Over the past two months the Delhi Police has arrested Jamia students Safoora Zargar, Meeran Haider, Asif Iqbal Tanha, JNU students Natasha Narwal and Devangana Kalita along with activists Ishrat Jahan, Khalid Saifi, Gulfisha Fatima, Sharjeel Imam and hundreds of other Muslim youth. Some among them have been booked under the amended UAPA as a means of punishing the widespread protests against the CAA-NRC that emerged across the country in December last year. Most recently AMU students Farhan Zuberi and Ravish Ali Khan have been arrested by the UP police for participating in the anti-CAA protests. It is clear that the spate of arrests are far from over and new names of democratic activists are likely to be added to this already long list. Meanwhile those openly advocating violence against peaceful protesters such as Kapil Mishra, Parvesh Verma and Anurag Thakur have gone scot-free. Over one thousand women write to Chief Ministers opposing NPR

Given that the updation of the National Population Register (NPR) is scheduled to begin from April 1, 2020 along with house listing for the Census of India 2021, women rights activists released a letter at Delhi’s Press Club on March 17, 2020, that was sent to every Chief
Minister in the country by over one thousand individual signatories and 18 organizations. The signatories include activists, writers,
academics, lawyers, doctors, farmers, professionals, anganwadi workers and women from all walks of life from more than 20 states.

LETTER TO CMs from Women’s* Groups and individuals_

Dear Chief Minister,

 *Subject: NPR PRESENTS A CLEAR DANGER TO WOMEN.*
*DE-LINK NPR FROM CENSUS HOUSE LISTING.*

  1. *We write to you as Indian women [1] who are opposed to the proposed National Population Register (NPR) [2]*. Women constitute nearly 50% of India’s population, and this opposition is based on clear evidence from our own lives.
  2. Section 14 A of the Citizenship Act, the accompanying 2003 Rules, and official reports of the Ministry of Home Affairs, all provide for using NPR data to compile the National Register of Indian Citizens (NRIC). The NRIC will be prepared by local registrars scrutinizing information of individuals in the Population Register and marking people as ‘Doubtful Citizens’.

Not Just Doreswamy, India’s Idea of Independence is Being Debased

The saffron brigade’s ever-readiness to stigmatise people holding differing opinions and dissenting voices reached a new low recently.

Perhaps it was the saddest day in post-independence India when a Karnataka BJP legislator hurled abuses of being a ‘Pak agent’ and ‘fake freedom-fighter at 102-year-old freedom fighter, H Doreswamy.

Sadly, not many outside the state would know that Harohalli Srinivasaiah Doreswamy, born on 10 April 1918 in the former princely state of Mysore, was first jailed in 1942 during the Quit India movement. He was associated with a group involved in making bombs and spent 14 months behind bars. After his release he continued with his mission and following Independence chose to work with slum-dwellers, the homeless and poor landless farmers, cobblers and porters. He kept himself aloof from holding political power.

In 1975, he challenged then prime minister Indira Gandhi when Emergency was declared, civil liberties were suspended and again faced jail under the draconian Defence of India Regulations Act. Despite old age, his enthusiasm for public causes remains undiminished. One issue closest to his heart remains getting the poor and the landless right to land.

Of late, he has been a prominent figure at protests against the controversial Citizenship Amendment Act (CAA) and has been openly critical of the BJP-led central government’s policies.

The BJP legislator under question is Basangouda Patil Yatnal. When the issue was raised in the Karnataka Assembly, forget issuing an unconditional apology, Yatnal remained adamant. Not just that. He got the support of many of his colleagues. It would be asking too much for the government to take action; a reprimand or case against the legislator for his comments, though they violate the Constitution which considers disrespect to freedom movement a “violation of our fundamental duties”.

Adopted  at the Convention of writers, artists, cultural activists, scientists and various associations such as Indian Cultural Forum, Janwadi Lekhak Sangh, Progressive Writers Association , Jan Sanskriti Manch, Dalit Lekhak Sangh, New Socialist Initiative, Jana Natya Manch, Delhi Science Forum, Janasamskriti (Malayalam), Vikalp, Cinema of Resistance, All India Peoples Science Network

We, at this  Convention of writers, artists, cultural activists, scientists and various associations express our deep concern over recent violence and communal genocide in Delhi.

We understand that this tragic situation is a direct outcome of the communal design and divisive politicsof CAA-NPR-NRC. The silver lining is that the common people of Delhi remained united in their fight against this outrage.  This convention reiterates that only by this unity and  mutual trust and cooperation  that the CAA-NPR-NRC design can be defeated.

We, at this  Convention of writers, artists, scientists, cultural activists and various associations declare our solidarity with the on-going non-violent movement against the draconian CAA  (Citizenship Amendment Act. 2019 ), proposed new format of NPR ( National Population Register) and the proposed NRC (National Register of Citizens) . The 114th birth anniversary of Madhav Sadashiv Golwalkar went unnoticed. Barring a stray article by a second-rung leader of the saffron party in a national daily, none from the top hierarchy deemed it even necessary to remember the second chief of the Rashtriya Swayamsevak Sangh (RSS) who followed the organisation’s founder, KB Hedgewar.

Interestingly, while Twitter-savvy Prime Minister Narendra Modi found time to tweet about his litti chokha conquest at Hunar Haat in Delhi, there was not a single line about Golwalkar on his timeline that day. It appeared a bit strange because in his book titled ‘Jyotipunj’ on the “greatest social workers” who “burnt their lives to glow the Motherland”, Modi had devoted forty pages to Golwalkar. “The life of Golwalkar Guruji is a fine example of dedication. Guruji, possessed all those qualities which are expected of an individual who lives for his goal—patience, determination, perseverance,” he wrote.

Was Modi’s or his senior colleagues’ silence inadvertent, or deliberate?

Why Pakistan’s Islamists Don’t Want India’s CAA Repealed

Of all reasons to oppose CAA, NPR and NRC, most worrying is the Islamists across the borders feeling enthused.

Seattle City Council, one of the most powerful city councils in the United States, recently made history. It became the world’s first elected body to pass a resolution asking the Indian government to repeal the CAA, stop the National Register of Citizens and uphold the Indian Constitution. It also sought ratification of United Nations treaties on refugees. The said resolution is being seen to be “leading the moral consensus in the global outcry against the CAA”.

Seattle is definitely not an exception.

Many concerned voices have spoken against the highly controversial discriminatory Citizenship Amendment Act (CAA) 2019, which excludes Muslims [and Jews] and enforces a selective citizenship criteria based on faith. This new law effectively reduces the status of millions of Muslims in India to illegal migrants. A similar resolution was tabled by members of the European Union Parliament last month. It stands postponed right now, but that will be a short reprieve, for the members have resolved to take it up again shortly.

For the first time in independent India’s history the Indian diaspora—which is normally projected as pro-Prime Minister Narendra Modi and which does participate in rallies in his support—has been protesting against the bill along with Indian students studying in the West. These protests have been going on for close to two months in different cities and towns in different cities in the West.

Couple this development with the resistance within the country spreading to new areas and broadening to include more sections of society, as people gradually wake up to the CAA’s grim portents. Definitely, there is growing discomfort against the Modi-Shah regime. Perhaps it is a sign of desperation that in order to legitimise this law the government has been peddling half-truths even in Parliament. Prime Minister Modi quoted selectively from the Nehru-Liaquat pact to buttress his case. He used the same Nehru-Bordoloi letter to defend the CAA, which his party had earlier used to slam the Congress. Gopinath Bordoloi was the first Chief Minister of Assam after Independence.

The National Coalition for Inclusive and Sustainable Urbanisation (NCU) unequivocally condemns the unconstitutional and anti-constitutional CAA-NPR-NRC being unilaterally imposed by the National Democratic Alliance (NDA) government. The NCU is a network of activists, researchers, urban practitioners, lawyers, informal sector workers, collectives and individuals who, for the past two years have been involved with issues of urban class and caste inequalities and is continually monitoring this acutely dangerous social condition in our cities. Therefore, are working for an alternative paradigm of urbanization. These inequalities are brought to light when basic rights such as the right to housing, participation in governance mechanisms, right to livelihood and most importantly, equal right to the city, are denied to the urban poor.

India has been going through tumultuous times. The massive inequities in Indian cities are best highlighted by a recent Oxfam report. Shockingly, just 63 billionaires have more money than the entire budget of the government of India. This disparity is mirrored in asset holdings in cities. The difference between the top 10 per cent and the bottom ten per cent is 50,000 times in Indian cities! This is further accentuated by the huge informality that exists in urban India-93 per cent.This exposes the extreme vulnerabilities faced by urban population. NPR and NRC – An Enigmatic Clarification

It was difficult to miss the smugness with which the Home Minister of India (HM) addressed a TV show he had orchestrated through one of the infamous godi (lapdog) media after the central cabinet had approved Rs 39.41 billion for updating the National Population Register (NPR) and Rs 85 billion for Census 2021 operations.The show was meant to dispel the misgivings about the link between NPR and the nationwide NRC—National Register of Indian Citizens (NRIC). In meetings across the country and within the Parliament, the HM had been proclaiming or rather threatening to carry out NRIC. However, his enigmatic statements did nothing to allay the grave fears people across India have about NPR, given the government’s obsession and resolve to identify what they call illegal residents. There is no doubt that instead of pressing concerns such as unemployment, alarming fall in per capita consumption and an extraordinary economic slump, of late the single-minded focus of the regime is on dividing the Indian people into different categories, branding, imprisoning and even throwing some out of India. It’s We the People, not we the Citizens, of India!

When the idea of citizenship is wielded like a deadly weapon to deprive people of basic rights rather than to empower them, it’s time to think about the basis of rights differently.  While in the Preamble to the Constitution, ‘we the people’ resolve to secure to all its ‘citizens’ justice, liberty, equality and fraternity; Article 14 of the Fundamental Rights ensures equality before the law to all “persons”, not only to citizens.

The people of a land precede the creation of “citizens”, and we the people of India must think seriously at this moment in our history, about how justice is to be secured to all persons, and whether citizenship is an emancipatory idea any longer.

Consider the revealing and tragic irony of one of the accused arrested for his alleged role in violence during protests against the Citizenship Amendment Act 2019 (CAA) , in East Delhi’s Seemapuri. Through his counsel, in a Delhi court, he claimed to be a juvenile, and to prove this, produced certificates from the madarsa at which he studies.

Delhi Police, however, claimed that these documents were insufficient to establish his age, and requested permission for a bone ossification test. The counsel of the accused argued that according to central government notifications, madarsa certificates are sufficient to prove age, but the Delhi court permitted police to carry out the ossification test.
