                On 7 October 2023, the Hamas led an attack on the Gaza envelope, which is part of the southern district of Israel, killing reportedly 1200 people. The Hamas is a political and military organization governing the Gaza Strip of Palestinian territories that are under occupation by Israel. Many considered the military incursions of 7 October as an outright terrorist attack on civilians. Yet, others called this a ‘jail-break’ in terms of a reaction to Palestinian people bearing the burden of around seventy-five years of displacement, apartheid, surveillance, and endless other atrocities. Majority of inhabitants in the Gaza Strip are descendants of refugees who were displaced from the region which became Israel after the 1948 Arab–Israeli War. Nearly two million Palestinians have been notoriously cornered into this densely populated enclave where their movement has been severely restricted, and food, water and electricity supply has been controlled by the Israeli government; making such habitation the largest open-air jail in the world. After this attack, the Israeli military has launched a disproportionately brutal retaliation, resulting in massive suffering and a mounting death toll.  

                Some, of course, seek to rationalize the ensuing Israeli-Palestinian conflict by drawing on the belief that Israelis are the original inhabitants of this region and have suffered two millennia of exodus, and that they have the right to return and settle in what is considered as the ‘promised land’ as per the Biblical belief. Others consider that Israel is a settlers colony, and that Palestinians have all the rights to recover their country. Not so long back, the compromises of the Oslo Accords were thought to be a way forward in settling the crisis by creating two states, within which Israelis and Palestinians would achieve the long-lost peace in the region. Yet, such peace has failed to materialize. In the context of rising Islamophobia, conservative popular opinion asserts that the lack of peace in the region is due to a longer history of religious strife and supposed Muslim bigotry. Needless to say, history is more complex.

Jorg Haider to Geert Wilders : Far-right Normalised in Europe

Jorg Haider, a far-right Austrian politician who died in 2008, is largely forgotten. It is also forgotten that merely two decades ago, he was considered a very dangerous man in Europe, whose ascent to power had prompted rare European Union unity aimed to thwart his ambitions.

Twice elected as governor of the southern state of Carinthia, Haider—who opposed immigration and was critical of Islam and Muslims—once praised the Nazi regime’s “employment policies”. 

His Freedom Party of Austria allied with another party, the OVP, which allowed Haider to become the country’s chancellor. But the possibility of a ‘right-wing extremist’ ruling a European Union member country prompted the other 14 members to join hands punitively against Australia, putting Haider out of the chancellorship race.

The European Union stuck by the 1997 Treaty of Amsterdam principles and emphasised that nobody would be allowed to “breach them”. 

Many European countries threatened to recall envoys from Austria, and some said that Austria could be shunted out of the union if the need arose. The Belgian foreign minister at the time said, “Europe can very well do without Austria. We don’t need it.

After much water has flown down the Thames, the Rheins, the Danubes and all other rivers of Europe, the world has Geert Wilders in the Netherlands, a “political earthquake”, whom some consider more extreme and fanatical than Haider. But Wilders’ views on immigration and Islam cause no similar outrage in European capitals today.

Wilders’s party, which promised to ban mosques and compared the Quran with the infamous Mein Kampf, has won 37 seats in a 150-member Parliament. It is now the number one party in the country’s parliament.

The following statement was issued by the CAMPAIGN AGAINST STATE REPRESSION (CASR) yesterday, 14 December 2023

It has come to light that the police have slapped the draconian UAPA on Neelam Verma, Sagar Sharma, Manoranjan D, Amol Shinde, and Vishal Sharma, the five persons held for releasing gas canisters in both the outside premises and inside the Lok Sabha mid-session on 13th December. The Indian state is treating this incident as a ‘terror attack’ and is charging these five individuals under the draconian anti-terror laws. It’s pertinent to point out that all four individuals committed the act as a form of political protest and exploding harmless coloured gas canisters is part of their protest, not an act “terror.” Sagar Sharma is an e-rickshaw driver and the son of a carpenter, Amol Shinde comes from a family of Dalit landless peasants unable to get a job in the Indian armed forces while Neelam Verma and Manoranjan D are MPhil and Engineering degree holders respectively who are both unemployed, with Neelam even cleared the Haryana Teacher Eligibility Test but still not landing a job. Vishal Sharma has also been roped into this case after he provided shelter to the four individuals and was not even involved in the act. Lalit Ojha, a sixth accused and also an unemployed youth is yet to be brought into police custody but has been charged. The political protest of these individuals against the Indian state and its brahmanical Hindutva fascist nature represents the angst of the working class, the peasantry, the academics and the middle class, all of whom are bearing the brunt of the BJP’s Hindutva-corporate nexus politics. The protest slogans raised by the four were slogans of both patriotism towards the people of India as well as dissent against the dictatorial politics of the ruling class.

On the face of it, we are an on-going democracy. We have a Constitution which has been honoured by the present government declaring 26 November as Constitution Day. We have regular elections at national, State and panchayat levels. We have the various institutions of democracy in place: an elected Parliament; an independent judiciary; an accountable executive; and a functioning, non-governmental media. Yet, there is fear all around. a new fear, a fear not seen since the Emergency, that has been spreading over the past decade. Why? Is it perhaps because the “spirit of constitutionalism”, as Fali Nariman has put it in his latest work, missing? Can we continue to be the nation envisaged by Gurudev Rabindranath Tagore: “Where the mind is without fear/And the head is held high”? Are we progressing towards or in retreat from that “Heaven of Freedom” of which Tagore sang?. Are the institutions of democracy functioning? Is the Preamble being venerated or violated? Are our civil servants really free? Is our civil society being muzzled? Is the media glowing in the light of freedom of expression? Is the investigative and judicial process being made the punishment? Is the economy in any meaningful sense “socialist” as enjoined by the Preamble? Is the Constitution being reduced in practice to a non-justiciable set of Directive Principles of State Policy? Above all, are we as a nation still ‘secular” – again as enjoined by the Preamble? Is Hindutva compatible with the basics and parameters of the Constitution? Is our ‘unity in diversity” threatened or is it being revered?What are the challenges ahead that need to be addressed before we cease being the world’s largest democracy?

Author of many books and a regular social commentator, Mani Shankar Aiyar, has had a distinguished foreign service career , he was Union Ministers during Congress led government (2004 till 2009) and has handled different ministries. Ministry of Petroleum and Natural Gas, ( 2004-06) Youth Affairs and Sports (2006-08), and Development of North Eastern Region ( 2008-09).

‘Who’s Afraid of Jawaharlal Nehru?’

Summary :
In his lifetime, Jawaharlal Nehru was recognized the world over as a statesman and an Indian leader second only to Gandhiji. A foremost leader of the freedom struggle, who gave it a decided socialist orientation, he remained unrivaled as Prime Minister after independence and built the solid foundations of a sovereign, secular, democratic, and egalitarian republic. He evolved the concept of non-alignment which enabled many ex-colonial countries to avoid becoming a part of the two power blocs engaged in the Cold War.

However, he is today the favourite whipping boy of the establishment.  We are told he was responsible for the partition, for the mess in Kashmir, for the death of Subhash Bose, for delaying the integration of Hyderabad, and of Goa, for the defeat at the hands of China in 1962, for neglecting agriculture, and primary education, and much else. The reason for the defamation is of course that he stood for the exact opposite of what is valued today. His life and work present a continuous question mark to the regressive trends in fashion.

This will become evident as we focus in the talk especially on two areas of great relevance today in which we are facing a grave crisis: Democracy and Civil liberties, and Communalism/Secularism. We will also focus attention on Nehru’s evolving understanding of  Mahatma Gandhi’s vision and method of non-violent struggle, of which he became the most ardent advocate after his death.

Speaker :

Author of many books, Prof Mukherjee has been a visiting Scholar at Duke University, USA, and at the Institute of Oriental Culture, University of Tokyo and was also Director of Nehru Memorial Museum and Library, ( NMML), New Delhi.
She has published widely in the areas of agrarian history, peasant movements, social movements and the Indian national movement.

Here is a list of a few of her publications :
Colonializing Agriculture, The Myth of Punjab Exceptionalism Sage (2005) ;  Peasants in India’s Non Violent Revolution : Practice and Theory (Sage 2004).

This list also includes India’s Struggle for Independence (1999) and India After Independence 1947–2000 (2000), RSS, School Texts and the Murder of Mahatma Gandhi The Hindu Communal Project (2008) co-authored with Prof Bipan Chandra and others.

Palestine lives! (But do you condemn Hamas?)

But do you condemn…

We are expected to begin every discussion on the latest phase of the ferocious 75 year old war Israel has been waging on the Palestinian people, by answering the question – “But do you condemn the Hamas action?”

Sometimes, because stronger words are needed, they say “dastardly” Hamas action, as a television anchor recently did, trying to push Palestinian writer Susan Abul Hawa to place on Hamas the responsibility for the ongoing “humanitarian crisis”  She did not.  Nor did she accept the banal term humanitarian crisis, terming it instead, an intentional genocidal war.

This belligerent question comes from beginning with “secondly”,  as the Palestinian poet Mourid Barghouti  said –

“If you want to dispossess a people, the simplest way to do it is to tell their story, starting with ‘secondly’ “.

Summary

India celebrated 75 years of its independence last year with a lot of enthusiasm.

Celebrations did not hide the fact it is also one of the leading countries which is passing through what is popularly known as ‘democratic backsliding’.

A country which, like many others, is using democratic processes to secure undemocratic outcomes, where freely contested elections are being deployed for the purpose of expressing, cultivating, or enhancing majoritarian prejudices—to target minorities and turn them into lesser citizens.

In this scenario, there is an urgent need to unpack this journey of democratic India further , there is a need to make a distinction between India as an electoral democracy and India as a liberal democracy.

Writers, scholars, artists have always worried the powers that be.

There was a time when the Parisian police had been given the onerous task of keeping the greatest writers of late 18 th Century who were living in Paris at that time under their watch. Poor fellows, one can imagine their difficulty in maintaining files on writers and artists and scholars ‘beyond criminals and political figures.’

The present dispensation at the centre is no different.

It could be said that it may be a step ahead.

The French Monarchs – who within few decades witnessed a mass upheaval which finally overthrew them – were wise enough to ask their minions to be rather discreet in their activities, not to offend the writers, scholars directly ; the harbingers of today’s ‘New India’ have even abandoned that discreetness for good.

The Nuh Communal Violence and the Conspiracy of the Hindutva Brigade: Ground Report by Janhastakshep

Introduction

A team of Janhastakshep toured areas of Palwal, Sohna and Gurugram, as also spoke with other people from Nuh district on 3rd August 2023 to do a fact finding regarding the incidents of communal violence that hit Nuh town and subsequently areas of adjoining Palwal and Gurugram districts. The impact of this violence however was not limited to just these three districts. Tension and alarm pervaded many more districts of Haryana as also districts of adjoining states of Rajasthan (Alwar and Bharatpur) and Mathura in Uttar Pradesh which have pockets of Muslim Meo population.

How India is Slowly Emerging as a ‘World Teacher’ albeit of a different kind

France has moved towards normalcy some time back.

The anger and anguish of the still marginalised in the society, which spilled over into the streets, over the killing of a 17 year old Nahel – son of an Algerian single woman of Muslim origin – by the trigger happy traffic police, recorded on a camera, has long subsided.

No doubt the questions raised by it are not going to go away so easily.1

Experiences of two countries cannot be compared easily but perhaps one could easily see in the uproar shades of the ‘black lives matter moment’ for the French society. Not only in terms of the brutality of the police as witnessed in American society after the killing of George Floyd but the soul searching of sorts which seems to have begun afresh there, a churning has accelerated within the French people after this killing.

Background :
A close friend of decades prodding you to read / listen to something and ask for your views is such a great moral incentive which nobody would refuse.
The following note is an end product of similar undertaking which this pen pusher rather reluctantly took initially when one received a YouTube link of a conversation / debate between Congress M. P Shashi Tharoor and Supreme Court lawyer and commentator J Sai Deepak, held sometime back, where the focus of the programme was on  Congress M.P. Shashi Tharoor’s book ‘Why I am a Hindu ?’

 The book deals with how Mr Tharoor understands Hinduism, looks at its Great Souls, unpacks political Hinduism and dwells also at the violence committed by its followers and differentiates his Hinduism from that Hinduism practised by who can be called as ‘Bhakts’.

J Sai Deepak, a very popular commentator who has written a few books and also shared his views, dealt with Tharoor’s arguments.


As an aside it needs to be added that J Sai Deepak is one among the new crop of commentators , writers whose interventions very much resonate with what can be termed as ‘rightwing’ . There are few other names  like Vikram Sampath, Sanjeev Sanyal, Anand Ranganathan etc of the same stream, whose arrival on the scene has been a moment of celebration among a section of the media  (https://www.firstpost.com/politics/why-is-left-academia-so-rattled-by-vikram-sampath-sai-deepak-or-sanjeev-sanyal-10433791.html) which is critical of the left and its towering intellectuals.

Statement against the arbitrary termination of KNMA employee Dr Sandip K. Luis

This statement has been issued by concerned individuals in support of Sandip K Luis. We are publishing it here on Kafila in solidarity and to amplify the call, as we routinely do with many such statements. Those who issued the statement have nothing to do with Kafila, although some individuals associated with Kafila have also endorsed the statement. We feel this clarification is necessary as some reports say that the group that issued this statement runs Kafila. This is incorrect.

We the undersigned, artists,  academics and other concerned individuals,  have come to know that Dr Sandip K. Luis, Manager, Curatorial Research & Publications at the Kiran Nadar Museum of Art (KNMA),  has arbitrarily been terminated from work. The action was taken  for a Facebook post he made on 15th May 2023 which was critical of the chairperson of the museum Ms. Kiran Nadar in her individual capacity, for supporting and publicly endorsing a series of propaganda events of the current  government of India being showcased at the National Gallery of Modern Art (NGMA) in Delhi.

Subsequent to the inauguration of an exhibition in May 2023, titled Jana Shakti (a celebration of the Prime Minister’s monthly radio propaganda Mann ki baat) curated by Alka Pande, supported by Ms. Nadar as the Advisor,  a number of articles appeared in the press and on social media that called out art world luminaries, for participating in what was obviously a self-aggrandizing  exercise of the government of India. NCERT Textbooks, VCs and Others and ‘Updation’

Recently, 33 political scientists wrote to the Director, National Council of Educational Research and Training (NCERT) asking for their names to be withdrawn from the Political Science textbooks. This letter followed an earlier one by Yogendra Yadav and Suhas Palshikar where they had similarly asked that their names be removed from the textbooks as chief advisors. Ours was actually a very simple and straightforward demand: since the changes have been made unilaterally without consultation with the authors whose names appear on the textbooks, we would like our names to be removed because both this arbitrary way and the substantive changes make the text books into something other than what a large community of political scientists had produced, through a prolonged collective process.

The following paper is a detailed examination of the current turmoil in the North-East in its historical context. It has been prepared by a team of activists from different communities of the North-East and is intended for wider discussion and dissemination.

  1. Introduction

At present, there is an unprecedented social conflict raging in Manipur. The violence has affected all communities in the state. Over 100 people have been killed, 50,000 people are currently in more than 300 refugee camps and lacs have been displaced. Religious places, granaries, and homes belonging to the common people, especially those from the minority tribal communities have been burned. The minority community has a strong feeling of being persecuted. In reality, the lives and livelihoods of the labouring poor across communities have been lost. It is the women of all communities who have been the most vulnerable. To instigate conflicts among communities, fake news, and rumours were peddled by the communal groups which later became the pretext for the alleged lynchings and rapes of women. Miscreants and communal groups have conveniently sought revenge for incidents of violence faced by their respective communities by targeting and punishing those who are unconnected to the acts of violence for which ‘retribution’ is sought. A vicious, never-ending cycle of vengeful violence continues to erupt with the failure of the state to act against such miscreants.

Dismantle the structures of sexual violence, NOT the protesters’ tent! Statement by concerned citizens

On the day that the Prime Minister was inaugurating a new Parliament house, democratic space was being crushed outside.

More than 1150 people including activists, lawyers, academics, former civil servants, artists and concerned citizens have released a statement condemning the brutal police action against the protesting wrestlers and those who had come out in support of their call from all over Delhi, Haryana and Uttar Pradesh for a Mahila Samman Mahapanchayat today.

We, concerned individuals, are absolutely horrified to see the violence unleashed by the government and police today, to suppress the powerful grassroots support for our brave wrestlers and their struggle against Wrestling Federation of India chief Brij Bhushan Sharan Singh, who stands accused of sexual harassment of women wrestlers stretching back over a decade. The wrestlers have been protesting since 18th of January, 2023. They had given a call to all women’s organisations, activists and all other civil society organisations to join a Mahila Samman Mahapanchayat outside the new parliament building today, i.e 28 May 2023.

Thousands of women from Delhi and nearby states responded to the call.  Fearing the  collective strength of Indian women – the police pre-emptively blocked all border roads, shut down proximal metro stations, and cordoned off roads. This is how scared a patriarchal State is of the sight of the women of India standing shoulder to shoulder with each other. Despite this crackdown, the government was unable to block the flow of solidarity; activists and concerned citizens found ways of trying to reach the protest site. Over 500 concerned citizens, democratic rights’ activists across movements, women’s groups, students and academics condemned the misuse of the Prevention of Money Laundering Act (PMLA) against scholars and activists, raising constitutional issues and asking for the government’s accountability.

We the undersigned women’s organisations and concerned individuals strongly condemn the continuous and repeated harassment of a number of women activists and intellectuals, by the Enforcement Directorate(ED), under the guise of an inquiry, in Delhi. This is a clear abuse of its extraordinary and draconian powers under the Prevention of Money Laundering Act (PMLA). As in the case of the Unlawful Activities Prevention Act (UAPA), there are increasing instances of the misuse of PMLA, especially against persons who are vocal critics of the government and its policies, and those who raise issues of the poor and oppressed sections of society. The ED is being used as an intimidation tool for political vendetta, where the process is the punishment for the detention of dissenters.

In the course of the last few months, several women scholars and activists have been summoned repeatedly, made to wait long hours, often interrogated without any woman officer present throughout, asked to furnish documents over and over again, in an ED investigation. In a clear case of evergreening the inquiry, the process has become endless. It is quickly turning into a fishing expedition, with all kinds of irrelevant documents and personal information being demanded, such as those about other family members, having no relevance to the inquiry whatsoever. Bebaak Collective (‘Voices of the Fearless’) was founded in 2013 as an informal association of grassroots activists to advocate for the rights of Muslim women and community. It is a platform for engaging with feminist thought and practice, human rights issues, and the anti-discrimination struggle. It has been working in Uttar Pradesh, Gujarat, Maharashtra, and Rajasthan. With the rising onslaught against marginalised communities, the Collective has evolved into an advocacy group that strongly adheres to constitutional values and believes that the rights and principles enshrined in our constitution are inalienable from every Indian citizen, irrespective of their caste, gender, sexuality or religion.

Foreword

Mental health and its socio-political determinants are beginning to emerge from a shroud of silence and stigma into public discourse. There are several possible reasons for this, the most visible being the pandemic and the many narratives of suffering it brought to the fore from among the most vulnerable sections of society. Even before the pandemic, the relationship between social disadvantage and the mental health of certain communities and groups (some more than others) has been studied in the Indian context. Some examples of these include the mental health of women, homeless persons, Dalit, Bahujan, and Adivasi communities, and queer and trans persons. However, the mental health of Indian Muslims has been severely underrepresented and almost invisible within the mental health or development literature in India. 75th year of Nakba – In solidarity with the Palestinian struggle

Yesterday, May 15, 2023 marked the 75th anniversary of Nakba or the dispossession of the people of Palestine by the Zionist state of Israel. This is the text of a talk delivered at an event organized by India Palestine Friendship Forum.

In September 2012,  I had the incredible good fortune to visit Palestine. We stayed in Ramallah, visited and interacted with colleagues at Birzeit University and spoke at a conference organized by Muwatin, a research institute based in Ramallah. We met  a large number of inspiring people who pushed the frontiers of our minds, and we came away humbled and moved by the dignity of a people living through the brutal occupation of their lands by the  Zionist state of Israel, with limitless courage and bubbling sense of humour intact. Hindutva Brigade Must Break Silence Over Espionage Allegation

The list of people associated with Hindutva outfits caught in damning revelations keeps growing.

Recent revelations involving alleged espionage involving Prof Pradeep Kurulkar at the Defence Research and Development Organisation should have shaken up the establishment. After all, Kurulkar is said to have handled crucial projects related to India’s defence and reportedly was the lead designer or team leader for projects on missile launchers and subsonic cruise missiles.

Reports say Kurulkar was in contact, over WhatsApp, with a Pakistani Inter-Services Intelligence (ISI) agent late last year. His suspicious activities were reported to the police by DRDO, and in January, his laptop and two mobile phones were seized. The Maharashtra Anti-Terrorism Squad (ATS) is now handling the case. Kurulkar’s foreign trips are also under the scanner.

Such discoveries have long-term implications for India’s national security. Initial reports from ANI, a news agency known for its proximity to the ruling regime, did not mention Kurulkar’s name. The news agency did not initially mention his name in its tweets, though pictures of his face were circulating on social media and news outlets. The sequence of events left many wondering if the tweets deliberately concealed his name to create a doubt over his identity.

No doubt, Indian investigators will examine if the neighbouring country’s sleuths have penetrated India’s defence research sector and the extent to which Kurulkar has compromised India’s secrets. But it’s worth noting this case has not been handed over to the National Investigation Agency. Formed in the immediate aftermath of the 2008 Mumbai terrorist attack and supposedly more equipped and experienced to handle cases with cross-border ramifications, this agency has been busy filing plenty of cases—so, why not this one? [This post is a report on what went on in Jayanagar, a constituency in the southern parts of Bangalore, in the Vidhansabha Elections, May 2023]

Yesterday, 13 May, by 2.30 pm or so, the Jayanagar seat had gone in favour of Sowmya Reddy, Congress. It had been a very closely contested election with her rival CK Ramamurthy, BJP in close pursuit. Sowmya Reddy’s final lead, after 16 rounds, was 160 votes.

Flag 1: The Election Commission website was pretty up to date with all candidate results, but Sowmya Reddy’s results were very slow in coming. Her final result came online by around 6 pm while the counting was over, and she had gained her lead at 2.30 pm.

Another candidate stood from Jayanagar with a slight name variation – Sowmya A Reddy. She got 320 votes.

As Sowmya Reddy was leaving to collect her certificate, Ramamurthy also left the vote counting venue – SSMRV college. However, the Election Commission of India rules mandate that since the victory margin was lower than the number of postal ballots, a recount of postal ballots had become mandatory. When Sowmya Reddy was absent, Ramamurthy came back and requested for a recount of the postal ballot. Postal ballot is the term used for those votes which are cast by outstation voters and the pink form submitted by service personnel – police, officers, ambulance drivers and so on – who would be on duty during elections and can’t vote on election day. Their votes are recorded in advance. These votes are counted between 7.30 and 8 am, before strong rooms are opened and EVM vote count starts.

The Kerala Story, Hindutva, and Malayali Women

The movie called The Kerala Story is hate-speech against a whole people, but our courts are great upholders of free speech. Of course, unless people with the surname ‘Modi’ are said to have been defamed. As an observer of how the ‘love jihad’ agenda has unfolded in Kerala since more than over a decade now, I think we need an explanation of why the very idea, discredited by the state machinery itself and thrown out in effect by the Supreme Court in the Hadiya Case, has been used over and over again, like a hammer, to beat Kerala (hopefully into a shape acceptable to Hindutva).
