Dear Boys and Girls,

For many months I was your teacher in Mumbai and Bangalore. Most of you came from Kerala. Some among your parents were fishermen. I remember the sacrifices of your relatives who had hopes for your future, who worked hard to help you achieve degrees in nursing or Italian. I remember that Italy and Europe represented for you a potential turning point in your lives and careers. I also remember that Italian propositions cause many problems for you, as does for many students. To introduce yourself, you would say “Sono nato a Kerala” [I was born at Kerala]. But, as I explained to you, the grammar rule foresees the use of the preposition “in [in Italian] + name of State” and “a [in Italian] + name of city”. So, one would say, “Sono nato a Roma” [I was born in Rome]. Given that Kerala is a State (to be clear, India is a confederation of States, like the US) one has to say “Sono nato in Kerala, a Trivandrum” [I was born in Trivandrum, Kerala,], as one would say “Sono nato in Colorado, a Boulder”  [I was born in Boulder, Colorado].

Delhi chief minister Mr. Kejriwal’s claim that “khaps serve a cultural purpose” reproduces some popular myths about culture and caste. These myths predate AAP and have been put into place over the last few years by official and expert statements in public discourse such that they are now part of a “commonsense” of worldviews about caste and culture.

Adivasi-yagna, The Great Sacrifice – Tribal Communities for ‘Greater’ Hyderabad? R Uma Maheshwari

The Andhra Pradesh ministers are fighting like the hooligans they show in Telugu films (one is reminded, in particular, of an old Telugu film aptly named Assembly Rowdy). The fight is all over, and about, investments in Hyderabad and elsewhere. As it is about money. The Parliament fight is with pepper sprays and knives. Back there, on the ground, in tribal villages in AP (yet to be declared as either Seemandhra or Telangana), absolutely unarmed Koyas, Kondareddis, and a few other tribal communities are opposing the construction of the Polavaram dam. And have been marking their protests with dharnas, rasta rooks and burning of effigies of leaders of all political parties. The former have some plum real estate and business interests to protect; the latter have their everything to fight for – homes, land and histories. Not for a while, in the entire debate and fighting over the state of either unification or creation of Telangana have any of these picketers in the Parliament have sought the opinions of the tribal people whose land is today a battleground for investment. One has no qualms of using the peculiar Sanskritic terminology, in the Vedic sense of sacrificial rituals, conducted by the wealthy and upper castes for their benefits, in the name of the ‘common good’. A Former Chief Minister of the state of Andhra Pradesh, YSR, too, used the same Sanskritic term (in spite of his being a Christian) for the irrigation projects (or contractor businesses) he initiated (86 nos.) under jalayagam.  Today the sacrificial ritual continues, and it is a human sacrifice, of more than three hundred thousand tribal people (as it is the sacrifice of animals and birds and every visible or invisible organism), in return for the illusory real-estate-driven world called ‘Greater’ Hyderabad; what if it is going to be a “joint capital for ten years” (and who has seen what the world will look like after ten years, any way? Racism and the NE – Exclusion and prejudice: Arjun Rajkhowa

I read with interest Lawrence Liang and Golan Nauluk’s piece in The Hindu (4 February 2014, ‘Cultural ignorance and prejudice’). They rightly point out the various gaps and fissures in our understanding of racism and its impact on those whose identities are often placed outside the “rubric of Indian nationhood”. They also suggest, insightfully, that the “complicated history of the northeast with its various self-determination movements and armed struggles requires a slightly different imagination of multicultural citizenship”.

Using this as a point of departure, I’d like to discuss another dimension of the “cultural difference” they foreground in their piece – the manner in which Indian nationhood is constructed in the northeast. Manifold exclusionary tendencies manifest themselves in northeastern politics and, for someone who is from the region, it is impossible to disentangle these from current discussions on racism. While it is important to interrogate the existence of prejudicial attitudes towards northeasterners in a city like Delhi, such questioning cannot be extricated from the larger context of the conceptualization of nationhood and identity within the northeast, for the two are closely imbricated issues.

Open Letter to AAP and the Public on Continuing Racism in Khirkee Village: Aastha Chauhan, Malini Kochupillai & Friends

Dear Mr. Arvind Kejriwal, Mr.Yogendra Yadav and Aatishi Marlena,

Being witness to the events occuring in Khirkee this past month, we, a group of artists, architects, activists and local residents have felt  the need to frame an open letter addressed to your party, the AAP & the public. The media-frenzy associated with these events has been accompanied by the usual kind of misinformation and hyperbole. However, in the ensuing noise, the real stories of the underlying racism that afflicts our society and the negative repercussions of the raid on the African residents of the neighborhood, have been lost.  We hope this letter will clarify some facts and put across a few of our concerns.

Our intention is not to encourage confrontation, it is to propose solutions. Delhi is a tough place for all immigrants alike, how will we make this a more inclusive compassionate city? These are the larger questions. These were the issues we were hoping to tackle. Pulping Doniger Can Put Penguin in Peril

It was with great anger and sadness that many readers in India heard yesterday of Penguin Books India’s decision to enter into an out-of-court settlement with a group of busy-bodies led by one Dina Nath Batra of the so called ‘Shiksha Bachao Andolan’ (Save Education Movement) – one of the many poisonous heads of the RSS hydra – to recall and pulp all extant copies of Wendy Doniger’s “The Hindus: An Alternative History” (Penguin India, 2009).

Dina Nath Batra (infamous for leading the campaign that led to the withdrawal of A.K. Ramanujan’s essay on the Ramayana from the Delhi University syllabus) and others, through their advocate, one Monika Arora, had filed a suit in a Saket, New Delhi against Wendy Doniger (whom they address, as ‘You, Noticee’) and Penguin Books on the grounds that Doniger’s book offends their religious sentiments. Dear Sirs,
We are a group of students, alumni, faculty and staff of the Indian Institutes of Technology, collectively expressing our shock and disappointment at the Supreme Court’s decision to reinstate Section 377 of the Indian Penal Code. Section 377 is a British-era statute that outlaws “carnal intercourse against the order of nature” and includes within its ambit intercourse among consenting adults of the same sex. We hold that this law violates the fundamental rights of privacy and autonomy accorded to all Indian citizens by its Constitution, and the rights to dignity, equality and due process of Lesbian, Gay, Bisexual, Transgender and Queer (LGBTQ) citizens. While we demand that the law be immediately modified to exclude all forms of sexual intercourse among consenting adults, we wish to reiterate that this is merely one step towards the goal of equal membership in Indian society for everyone, regardless of sexuality and gender identity. A tree with deep roots, if uprooted and planted in alien soil, might live but often sans its vigour. The same can be said for refugees. A couple of weeks ago, along with a bunch of my classmates, I visited the refugee camp of Burmese Rohingya Muslims at Kalindi Kunj in the vicinity of our university campus. The visit was part of an initiative to help them with old winter clothing after hearing about the unliveable conditions of the camp.

The Rohingyas, an ethnic group hailing from Myanmar (Burma), chiefly from its Rakhine (Arakan) State, happen to be one of the most oppressed people in the Asian sub-continent.

Racist villagers versus hapless Africans and other simplistic binaries

The residents of Khirki are angry. They say they have been misrepresented, their grievances are not being given a patient hearing because the rest of us are doing politics over them. Nobody even wants to hear that they could have a case, that the story could be about more than just skin colour. Kafila and Times Now alike will tell you they are a bad, racist, evil lynch mob who deserve to be disenfranchised.

Even if that is what they are, will the summary dismissal of what they are saying be of help in resolving the situation? Forget the debates about the Aam Aadmi Party. As their elected representative, Somnath Bharti with all his vigilante zeal was doing what representative democracy makes representatives do. The people were making their voice heard through their elected representative. But we don’t want to hear their voice. If we did, we’d realise what the area needs is dialogue and understanding. All the problems with Africans and others in a 14th century ‘urban village’ next to 21st century shopping malls need a conversation that won’t come if we don’t want to appreciate the complexity of a social situation. By refusing to do so, we are being as unhelpful as the vigilantism of Somnath Bharti.

But at least we are thinking about Khirki. As for Sagarpur, where on earth is that?

These last few days, you have been fed one-sided angst by a media eager to help Narendra Modi overcome the pro-AAP mood, by pre-ideological leftists eager to bring down the AAP house so that Narendra Modi can come to power and they can do proper full-time chest-beating over fascism, by big industry already unhappy to see the AAP government move against Walmart. Is there a bigger picture?

Instead of judging and delivering a verdict on this so called ‘anarchism’, I stress upon something else here. The inherent racism prevalent in the mindset of our people actually found a shameless outlet through the antics of the new law minister of Delhi. The minister’s actions and words only reflect the mindset of the people of the concerned neighbourhood. His own words confirm that he was acting upon their complaints. This particular neighbourhood again reflects the mindset of any middle class neighbourhood in Delhi.

Letter to Arvind Kejriwal: Women against Sexual Violence and State Repression

Women against Sexual Violence and State Repression condemns the racial profiling, sexual violence and vigilantism by AAP against Ugandan women.

Women Against Sexual Violence and State Repression (WSS) is a network of women’s rights, Dalit rights, human rights and civil liberties organizations and individuals across India. It is a non-funded grassroots effort by women to stem the violence being perpetrated upon our bodies and on our societies by the State’s forces, by non-state actors and by the inability of our government to resolve conflict in a meaningful, sustainable and effective manner.

Women against Sexual Violence and State Repression strongly condemns the illegal raid conducted by the AAP cabinet law minister, Somnath Bharti and his mob of supporters, on the premises of the Ugandan women on 17th January 2014 residing in Khidki village, New Delhi.

One media report states that four women who were kept in a taxi for 3 hours were accused of conducting ‘drug rackets’ and ‘sex rackets’; and were terrorized by your cabinet minister and his mob. The women, who were eventually helped by the police, have registered their statements. Climate, Culture, Cosmopolitanism – Notes from Shillong: Nabanipa Bhattacharjee

Surrounded by lush green hills, Shillong, the capital city of Meghalaya is widely known for its salubrious climate and natural beauty. As one of oldest hill stations of the sub-continent, Shillong was chosen – after the failure of the British administrators and soldiers to continue operating out of Cherrapunjee – to house the headquarters of the colonial government including the Sylhet Light Infantry in 1864. Following the creation of Assam as a Chief Commissioner’s province (carved out of the Bengal Presidency) in 1874, Shillong, a small town then, was declared its capital. Shillong scored over others in that part of the empire, among others, due to two important factors. First, its climate and second, the town being best suited to serve the colonial administrative, commercial and strategic interests.

As a result of the reorganised political geography of the region substantial number of European, Assamese and Bengali officers and clerks of the colonial bureaucracy lived and settled in Shillong. And so did a large number of tea planters of Assamese and European origins, Nepali staff of the colonial army, Marwari entrepreneurs and, so forth. Indeed, the quaint hill town, which was essentially populated by the Khasi tribe, acquired by the turn of the twentieth century a vibrant, cosmopolitan character which stood substantively (and perhaps best) reflected in the organisation of its cultural space. Shillong’s spirit of cosmopolitanism, as its socio-cultural history shows, was deeply embedded in the ideology of the recognition (and not mere political management) of cultural difference. Why I’ll Wait for Aan Allaatha Party in Kerala

The discussions about the concrete shape the AAP will take in Kerala have begun to heat up here. Two suggestions appear to be equally strong at the moment. One, the apparent interest taken by VS Achutanandan and his supporters as well as groups that have broken away from the CPM and possess some electoral clout, like the RMP, have been read as a beginning. The second indication is from news that public intellectuals like Sarah Joseph, who have a long history of struggle in and within Kerala’s largely leftist oppositional civil society, are joining the AAP Kerala. There is also some fear that the fledgling party will be choked by middle-class college lecturers and others who are angry about Kerala being ‘too politicized’ and who would read AAP as essentially politics in the service of anti-politics. A fourth prominent group is of sceptics who ask if the AAP is doing anything more or different from the militant welfarism of the left in Kerala in the mid-20th century decades. This is a photograph which appeared in the ‘Nagaram’ pullout on city affairs of the Mathrubhumi newspaper (Trivandrum edition,8 January 2014, p. III). The caption to the original photograph reads: ‘A man in Adivasi woman’s dress during the Secretariat March conducted by the Highrange Samrakshana Samithi and other farmer organizations’. The Highrange samrakshana Samity led by the Syro-Malabar Catholic Church, as is well-known, has monopolized the identity of ‘farmer’ in the hill districts and has been leading the protest against the implementation of the Gadgil Report and the Kasturirangan Report. Their rhetoric of helplessness in the face of state onslaught often leaves us blind to their history of ruthless exploitation and near-enslavement of adivasi people in these areas.No, they have never been helpless, and they never will be — the most powerful sections of civil and political societies in Kerala are on their side, as always. Beating AAP with the Kashmir stick

When Prashant Bhushan first made his remarks supporting a referendum in Kashmir to decide whether Kashmir will stay in India, a hooligan had gone to his office and slapped him. The Aam Aadmi Party made it clear that these were Bhushan’s personal views and were not endorsed by the AAP, but the stick was too good to ignore. At a loss of words to see the rise of the AAP, somewhat dimming the euphoria over the rising fortunes of Narendra Modi, the BJP has gone on and on over Bhushan’s views on Kashmir. Even when the AAP was proving its majority on the floor of the house, the leader of the opposition, Harsh Vardhan, made Prashant Bhushan’s personal views out be somewhat of a national security threat to India. Just saying that a people should be allowed to decide their fate is anti-national because we know that making such an allowance would bring results we’d rather not see. Enumerative Practices of the Indian State and the Disabled: Avinash Shahi

The 2011 Census release on disabled population in India is shocking, exposing the fallacious methodology and technique used by census enumerators while counting the disabled population in the country. According to census figures, the population of disabled people has gone up to 26.8 million in 2011. In the last decade the numbers have increased just below six million from 21.9 million in 2001. Surprisingly, these low numbers follow the collaboration between the Census Commission, NCPEPD and Diversity and Equal Opportunity Centre (DEOC) for sensitizing, and imparting training to census master trainers.

The idea was to frame questions on disability and include these in the Census questionnaire. Nonetheless, millions have yet again been rendered invisible.  In 2001, the Census Commission collected data on five categories of disability among different disabled groups, and found that visual disability emerged as the top category at 48.5%. The other disabilities population enumerated by the census were as follows in descending order: In movement (27.9%), Mental (10.3%), in speech (7.5%), and in hearing (5.8%). In contrast, the 2011 Census initial release percentage among different disabled categories has changed drastically. National Interest and the Aam Aadmi: Abhijit Dutta

Yesterday, Delhi Chief Minister and Common Man-in-Chief of the AAP, Arvind Kejriwal, declared that “We don’t agree with what Prashant Bhushan said about Kashmir, it’s his personal view. Whatever the Army wants to do regarding the deployment, there is no question of a referendum on it. We do not support Prashant Bhushan’s statement.”

Bhushan’s comments, made on NDTV’s ‘We The People’ show, which, in a matter of happy coincidence happens to be the Constitutional term for Aam Aadmi, was simply this: wishes of the people of Kashmir be taken into account while determining whether the Army was needed for internal security or not. Unreasonably, and with shattering common sense, Bhushan had argued that if the Armed Forces deployed within Kashmir (as opposed to the border areas) were meant to protect the general Kashmiri population, might it not be a good idea to ask that population whether they wanted the protection or not. Why I prefer the company of homophobic people: Anonymous

It may be a strange thing for a gay man to say, but I welcome the Supreme Court judgement re-criminalising the sexual acts I feel naturally inclined to engage in.

As someone who chooses to admit to his sexuality only before other gay men, and that too very selectively, you could call me closeted. Which means that I don’t feel as unfortunate as the ‘out’ lot which feels as though Indian law is asking it to go back into the closet.

I personally welcome the Supreme Court judgement because it will drill some sense of reality into my straight liberal friends who keep pestering, taunting, hinting, trying to make me say, ‘I am gay’. They will realise that there’s enough homophobia out there, enough of it for the Indian Supreme Court, considered a liberal institution, to re-criminalise ‘unnatural sex’. In 1965-66, Indonesia killed one million people it suspected were ‘communists’. Others who became victims of this cleansing were ethnic Chinese. An American filmmaker, Joshua Oppenheimer, goes to Indonesia and bumps into a man, Anwar Congo, who himself killed a thousand people. He and his friends, who were part of the extermination of real or imagined communists, happily boast about what they did and describe it in detail. Oppenheimer tells them that they should make a feature film reenacting what happened. Oppenheimer then makes a documentary about these people making a film about what they did.

The Act of Killing released last year but the world is still talking about it. When you watch it, you can scarcely believe what you see. Anwar Congo shows us how he perfected a method of killing that would produce the least blood. He wraps a steel wire around the victim’s neck, ties the wire to a pole and pulls it from the other end. He then watches how the video looks on television and says he shouldn’t be smiling, his face should look cruel, he shouldn’t be wearing white pants.
