‘understand’ his own politics – a politics that Skaria claims is as much premised on equality among humans as it is on the equality of all being/s.]

Somewhere in the early 2000s, while preparing to teach Mohandas Karamchand Gandhi’s English translation of Hind Swaraj to my undergraduate class, a passage about history in the text intrigued me. Since I happened to have the Gujarati version of that text at hand, I consulted it. The divergence is striking. The Gujarati text criticizes “history” (the English word occurs in the Gujarati text) and contrasts  it to itihaas [usually translated as “history”]. The English text criticizes “history,” but in it there is no equivalent for itihaas; the contrast between history and itihaas is thus obscured. The gap between the Gujarati and English texts, I have since come to realize, is symptomatic of Gandhi’s struggles to think his politics. What this politics involves is by no means clear to him; perhaps he writes so prolifically and indefatigably (his collected works run to ninety-eight volumes in English) precisely in order to try and understand his own politics. This politics becomes even more intriguing when we attend not only to Gandhi as an author or “intending subject,” but to his writing.[1] By dwelling in and on the gaps (between Gujarati and English and also within each of these languages) in his writing, this book tries to draw out his politics.

For me, writing this book has been difficult also because of another gap—that between Gandhi’s insistence that there can be “no politics without religion” and the secular inheritance that I have, as far as I know, no desire to abandon. Gandhi repeatedly describes satyagraha (his most famous neologism, which he coins initially as a translation of “passive resistance”) as his “dharma” or “religion,” even as the religion that stays in all religions.[2] Symptomatic of my difficulty with this religious politics was my inability for long to even recognize it. When Vinay Lal first asked me in 2007 to write an essay on Gandhi’s religion for a volume he was planning on political Hinduism, I protested that I was not interested in this aspect of Gandhi. But with his characteristic persistence, Vinay did not accept my protests, and I ended up writing that essay, which became a precursor of this book.

In the process, my own understanding of dharma and religion as “concepts” has been transformed.[3]

स्मशान में कवि सम्मेलन और वह भी अमावस की पूरी रात।

पिछले साल के अन्त में पुणे से आयी इस ख़बर की तरफ बहुत कम लोगों का ध्यान गया था। ( देखें इंडियन एक्स्प्रेस 14 नवम्बर 2015) उधर शहर में लोग दीपावली मना रहे थे और वहां सैकड़ों की तादाद मंे एकत्रित लोगों के बीच कविताएं पढ़ी जा रही थीं, एक कविता संग्रह का विमोचन भी हो रहा था, कुछ सांस्कृतिक  समूह भी बीच बीच में अपनी प्रस्तुतियां दे रहे थे। पुणे के उपनगर बोपोडी की स्मशानभूमि का परिसर उस अलग ढंग के कार्यक्रम का गवाह बना था।

‘अमावस्या की पवित्र रात में स्मशान में कवि सम्मेलन’ शीर्षक से आयोजित इस कार्यक्रम के मुख्य आयोजक थे , महाराष्ट्र अंधश्रद्धा निर्मूलन समिति – जिसके निर्माण में शहीद विचारक डा नरेन्द्र दाभोलकर ने पहल ली थी – तथा सिद्धार्थ संघ और सिद्धार्थ महिला संघ। समिति के सदस्यों द्वारा गाया एक गीत काफी चर्चित हुआ, जिसके बोल थे ‘बो रहे हैं हम प्रकाश बीज’। भूतों-प्रेतों के ‘अस्तित्व’ या उनके ‘विचरण’ को लेकर समाज में व्याप्त भ्रांत धारणाओं को चुनौती देने के लिए अंधश्रद्धा निर्मूलन समिति के बैनर तले आयोजित इस कार्यक्रम ने बरबस कुछ समय पहले कर्नाटक के बेलागावी सिटी कार्पोरेशन के अन्तर्गत आते वैंकुंठ धाम स्मशान में हुए एक अन्य आयोजन की याद ताजा कर दी थी,  जहां कर्नाटक के उत्पादनशुल्क/एक्साईज मंत्राी जनाब सतीश जरकीहोली ने सैकड़ों लोगों के साथ वहीं रात बीतायी थी अंौर वहां भोजन भी किया था। याद रहे कि महाराष्ट्र की तर्ज पर कर्नाटक विधानसभा में अंधश्रद्धा विरोधी बिल लाने में अत्यधिक सक्रिय रहे मंत्राीमहोदय दरअसल लोगों के मन में व्याप्त इस मिथक को दूर करना चाहते थे कि ऐसे स्थानों पर ‘भूत निवास’ करते हैं। Continue reading रौशनी के बीज बोने का माददा – ‘अंधविश्वास उन्मूलन’ पुस्तकत्रयी के बहाने चन्द बातें 

Islamic Banking in India – For Financial Inclusion of Muslims or to squeeze them further ?

Faith based banking in a country which has secularism enshrined in its constitution ! Does not it sound anachronous ?

Well, as far as the present dispensation at the centre led by BJP is concerned – which has an altogether different take on secularism – it does not seem to think so. And that’s why it has gladly accepted the proposal by the Saudi Arabia based Islamic Development Bank (IDB) – an international investment organisation – to start its operations here. In fact this proposal is considered a positive outcome of PM Modi’s visit to Saudi Arabia sometime back.( April 2016) Although a date has not been announced when the Bank would start its operations here, all the formalities regarding its launching have been completed and even the city for its first branch in India has been identified. The recent spate of vigilante attacks in India has lent a new, nearly domestic familiarity to the word “lynching”. This, though, is more than just a shift in language: the nation’s visual archive itself seems be shifting, towards instatement of a new normal. Inside just a year the “lynching photograph” has moved center-stage, filling mainstream news reportage and social media newsfeeds. The imagistic vocabulary of lynching has thus taken on a touch of mundane inevitability in caste and communal violence.

It began in March 2015, with the lynching of Syed Arif Khan in Dimapur, Nagaland. A couple of months later two teenage Dalit girls were raped, strangled and left hanging from a mango tree in Katra village in Uttar Pradesh. Then, on 28 September 2015, Mohammad Akhlaq was bludgeoned to death by a mob in his home near Dadri in what went on to gain spurious notoriety as a “beef-eating incident”. The following March, continuing with the logical rhythm of a scheduled sequel, the cattle herder Mazlum Ansari and his 14-year-old nephew Imteyaz Khan were lynched and hanged from a tree in Jharkhand. Most recently (on May 22) M. T. Oliva, a Congolese citizen, was beaten to death in the national capital of Delhi. This is an incomplete list: it includes only those incidents that resulted in fatalities. In the same timeframe there have been at least a dozen other cases in which the victims somehow survived the end-stage public shaming, torment and lurid physical violence, in short the ordeal of a completed lynching.

Statement of Solidarity with Kancha Ilaiah

[The following is a statement in support of scholar-activist Prof  Kancha Ilaiah, who is under attack from a number  of Hindutva organizations and  against whom the Hyderabad police recently registered a case for ‘hurting religious sentiments’. The tendency to  resort to police cases, in order to stifle any criticism of Hindutva and the regime has assumed menacing proportions, against which we stand  firmly with Kancha Ilaiah. Those who wish to add their names to the statement and express solidarity may do so by adding them as comments.]

We, the undersigned, strongly condemn the continued harassment, attacks on and intimidation of Prof Kancha Ilaiah at the hands of various Brahmin / brahminical organizations, police and the state administration of Telengana for his political writings and views.  We also hold responsible for this intimidatory environment, the Telugu media that reportedly published distorted and misleading reports of Prof Ilaiah’s speech.

While speaking at the Centre of Indian Trade Unions, a wing of the Communist Party of India (Marxist) on May 14, 2016, at Vijayawada (Amaravathi), Prof. Ilaiah had  said: “The Brahmins as a community have not contributed anything to the production process of the Indian nation. Even now their role in the basic human survival based productive activity is not there. Condemn the Attack on Kancha Ilaiah for asking, ‘Is God a democrat?’

[We at Kafila condemn the repeated  attacks on scholar activist Professor Kancha Ilaiah by the Hindu Right and  the recent case registered against him by the Hyderabad police. According to a Times of India report, Ilaiah had on May 14 delivered a lecture in Vijayawada in a programme entitled `Nationalism and Divergent Views’ organised by CITU where he reportedly criticised Hindu gods and scriptures, according to the police. Following this an advocate filed a private petition in the court of the XI Metropolitan Magistrate court, Ranga Reddy , requesting to register an FIR under relevant sections of IPC. The court directed cops to register a case under sections 295 A (deliberate and malicious acts, intended to outrage religious feelings of any class by insulting its religion or religious beliefs),153 A (promoting enmity between different groups on grounds of religion) and 298 (uttering, words, etc. with deliberate intent to wound the religious feelings of any person) of IPC.”

Earlier, last year the  VHP had initiated a campaign against him which was followed by the filing of a case against him by the Hyderabad police. That was in relation to an article Kancha Ilaiah had written, asking ‘Is God a Democrat?’ The story by Ajaz Ashraf from Scroll.in linked below refers to last year’s case but due to an inadvertent mix-up, was initially extracted by us as the one in the eye of the current controversy. The error is seriously regretted and we thank one of our readers for pointing this out. The Times of India report linked to above gives refers to the speech that is currently in the eye of the storm.

Professor Ilaiah has now himself described the current attacks on him in this piece in Scroll.in, where he signs his article as Kancha Ilaiah Shepherd, recalling his caste name (translated into English, in order to mark his distance from the brahmans).

The attacks on  Professor Ilaiah are totally unacceptable. We have all read and long admired his writings. Many of us have hugely benefited and learnt a lot from them. The time has come for us to collectively put our heads together and fight this menace of Hindutva, which after hurting every living being’s dignity and sentiments, has now begun claim to be the perpetual and universal victim. Dalits today cannot speak of the indignities and oppression that they have suffered at the hands of the Hindus – even that has become a matter of ‘hurt sentiments’. The response has to be worked out politically and intellectually so that the law is not repeatedly turned into a surrogate of Hindutva politics.]

The Hyderabad police have registered a case against renowned social scientist Kancha Ilaiah, after Vishwa Hindu Parishad activists complained that an opinion piece he wrote in the Telugu newspaper Andhra Jyothi had hurt their religious sentiments.

They filed their complaint at Hyderabad’s Sultan Bazar Station was filed on May 9, the day Ilaiah’s article titled Devudu Prajasamya Vada Kada? (Is God a democrat?) was published.

VHP activists Pagudakula Balaswamy, Thirupathi Naik and two others accused Ilaiah of comparing Hinduism with Islam and Christianity, insulting Hindu Gods by comparing them to mortals, mocking their worship, and for attempting to trigger clashes between upper and lower classes (by which they presumably meant castes).

On the basis of their complaint, Inspector P. Shiva Shankar Rao wrote a letter to the Senior Assistant Public Prosecutor, who advised the police to register a case under Section 153 (A) and Section 295 (A), which empower the authorities to act against people who commit deliberate and malicious acts aiming at outraging religious sentiment and spreading enmity between groups.

Case under investigation

The public prosecutor’s legal opinion led to a case being filed on May 15 against Ilaiah, the management of the Andhra Jyothi newspaper, its editor and publisher. The case is currently under investigation, at the completion of which a decision will be taken to whether to chargesheet them.

A police officer at the station told Scroll that Ilaiah is in the habit of articulating provocative views in his articles, which can and do hurt the sentiments of people. “Why does he have to make comments against practices which are dear to people?” the officer said, declining to give his name.

Death evokes strongest of human emotions. However, exploring and finding reasons behind a death is also part of our humanity. Legal codes in all countries demand criminal investigations of deaths due to the so called ‘unnatural’ causes. Medical sciences have advanced largely due to explorations of the other, ‘natural’ causes of death. Deaths due to completely avoidable reasons fall in a category of their own. How a society deals with such deaths is a good indicator of how it treats its living.

One hundred and eight people died in an explosion during a fire cracker festival in a temple in Kollam, Kerala on 10th April. According to reports, the district administration had not given permission for the event, citing hazards of firing crackers close to a densely populated area, and the fact that the fire cracking festivities were actually in the form of a competition. Yet, pressure from the powerful temple trust meant that the programme was held amid full police presence. The accident happened in one of the better governed states of India, which also boasts of a vigilant citizenry. कुल्हाडी की छाया में उम्मीद’ यही शीर्षक है उस पत्र का जो बांगलादेश के युवा ब्लॉगर और लेखक आरिफ जेबतिक ने लिखा है। सरकार की समझौतापरस्ती की आलोचना करते हुए वह लिखते हैं कि ‘जब किसी नागरिक की हत्या होती है और राज्य की प्राथमिकता होती है कि पहले यह पता किया जाए कि उसने लिखा क्या न कि हत्यारों को पकड़ा जाए, तब स्पष्ट होता है कि इन ब्लागर्स के हत्यारों को पकड़ने में सरकार की कितनी दिलचस्पी है।’ ‘मेरे विचार चुपचाप रोते हैं’ शीर्षक से एक अन्य पत्र मारूफ रोसूल ने भी लिखा है जो लेखक हैं और ‘मुक्तो मोना’ (Mukto Mona ) नामक ब्लॉग के लिए नियमित लिखते हैं। वह लिखते हैं कि बुनियादपरस्त लोग पूरी दुनिया में उत्पात मचाए हुए हैं, अभिव्यक्ति की स्वतंत्रता, मुक्त चिंतन सभी खतरे में है और इसलिए यह संघर्ष अनथक जारी रहना चाहिए, इसके पहले कि यह शैतानी ताकतें हमारी स्वतंत्रता में एक और कील न ठोंक दे।’ तीसरा पत्र जानेमाने ब्लागर एवं कार्यकर्ता इमरान सरकार ने लिखा है जो ‘बांगलादेश ब्लागर्स एण्ड आनलाइन एक्टिविस्ट नेटवर्क‘ के अग्रणी हैं तथा, ‘गणजागरण मंच‘ जैसे सेक्युलर आन्दोलन के प्रवक्ता हैं। इमरान सरकार लिखते हैं कि ‘शब्द हिरासत में हैं और हत्यारे खुलेआम घुम रहे हैं।’ ..हत्यारे मुक्त चिन्तन के रास्ते में एक के बाद एक बैरिकेड खड़े कर रहे हैं। एक एक सहयोद्धा की मौत के साथ उनके शोक में निकले जुलसों में लोगों की तादाद बढ़ रही है और सरकार हत्यारों को पकड़ने के बजाय ब्लागर्स के लेखन पर ही सवाल खड़ा कर रही है और सूचना एवं सम्प्रेषण टेक्नोलोजी की धारा 57 का इस्तेमाल करते हुए ब्लागर्स को ही गिरफतार कर रही है।’ Continue reading कुल्हाडी की छाया में उम्मीद

Why exoneration of Sadhvi Pragya should worry everyone who stands for justice

There are a few photographs which the bigwigs of the Hindutva Brigade/Sangh Parivar would like to be erased from public memory. One such photograph shows Sadhvi Pragya, an ex-member of the ABVP, sitting with Shivraj Singh Chouhan, Chief Minister of Madhya Pradesh, Rajnath Singh and few others. As it was later revealed they had gathered to console the widow of a BJP leader from MP, who had just died.

Public memory is very short but one can stretch it a bit to recollect the tremendous consternation in BJP/RSS circles when Sadhvi Pragya was arrested by the Anti Terrorist Squad led by the legendary police office Hemant Karkare on 23 October, 2008 for her alleged role in the 2008 Malegaon bomb blast. This photograph had suddenly gone viral when there were denials by many leaders of the saffron brigade that they had never met her.

Now that the NIA, the federal agency established by the government to combat terror in India, has given a ‘clean chit’ to Sadhvi Pragya and few of her accomplices, should one expect that all those photographs showing her proximity to various leaders of the saffron establishment would be prominently exhibited? It must be remembered that leaders of BJP have even claimed that it was an act of “treason” to arrest her.

बेहद पोंगापंथी और जातिवादी हैं प्रवासी भारतीय

आम धारणा है कि एक भारतीय विदेश की सरजमीन पर पैर रखते ही जेंटलमैन बन जाता है। वह सभ्यता के नए मूल्यों से परिचित होता है, अपने देश की तमाम रूढ़ियों से नाता तोड़ लेता है और सही मायने में एक आधुनिक व्यक्ति बन जाता है। यह बात एक हद तक ही सही है। कुछ लोगों में भले ही परिवर्तन आ जाता हो पर एक बड़े हिस्से पर शायद उल्टा ही असर होता है। भारत के बाहर जहां-जहां भारतीय बसे हैं, वहां उन्होंने न केवल जाति आधारित संगठनों, संस्थाओं की स्थापना की है बल्कि वहां भी वे निम्न कही जानेवाली जातियों के साथ खुल्लमखुल्ला भेदभाव करने में संकोच नहीं करते। लेकिन उनके चरित्र के दोहरेपन का आलम यह है कि वे चाहते हैं कि ये बातें ढकी-छुपी रहें। वहां के लोग यह सब न जानें।

आजकल अमेरिका के एक बड़े राज्य कैलिफॉर्निया की पाठ्यपुस्तकों में संशोधन चल रहा है। यह एक रूटीन प्रोसेस है जिसके तहत सिलेबस में नए विषय या तथ्य शामिल किए जाते हैं। इस क्रम में वहां सिलेबस में हिंदुओं के बारे में भी कुछ सूचनाएं शामिल की जा रही हैं। लेकिन इस पर विवाद हो गया है कि जानकारियों को किस रूप में रखा जाए। भारतीयों का एक तबका चाहता है कि प्राचीन तथ्यों को नए सिरे से लिखा जाए और हिंदू समाज में मौजूद वर्ण व्यवस्था या छुआछूत की बात को साफ गोल कर दिया जाए। अमेरिका में रह रही दलित ऐक्टिविस्ट थेनमोझि सुंदरराजन ने पिछले दिनों ‘द हफिंग्टन पोस्ट’ में इस संबंध में एक लेख लिखा है जिसके मुताबिक प्रवासी भारतीयों के एक हिस्से में सक्रिय ‘धर्मा सिविलाइजेशन फाउंडेशन’ की तरफ से दलील दी जा रही है कि हिंदुओं में जाति एवं पुरुष सत्ता का जिक्र किया जाएगा तो इससे हिंदू बच्चे ‘हीन भावना’ से ग्रस्त हो जाएंगे। यह उनकी ‘प्रताड़ना’ का सबब बन सकता है, लिहाजा इस उल्लेख को टाल दिया जाए।

सुंदरराजन बताती हैं कि ऊपरी तौर पर आकर्षक लगने वाली यह दलील सच्चाई पर पर्दा डालने जैसी है क्योंकि वही तर्क नस्लवाद के संदर्भ में भी इस्तेमाल किया जा सकता है और किताबों से उसकी चर्चा भी गायब की जा सकती है। लेकिन इन कोशिशों का विरोध भी हो रहा है। विभिन्न धर्मों व नस्लों से जुड़े संगठनों ने एकजुट होकर पाठ्यपुस्तकों में ऐसे हेरफेर की मुहिम पर आपत्ति जताई है। उनका कहना है कि दक्षिण एशिया के इस हिस्से में जातिगत और धार्मिक असहिष्णुता या संस्थागत भेदभाव के प्रसंग को गायब करना न सिर्फ इतिहास को नकारने जैसा है बल्कि यह गैर लोकतांत्रिक भी है। Continue reading बेहद पोंगापंथी और जातिवादी हैं प्रवासी भारतीय

‘Radical’ Critics and KaBodyscapes

What does it mean to dissent in a world in which everyone claims to be a dissenter? What does it take to build a critical vantage-point, one that is not merely the easy pastime of fault-finding, when we all seem to already know what will be truly critical? Ever since the oppositional energy generated against Hindutva fascism in and through the Kiss of Love campaigns dissipated into the rival folds of the Human and the Anti-Human in Kerala, these questions have troubled me. The prospect of being sucked into one side of such a binary formation is terrifying enough to scare one away from  engaging with either side; but worse is the pain that follows the realization that the unique moment of hope – the hope that the diverse groups that populate the anti-Hindutva civil society may well be able to form a bond of trust, however tentative and fragile, more than merely strategic connections – is well and truly in the past. Both sides have indulged in belligerent and damaging caricaturing of each other’s positions, as if the annihilation of the other was the very condition of the survival of the one. Ambedkar’s Legacy: Critique of Religion, Quest for Social Justice and the Paradox of Constitutionalism

May I begin my talk this evening by thanking His Excellency Y. K. Sinha the Indian High Commissioner in Colombo for inviting me to deliver this lecture on B. R. Ambedkar? This event is part of a series of celebrations in connection with the 125th birth anniversary of Babasaheb Ambedkar, which fell on the 14th of April. I am afraid my talk may not celebrate great Ambedkar’s memory and legacy as such. It will only present some disjointed and hurriedly constructed thoughts about the life and legacy of this great son of South Asia.

Ambedkar’s name is well known in Sri Lanka. In Sinhalese society, the popular culture of which I am somewhat familiar with, Ambedkar is known as the leader of India’s Harijan communities. The word dalit is not in much use in Sinhalese society. The Gandhian neologism of harijan is better known. Ambedkar is respected as the Harijan leader who embraced Buddhism along with several thousands of his followers. Sinhalese Buddhists are particularly sympathetic to Ambedkar and his social reform movement. For them, Ambedkar’s project constituted a critique and a rejection of Hinduism. This is despite the fact that Buddhism has historically and in terms of elite as well as popular practices been closely interwoven with Hinduism. Quite independent of Ambedkar, Sri Lankan Buddhists have a somewhat ambivalent attitude towards Hinduism and Hindu traditions as well. It is almost like their ambivalence towards India in general, as some of their intellectuals and professionals seem to be inclined to demonstrate these days. Intolerance Tracker – A Community Curated Visual Storytelling Platform: Siddharth Peter de Souza and Saba Sharma

In a world where breaking news cycles drive our imagination and interaction with events and incidents around us, it often becomes difficult to not to have a fragmented idea of trends because they evolve and develop so rapidly. Does this volume of information necessarily imply that we become unable to view similar types of stories because they are portrayed as isolated, anomalous and disconnected? Is this also because it is much more comfortable to forget, rather than remember and reflect on an accumulation of incidents that maybe unpleasant, inglorious and inconvenient. Amartya Sen recently stated that “The problem is not that Indians have turned intolerant. In fact to the contrary we have been much too tolerant of intolerance”. Is our numbness because we are overwhelmed by these incidents or because we perceive them to be isolated without an underlying systemic pattern?

Intolerance Tracker is a visual story telling and crowd-mapping platform that seeks to engage with some of these issues. The idea of using a map is because it provides a compelling medium through which information can be consolidated, and presented across temporal and spatial boundaries.

It aims to utilize the power of the community to identify, report and map instances of intolerance across South Asia, and organically create and curate a visual storytelling database. This initiative is primarily led by students at the University of Cambridge, and has been set up on an entirely voluntary basis by people who are passionate and committed to the cause of documenting intolerance across the region. जेनयू की सफाई पर स्मृति ईरानी की सफाई: नियति शर्मा

लोकसभा में स्मृति ईरानी जी की सफाई उर्फ़ भाषण बहुत भावुक, मनोरंजक और प्रभावशाली था। लोग उन्हें ‘आयरन लेडी’ का खिताब दे रहे हैं- यह उनके तर्क के लिए या उनके तेवर के लिए, या फिर उनके यह कहने के लिए की वो अपना सर काट के मायावती जी के चरणों में रख देंगी, पता लगाना थोड़ा मुश्किल है । सोचा था स्मृति जी कुछ सवालों का जवाब देंगी पर असल में मिली एक लम्बी, मेलोड्रामाटिक सफाई जिससे उन्होंने अपनी सरकार की सारी गलतियों पे पर्दा डाल दिया।ऐसी स्तिथि में हम मजबूर हो गए हैं की स्मृति जी से जो सवाल पूछे जाएँ वो तथ्य-सम्बंधित होने के साथ साथ अति भावनात्मक भी हों।

स्मृति जी के अभिनय के सारे सालों का अनुभव उनके भाषण में साफ़ दिखाए दिया। लोकसभा में स्मृति जी के हाव भाव से आक्रोश टपक रहा था पर क्या उन्हें इतना क्रोधित होने का हक़ है? स्मृति जी का यह मानना है की उनके ऊपर काफी बेबुनियादी आरोप लगे हैं, पर यह मामला स्मृति ईरानी जी के बारे में नहीं है, यह मामला उन मासूम छात्रों के बारे में है जिनकी ज़िन्दगी को उन्होंने दांव पर लगा दिया है। आखिर उन ‘बच्चों’ का क्या जिनके ऊपर उन्होंने और उनकी सरकार ने पिछले कुछ दिनों में अनगिनत आरोप लगाये हैं? स्मृति ईरानी जी तो मंत्री हैं, अगर आरोप लगे भी, तो उनकी ज़िन्दगी बर्बाद नहीं होगी, पर जिस क्रूरता से सरकार और मीडिया ने छात्रों का चरित्र-हनन किया, वह कभी भी इससे उभर नहीं पाएंगे। कन्हैया, उमर और अनिर्बान न ही मंत्री हैं जिनके पास कोई राजनैतिक सहारा है और न ही उनके परिवार इतने धनी हैं की वह अपना जीवन, अपनी इज़्ज़त पुननिर्मित कर पाएं। स्मृति जी, आप तो सिर्फ अपने बारे में सोच रही थीं की आप पर और आपकी परफॉरमेंस पर क्या क्या सवाल उठाये गए, क्या आपने एक बार भी सोचा की इन छात्रों के पास आगे ज़िन्दगी में सफाई देने का कोई मौका नहीं होगा? क्या आपने, माँ होने के नाते, यह सोचा की यह छात्र अब कभी भी साधारण जीवन नहीं जी पाएंगे?
