Dear Mr. Arvind Kejriwal, Mr.Yogendra Yadav and Aatishi Marlena,

Being witness to the events occuring in Khirkee this past month, we, a group of artists, architects, activists and local residents have felt  the need to frame an open letter addressed to your party, the AAP & the public. The media-frenzy associated with these events has been accompanied by the usual kind of misinformation and hyperbole. However, in the ensuing noise, the real stories of the underlying racism that afflicts our society and the negative repercussions of the raid on the African residents of the neighborhood, have been lost.  We hope this letter will clarify some facts and put across a few of our concerns.

Our intention is not to encourage confrontation, it is to propose solutions. Delhi is a tough place for all immigrants alike, how will we make this a more inclusive compassionate city? These are the larger questions. These were the issues we were hoping to tackle. Pulping Doniger Can Put Penguin in Peril

It was with great anger and sadness that many readers in India heard yesterday of Penguin Books India’s decision to enter into an out-of-court settlement with a group of busy-bodies led by one Dina Nath Batra of the so called ‘Shiksha Bachao Andolan’ (Save Education Movement) – one of the many poisonous heads of the RSS hydra – to recall and pulp all extant copies of Wendy Doniger’s “The Hindus: An Alternative History” (Penguin India, 2009).

Dina Nath Batra (infamous for leading the campaign that led to the withdrawal of A.K. Ramanujan’s essay on the Ramayana from the Delhi University syllabus) and others, through their advocate, one Monika Arora, had filed a suit in a Saket, New Delhi against Wendy Doniger (whom they address, as ‘You, Noticee’) and Penguin Books on the grounds that Doniger’s book offends their religious sentiments. On the internet you can never really begin from scratch, that is to say, you can never really begin from a desired point in space and time, erasing all the befores.

One of the most difficult conversations about the form of the internet is that descriptive metaphors that work for some other mediums do not work for it. Things do not, for instance, easily die on the internet or age gracefully. In a manner of speaking, shelves do not gather dust here. A 2004 video takes no longer to load than a 2014 video; it is not stored behind or below it. The desire to order space and time online runs against the grain of this form, in the sense that, knowledge is not arranged as sequence on the internet, it is arranged as infinite sets of adjacencies. 

These sets of adjacencies are attempted to be given shape by algorithms that make you reach where you want to reach. But despite them, the non-sequential nature of knowledge on the internet is evident from the fact that any keyword search would always allow you to look for that keyword in a variety of ways – each way an attempted but always incomplete ordering, whether by significance, language, region, time, domain, web page location, level of adult content, reading difficulty, file types or license types. However, these algorithms never fully master the adjacencies that they seek to make legible to us. And adjacencies – of different videos, articles, photographs, memes – do not make for calm political stories, they make for political drama. The latent passions of this land are steeped in love and longing. If one sees Punjab solely from the perspective of its oral traditions, local continuities and folklore, then the picture which emerges is in complete contrast to the drubbed, kitschy monochrome making its way to the mainstream. It is the unquestionable faith and conviction of its peoples, which have often subverted the rigid precepts of religion and nationalism, to create identity markers that are more organically rooted in the mythos and geography.

By innately focusing on the unseen and the unsaid, there will be an emotional realization of a certain kind of inexplicable absence, and the purity of absence, overwhelming its verdant backdrop. The dirt-tracks crisscrossing the rural outliers are pockmarked with the signage of a time bygone, managing to exist somewhere between the interstices of memory and history. This January, in a session at the Jaipur Literature Festival (JLF), the award-winning writer Jerry Pinto said something that sent most of us into a tizzy.

“We are sitting in the ‘Google’ Mughal Tent discussing how crucial the freedom of expression is for us writers,” Pinto said wringing his hands animatedly. “It’s the same Google that reads all our mails, encroaches on our privacy, and here, under its roof, we are discussing how we should feel free to say whatever we want without any fear.” The crowd was amused, and left with some food for thought. Would it have been possible to organize an event as grand as the JLF, free for all, without Google’s help? I asked myself. The answer was a no. Google’s deep pockets couldn’t be ignored. Should I refrain from attending the fest just because of Google’s invasion of my privacy? The answer, after some thought, was again a no. Google monitoring my mails doesn’t affect my freedom of expression that I prize most as a writer.

Two weeks later, another literature festival has arrived, this time in New Delhi. Run by arguably India’s most revered newspaper, The Hindu’s Lit for Life is being held at the Siri Fort Auditorium, New Delhi, on 8th February after its successful three day stint at Chennai in mid-January. The guest-list is embellished with names of noted luminaries like the writers Rana Dasgupta, Sam Miller, Rahul Bhattacharya among others, the Olympian Mary Kom, and politicians Shazia Ilmi and Manish Tewari. The entry, like every other literary festival nowadays, is free. The beautifully designed logo is aptly shaped as the fountain pen, representing the craft that it celebrates. Efforts to save the endangered oral traditions of Rajasthan: Vishesh Kothari

This, and perhaps a host of other reasons, allowed several aspects of culture to remain preserved here for much longer than in other parts of our country. While Rajasthan has become well known for its architectural heritage, it is the intangible heritage of this state that is in need of the most urgent intervention to protect it from being lost – from the oral lore to the epic ballads, everything is threatened by the onslaught of modernity.

Komalji Kothari and Vijaydanji Detha embarked on such a project many years ago and achieved great success – however an even greater amount remains to be done. For more than a decade now, the Jaipur Virasat Foundation has been continuing and enhancing this project to protect, preserve and promote the oral musical traditions of this state. Dear Sirs,
We are a group of students, alumni, faculty and staff of the Indian Institutes of Technology, collectively expressing our shock and disappointment at the Supreme Court’s decision to reinstate Section 377 of the Indian Penal Code. Section 377 is a British-era statute that outlaws “carnal intercourse against the order of nature” and includes within its ambit intercourse among consenting adults of the same sex. We hold that this law violates the fundamental rights of privacy and autonomy accorded to all Indian citizens by its Constitution, and the rights to dignity, equality and due process of Lesbian, Gay, Bisexual, Transgender and Queer (LGBTQ) citizens. While we demand that the law be immediately modified to exclude all forms of sexual intercourse among consenting adults, we wish to reiterate that this is merely one step towards the goal of equal membership in Indian society for everyone, regardless of sexuality and gender identity. [ Yesterday, the Supreme Court of India, dismissed the ‘review petition’ that had been filed with a plea to reverse the Supreme Court’s recent (December 2013) decision to uphold the constitutionality of Section 377 of the IPC. This decision effectively ‘re-criminalized’ Homosexuality in India and is a severe blow to human rights. Various religious groups, Hindu, Muslim and Christian had appealed to the Supreme Court to act against the rights and interests of homosexuals. In a sad instance of the erosion of  secular and democratic values, the Supreme Court has endorsed their view. The Jamaat -e-Islami Hind, a right wing, muslim fundamentalist organization that claims to speak for Indian Muslims has welcomed the Supreme Court’s decision. This post by Fahad Hashmi attacks the Jamaat-e-Islami Hind’s position on homosexuality and challenges its claim to speak in the name of muslims and their faith. It is one of the ironies of democracies across the world that minorities of all shades are always in the crosshairs of majoritarianism. This minority-majority is a function of numbers and power though this is not a thorough definition since we have had seen altered power equation of this binary. The apartheid South Africa is a case in point. For stating the obvious the strength of a democracy is a function of safety and rights that minorities enjoy in it. However, minorities on the whole are always drawing majority’s fire. On the subcontinent one could see this happening in Pakistan, Bangladesh, Sri Lanka, and of course India is not an exception.

In Defense of the ‘Post-Ideological’ Aam Aadmi – Yet Again!

On the morning of 17 January, the very day after Somnath Bharti carried out his vigilante act – and I maintain, despite Arvind Kejriwal and Yogendra Yadav, that it was a vigilante act – I wrote a post relating to the dangers of xenophobia, racism and vigilantism that this act portended. I felt called upon to write that post because one of the valuable political lessons I have learnt over the years is that there can be no unconditional support for any political formation. Every support must be is contextual and conjunctural,  never for all eternity. My criticism was therefore of someone who is invested in the process that AAP and Kejriwal have unleashed and I want it to succeed. In invoking xenophobia and racism, my point, however, was that the leadership of the party has a role to play in relation to political education and cannot simply flow with the local sentiment.

I have always maintained, right from the days of the anti-corruption movement led by the IAC, that the movement and its later avatar, the AAP, had opened out a space of new possibilities. The mass support that the movement and now AAP is drawing is primarily, in my view, a function of the fact that it can mean many things to many people. ‘Clarity’ on every issue concerning the world is not its agenda. This is why some of us have been arguing that the movement/ party is still taking shape. It does not yet have a ready-made, given ideological form. This is why it can be shaped. Its future is radically open. I see no reason to change that position yet. Yes, it is in the design of things that there are Kumar Vishwases and Somnath Bhartis in that formation, and it disturbs our sensibilities no end. But that is precisely the challenge – if we cannot deal with them, we cannot deal with ordinary folk either. Moreover, everybody can change and it is simply arrogant upper class presumptuousness to mock at the ‘uncouthness’ of someone or hold their past against them (in the case of Vishwas). In any case, for anyone seriously interested in changing the existing state of affairs, it should be quite clear that the entire business is about changing ‘common sense’, to put it in Gramscian language. The recent ‘AAP’ state of affairs in the National Capital brought about by a dharna led by the Chief Minister Arvind Kejriwal has indeed shaken up the nation. Instead of judging and delivering a verdict on this so called ‘anarchism’, I stress upon something else here. The inherent racism prevalent in the mindset of our people actually found a shameless outlet through the antics of the new law minister of Delhi. The minister’s actions and words only reflect the mindset of the people of the concerned neighbourhood. His own words confirm that he was acting upon their complaints. This particular neighbourhood again reflects the mindset of any middle class neighbourhood in Delhi.

For the sake of Form

The Aam Admi Party it seems has now decided to hit back at critics by uploading videos on Youtube to defend the controversial actions of Somnath Bharti, its Law Minister in Delhi done purportedly ‘in public interest’. Bharti has been chastised even by AAP supporters for his vigilantism and for trying to force the Delhi police to raid the house of suspected sex and drug racketeers and who in fact ‘helped’, along with his followers to catch two of the fleeing women.

Eight videos have been uploaded. They, according to the party contain incriminating evidence to prove that sex and drug racketeers were very much active in that area. Reporting the videos The Times of India says “… some of the scenes are not so easy to judge. Two clips show an African national walking around naked in the area. In another, three women in a car are rubbing some substance in their hands. Yet another shows several condoms lying about a car.” .

We do indeed see an African national moving around naked in the video. This is supposed to prove the allegation by the party that drugs are being used as according to one AAP worker “Walking around naked like this is an after-effect of drugs and this is a regular occurrence in the area”. You can also see for yourself condoms lying in the car. Do you need any more evidence to prove that the occupants of the car were indeed prostitutes carrying condoms with them and luring men to indulge in sex? The Politics of Raid Governance – Aam Aurat v. Khas Aurat: Pratiksha Baxi

Following the terrible gang-rape of a Danish woman in Delhi, Chief Minister Mr Kejriwal castigating the police for dereliction of duty pronounced his theory about how rape tendencies form. We are told that rape tendencies flow from drug and sex rackets; and when police corruption sustains these rackets, rates of gangrape are bound to escalate. Rape in this formulation is not an expression of sexualized power or preferred and targetted male violence against women. Rather it is linked to a series of vices located in certain geographies, circuits, substances and bodies, which produce a specific form of sexual venality. And, the technique of “raid” is a privileged form of sexual governance.

To sustain the technique of raid (or sting operations) as the privileged form of governance to stem sexual violence, a certificatory genealogy is instituted. A leader of AAP recites his gender credentials by tracing raid governance to the “damini” protests and experiences of state violence during these anti–rape protests. Mallika Sarabhai’s gender credentials are now interrogated by citing her purported absence from the “damini” protests. Some of us who did not experience police violence during the protests are now vulnerable to the charge of faking our commitment to the anti–rape movement, since certification comes from one kind of participation in the “damini” protests. However, can the badge of being invested in the kind of transformative politics required to challenge rape culture be so easily earned? When men participate in anti–rape protests, we are expected to applaud them and not feel offended when they deride women like Mallika Sarabhai who risked their being to speak against rightist manifestations of sexual impunity and immunity in Gujarat. पिछले कुछ समय से नागार्जुन और हरिशंकर परसाई की याद बेइंतहा सता रही है: भारतीय राजनीति के इस दौर का वर्णन करने के लिए हमें उनकी कलम की ज़रूरत थी !

क्रान्ति सतत चलने वाली प्रक्रिया है और असली विद्रोही वह है जो छह महीने बाद अपनी कुर्सी खुद उलट दे. आम आदमी पार्टी और दिल्ली सरकार के मुखिया ने केंद्र सरकार के खिलाफ़ बगावत की शुरुआत की,तो ऐसा ही लगा. दिल्ली के केंद्र में रेल भवन के पास दिल्ली की पूरी सरकार  अपने समर्थकों के साथ दस दिनों के धरने पर बैठ गए. उन्होंने धमकी दी कि वे राजपथ को लाखों लोगों से पाट देंगे और केंद्र सरकार की नींद हराम कर देंगे.किसान और सैनिक जब मिल जाएं तो क्रांति शुरू हो जाती है. इसकी पैरोडी करते हुए अरविंद ने दिल्ली के पुलिसवालों को वर्दी उतार कर धरने पर शामिल होने का आह्वान किया. कुछ लोगों को जयप्रकाश नारायण की याद आ गई. एक साथ लेनिन, लोहिया,क्रोपाटकिन और जयप्रकाश का तेज अरविंद केजरीवाल के रूप में पुंजीभूत हुआ. गांधी का आभा वलय अन्ना हजारे से हट कर अरविंद के माथे के पीछे पीछे तो तब ही लग गया था जब उनका भरपूर इस्तेमाल कर ठिकाने लगा दिया गया. क्या यह 2014 का भारतीय तहरीर चौक होने जा रहा है?

दिल्ली के मुख्य मंत्री ने एक बार फिर  आज़ादी की  नई लड़ाई की घोषणा की.यह दृश्य क्रांतिकारियों,समाजवादियों,अराजकतावादियों, सबके के लिए एक पुराने सपने के  पूरा होने जैसा ही था. एक पुरानी, दबी हुई इच्छा के पूरा होने का क्षण!यह आज़ादी झूठी है वाले नारे , वंदे मातरम और भारत माता का जयकार से रोमांचित होने का सुख!! Skin Deep – Narratives of Racism in Delhi University: Aashima Saberwal Bonojit Hussain Devika Narayan

Aashima Saberwal, Bonojit Hussain and Devika Narayan are activists associated with New Socialist Initiative (NSI). This article was published in the November 2010 issue of CRiTIQUE, an irregular magazine brought out by the New Socialist Initiative (NSI) – Delhi University Chapter. 

Kevin is from Kenya. He studies at the faculty of Law. We ask him whether he likes India (he doesn’t) and about the kinds of challenges he faces. He shrugs and shakes his head “I have don’t face any discrimination” He often repeats this sentence at various points of the discussion. After he tells us about shopkeepers who refuse to sell him milk or before narrating how not a single shop at Patel Chest area was willing to type his assignment. “When you go to buy things from a shop they refuse to sell. If you ask for milk they say ‘no milk’ but you can see the Indians buying milk.” Later he tells us a similar story “My mobile phone was stolen. For one week I was thinking how to get a new one. The shops here don’t sell to Africans.” Kevin doesn’t think much of these experiences and dismisses them as insignificant, the ordinary trials of living in a foreign country. A woman on the road provokes a dog, provoking it to bite him, which it does. At Hans Charitable Trust Hospital they ask him for 10,000 rupees for the anti-rabbis injection. This is a service which is provided free of cost, however the small print reads ‘unless you are black’. Our interviews starkly shows that this particular subtext is present everywhere. We don’t realize that for the most mundane of daily activities (like buying milk) there are conditions that apply. The condition that you are not black.

These interviews give us a glimpse of how these students experience classrooms, hostels, streets, the metro and other public spaces. “What does kala bandar mean?” Boniface asks. They point. They laugh. They don’t like sitting next to you in the metro. What must it feel like to enter a strange foreign country where people across the board categorise you as sub-human? Strangers call you black monkey. “When I go back from college to hostel people on the streets keep laughing and staring. It is humiliating” Boniface says.

When I first read the Myth of Sappho, I was reasonably troubled that a famed Greek poetess would jump off the Leucadian cliffs for love of Phaon, a deeply flawed man. Why would a woman like Sappho kill herself over unrequited love? Did she not realise that she deserved better than the love of a loathsome man? Rationality dictates that no life is worth giving up for another. But the prudent pragmatist in me would beg another version, a rethinking. It was not unrequited love that made Sappho’s leap – a mainstay of our myth – it was something else. It was a comforting misogynistic tale attached as an afterthought, many hundred years after her death. First it suggested that a “woman” who had dared to trespass, and be different had to be mad all along. Second, the subversives always had to be reclaimed. Political rebels, internal subversives and non ideal types had to be tamed or done away with. In Shakespeare’s Taming of the Shrew, a man “acquires” a headstrong woman as his bride. Minus the comedic sub-plots and slapstick humour, the bare bones of the story include “notoriously aggressive” Katherine and her “tamer” husband Petruchio. But Katherine is neither aggressive nor notorious, she wears her indescribable naivety and sheer straightforwardness with the innocent integrity of a woman who is comfortable in her skin. This sits uncomfortably with the author, readers and commentators. Later Petruchio drags Katherine away from her own wedding celebrations, insisting she is his “chattel”, he deprives her of food and sleep until she learns to bend her will to his entirely. Some have argued that Katherine subverts patriarchy by acting like a submissive wife, manipulating Petruchio to her ends. Whatever interpretation you choose to favor, the fact remains that the woman had to be tamed, she had to manifestly re-fashion her self to comply with the new set of realities. To win she had to transform herself into something else, someone she is not.

Why I joined AAP and Quit the CPI: Kamal Mitra Chenoy

I first became conscious of politics as a student of economics in Kirorimal College, Delhi University in 1969 when I was elected to the students union executive committee. The same year I was persuaded by a senior to stand for the Delhi University Students Union’s Supreme Council. The latter body elected the DUSU office bearers. These were heady days with some of the leading pro- Naxalites students, students like Avdesh Sinha, who later became a highly respected IAS officer, and Rabindra Ray now a sociology professor in Delhi University. Another leading star who has written on his experiences was Dilip Simeon. I also became Left but did not agree with armed struggle. At this stage I watched the mainstream Left parties and along with Marxist texts read some Left Party pamphlets.

However, a deeper and much more expansive debate was snowballing where I joined in JNU in 1972. Prakash Karat who had earlier written a thought provoking book on the nationality and language question in India was widely respected as a political leader of the JNU students and a formidable theorist. In 1973, the Student Federation of India and the All India Students Federation of which I was the unit secretary aligned for the first time after the split in the communist movement in 1964. We called the alliance progressive democratic front. The bizarre drama yesterday, involving one of the Aam Aadmi Party ministers, Somnath Bharti, should make the AAP leadership sit up and think. Here is a brief extract from a report:

Less than 24 hours after he led a midnight raid and tried to bully police into arresting some “Nigerians or Ugandans” who he alleged were members of “a prostitution-and-drug ring”, Delhi Law Minister Somnath Bharti returned to the very spot on Thursday and asked residents to draw up a list of houses where “such people” live and said he would personally check each one.

The minister got embroiled in a full-scale confrontation with the ACP, BS Jakhar, who insisted, correctly that the police were not legally empowered to do this. According to the same report, Jakhar said, “The minister told me that the women inside are part of a drug racket and that we should conduct a raid in all houses in the area. I told him that the law does not permit us to barge into someone’s house, so late in the night, without a search warrant.” But to not effect. Surrounded by lush green hills, Shillong, the capital city of Meghalaya is widely known for its salubrious climate and natural beauty. As one of oldest hill stations of the sub-continent, Shillong was chosen – after the failure of the British administrators and soldiers to continue operating out of Cherrapunjee – to house the headquarters of the colonial government including the Sylhet Light Infantry in 1864. Following the creation of Assam as a Chief Commissioner’s province (carved out of the Bengal Presidency) in 1874, Shillong, a small town then, was declared its capital. Shillong scored over others in that part of the empire, among others, due to two important factors. First, its climate and second, the town being best suited to serve the colonial administrative, commercial and strategic interests.

As a result of the reorganised political geography of the region substantial number of European, Assamese and Bengali officers and clerks of the colonial bureaucracy lived and settled in Shillong. And so did a large number of tea planters of Assamese and European origins, Nepali staff of the colonial army, Marwari entrepreneurs and, so forth. Indeed, the quaint hill town, which was essentially populated by the Khasi tribe, acquired by the turn of the twentieth century a vibrant, cosmopolitan character which stood substantively (and perhaps best) reflected in the organisation of its cultural space. Shillong’s spirit of cosmopolitanism, as its socio-cultural history shows, was deeply embedded in the ideology of the recognition (and not mere political management) of cultural difference. Why I’ll Wait for Aan Allaatha Party in Kerala

The discussions about the concrete shape the AAP will take in Kerala have begun to heat up here. Two suggestions appear to be equally strong at the moment. One, the apparent interest taken by VS Achutanandan and his supporters as well as groups that have broken away from the CPM and possess some electoral clout, like the RMP, have been read as a beginning. The second indication is from news that public intellectuals like Sarah Joseph, who have a long history of struggle in and within Kerala’s largely leftist oppositional civil society, are joining the AAP Kerala. There is also some fear that the fledgling party will be choked by middle-class college lecturers and others who are angry about Kerala being ‘too politicized’ and who would read AAP as essentially politics in the service of anti-politics. A fourth prominent group is of sceptics who ask if the AAP is doing anything more or different from the militant welfarism of the left in Kerala in the mid-20th century decades.
