The Year That Was and the Challenge of 2014
This is a slightly modified version of the article ‘Winds of Change’, published in Economic and Political Weekly (28 December, 2013). As the year ends and we brace up for the big battle that lies ahead in the coming year, here are some reflections on matters that may have a bearing on that battle. Politics is undergoing a transformation, in India as elsewhere. But perhaps, more importantly, it is also what we have so far understood as politics, that is on the point of transformation. For over a century, social science disciplines have maintained a neat distinction between the political and the economic, between state and capital and so on. Marxism ostensibly challenged this false division – but only to assert that the real thing was ‘economics’; that politics was mere epi-phenomenon. But the story of capital was never an economic story alone. In diverse ways, movements in different parts of the world are about this forced division, and the destruction of politics that followed in actual life as economics became a domain of so-called iron laws and economic models began to determine the ways we were taught to see and understand politics. In the neoliberal 1990s and part of the 2000s, economic laws and the ‘needs’ of capital became sacrosanct – all politics was made to sing and dance to its tune. Only rank outsiders to this world could ask the emperor’s new clothes kind of questions. That is what seems to be happening. Till now, even those who saw that the emperor was naked, went on a maun vrata (vow of silence), fearing ridicule.
The dying old Kulin Brahmin in Goutam Ghose’s Bengali film Antarjali Jatra suddenly sprang to life on seeing his new attractive wife who had been married to him for the sole purpose of accompanying him in his life beyond as sati. Much like that character, the decrepit and ramshackle BJP seems to have suddenly sprung to life at the fantasy of power, having been out in the cold for almost a decade. And just as the young bride in the film was provided by another old impoverished Brahmin (his unmarried daughter), so an utterly impoverished Congress has provided the BJP with the most tantalizing possibility of what it might get in its life beyond.
How else do we explain the fact that the BJP after 2004, already in shambles with all its old leaders gone and its organization ridden with internal bickering and loss of direction, suddenly seems to have made such a comeback in the recent elections in five states? The ‘return of the BJP’ seems to be the overt message of the results of these elections. For there is certainly no doubt that in the past one year so, ever since the orchestrated rise of Narendra Modi in all-India level politics, the BJP’s fortunes too seem to have started turning. Feminists condemn the BJP lynch mob attack on Shoma Chaudhary
This is the text of the statement released yesterday condemning the attack on Shoma Chaudhary by a BJP mob led by Vijay Jolly.
We condemn the BJP lynch mob that attacked Tehelka managing Editor Shoma Chaudhuri’s house, physically jostling her at the entrance. Unsurprisingly, the BJP and right-wing forces in general have pounced upon the Tehelka sexual assault case to sweep attention away from the sexual crimes of their own Asaram Bapus and their Sahabs.
While Shoma Chaudhuri failed in her responsibility as an employer when approached by an employee complaining of sexual harassment within the organization, she is neither an accomplice nor an accessory to the crime of sexual assault of which the Tehelka Editor Tarun Tejpal is accused.
We also condemn the online harassment meted out to other women employees in Tehelka by the right wing brigade in the internet. Such harassment is only further evidence of the double standards of the right-wing forces who see this attack on the woman journalist as a political opportunity.
Sexual harassment and violence against women respects no political boundaries, and we are appalled that a party responsible for large scale violence against women should present itself as the saviour of women’s rights, and that, through a physical attack on a woman journalist. We recognize the distasteful political pre-election opportunism at work in these self-righteous stands by an ethically bankrupt party, and demand that Shoma Chaudhuri’s safety be assured by the state.

As India begins the countdown to the 2014 general elections, a new discourse has started taking shape around its minority populations. It is called the ‘what about 1984’ argument. The supporters of Narendra Modi in a bid to deflect attention from his role in 2002 pogrom usually throw 1984 at his critics. The critics have lately begun responding by placing 1984 pogrom in a less grave category in comparison to 2002. The difference we are told is the political ideology – Congress is inherently secular and 1984 an aberration whereas BJP is communal and 2002 symptomatic. This unfortunate comparison means that the ‘what about 1984’ argument has unintentionally turned 1984 pogrom into an exclusive Congress problem even when it sets out to call out Modi’s anti-minority stance. The role of Hindutava ideology has been airbrushed out of the history that led to 1984 pogrom as a consequence.

We seem to live in an age where paradoxes become parodic simplifications in the seemingly global race to support all manner of fascist majoritarian nationalisms. I recently saw a youtube video, where P.P. Hegde of the NaMo Brigade linked the meaning of Namo Namaha—the letting go of ego in meditation—to the image of a giant saffron-vested image of Narendra Modi.
Namo Namaha. Literally, not-me, not my ego-self. Linked to a giant PR machine promoting an individual, the face of Hindutva fascism, nothing but ego. The lack of an ironic sensibility in such campaigns is perhaps sadly characteristic of our time.
Similarly anti-conversion campaigns targeting Christians seem paradoxical and parodic in their demand for Acts of Religious Freedom which literally entail religious unfreedom. Recently, the BJP leader of Andhra Pradesh, Venkaiah Naidu stated that the ‘BJP will bring an anti-conversion law to ban religious conversions in the country if it is voted to power in 2014 General Elections’.

Communal Violence in Khirkiya, Harda, Madhya Pradesh: Report of a Fact Finding Team
Khirkiya, district Harda, witnessed communal violence on 19th September when Muslim majority residents of the area came under direct attack by a frenzied mob of activists of Hindutva formations. The immediate pretext for the attack was the death of a cow in the area, which was blamed on the Muslims.
A seven member team comprising of activists, journalists visited the area on 27th September, met the victims there and also met representatives of district administration.According to it the spontaneous sounding violence was pre-planned and was aimed at terrorising the minority community.It is part of the larger fascist agenda of RSS-BJP and meant to polarise people on religious lines before the elections. It felt that if the administration had shown spine the ensuing violence could have been avoided.

With the restless anxiety that he would spin at least half a new idea, that could induce some naive fence-sitters in Delhi, my city, to sign up behind his juggernaut along with the rest of his zombie horde.
Would his spin doctors have worked hard and tirelessly overnight to give their client a new teflon coating? Would his savvy advisers have given him a sharp new statistic to play with, an incontrovertible fact, a compelling argument that would persuade my fellow citizens? Professor UR Ananthamurthy, the highly respected Kannada writer, has been harshly attacked for expressing his considered opinion of Mr Narendra Modi, who is a prime ministerial candidate in the forthcoming elections. Some of these attacks have been made by leaders of the BJP, who have called Mr Ananthamurthy “undemocratic” for criticizing Mr Modi. *
Such attacks are not unusual; over the past decade, several Indian writers, artists, film-makers and ordinary citizens have been attacked and sometimes threatened by interest groups and political supporters from almost all of the country’s major parties, for acts of political criticism. All of us at the newly established PEN Delhi Centre would like to say that Mr Ananthamurthy does not stand alone, and nor do any members of the literary community who have faced threats for exercising their right to free expression. The buck should not stop with Meena Kumari
Let us recount some facts to understand the circumstances that led to the death of 23 children at a primary school at Gandaman, Chapra . First, some micro-facts :
- The primary school struck by the tragedy is a NAV SRJIT VIDYALAYA, a newly created school. In fact, it is a break away from an earlier existing middle school in the village.
- This school, if you care to call it by this name, is a single room structure with a floor full of potholes.
- There is neither a kitchen nor a facility to store the raw food-items in the school.
- There is no source of clean drinking water in the school. There is a hand pump there but you get hard water from it.
- Meena Kumari was NOT the headmistress of the school . She was only the teacher –in-charge of the school.
- The school has two women teachers including Meena Kumari. The other one was on maternity leave at the time of the incident. Meena Kumari was the only teacher left to look after more than 60 children, from class one to five who study there , a duty which includes teaching, supervising Mid-Day Meal (MDM) and other administrative duties. Can The Real Shyama Prasad Mukherjee Ever Stand Up?
It has been more than two years that A G Noorani’s important book ‘Article 370 : A Constitutional History of J and K’ (OUP, 2011, Pages 480) has hit the stands and has been able to clear many a confusions about the tumultuous era in post independence times pertaining to Jammu and Kashmir.
Basing himself on authentic documents, letters, memorandums, white papers, proclamations and amendments the author, a constitutional expert himself, has not only provided new insights about the period but has also tried to bring forth an important summary of the developments then and the role played by different stakeholders. While we have been witness to a process of erosion of the article 370 today, the book underscores the politics behind its erosion, which was negotiated between Prime ministers Jawaharlal Nehru and Sheikh Abdullah and had a stamp of approval from Sardar Patel and Shyama Prasad Mukherjee.
For the Bharatiya Janata Party (BJP), which daily invokes name of Shyama Prasad Mukherjee, founder of Bharatiya Jan Sangh – percursor to its present incarnation namely BJP – to oppose Article 370 which guarantees special status to Jammu and Kashmir – this exposure that the said Article had full approval from Mukherjee as well as then Home Minister Sardar Patel is nothing but blasphemous. India needs a third imagination
In a brilliant column in the The Indian Express, Pratap Bhanu Mehta (with whom I have much to disagree about reservations) calls the bluff of the “national” parties who want Indian voters to be wary of the ‘instability’ and impossibility of a third front coalition government. This argument, strangely posing itself in a nationalist tone, is unfortunately also bought by too many left-liberal intellectuals and activists who don’t want us to get out the non-choice of the BJP-Congress binary. Mehta writes:
Sometimes an ordered instability can be more productive than a comatose stability. It is said that a third front leadership is unlikely to have a national perspective. But the cringingly desperate way in which the leadership of the national parties have put their own survival above any principle makes you wonder what the charge of not having a national perspective is all about. The third front will make foreign policy hostage to regional interests. In a way, it already is. But the source of the problem is deeper. Even a supposedly national party like the BJP cannot get its act together on the enclaves agreement with Bangladesh. Why blame regional parties? The third front will be fiscally irresponsible. It is a risk, but no more than a risk with any political party. The Congress squandered the best of economic opportunities in a fiscally irresponsible way. It is something of an irony that the only Chidambaram budget described as a “dream budget” came under Deve Gowda. And many states have shown innovation in a kind of pro-business entrepreneurial capitalism and in social sector schemes. Many of the regional leaders who would make up the third front are autocrats. Indeed, many of them are. But that autocracy is more visible because the national parties can use the state structure in a very sophisticated way to further their ends. But they are articulate and engage with their constituents. In short, the constituents of the third front are as much India and Indian interests as anyone else. [Full article]
India needs a third imagination, and by constantly being told that it is not possible we are told not to imagine it. This is the argument of, as Mehta puts it, the ‘entrenched elites’, to save their privileges. The fear of the third front, of the ‘regional’, needs to be fought and defeated. We see this poverty of imagination thrown at us whether we’re talking of Nitish Kumar or Arvind Kejriwal or Mayawati by people who will do not think it necessary to subject the Congress and the BJP to similar scrutiny. This bias against the “regional” is remarkably shared amongst a lot of people across the ideological spectrum. Their bluff needs to be called.

Expressing confidence in the Indian Constitution and India’s Legal System he said ‘truth has prevailed’. Only a few days ago another court in UP had acquitted him of the first hate speech case. It may be added that when extracts of the speeches he had allegedly delivered during election campaign in 2009 had appeared in a section of the press, the then Mayawati government had promptly filed cases against him and ordered his arrest and had to spend some time behind bars before bail was ultimately granted to him then. Naveen Soorinje, a district reporter with the Kannada channel Kasturi Newz 24, was arrested by the Karnataka police on 7 November 2012 for the role he played in covering the 28 July 2012 attack by Hindutva vigilantes on innocent boys and girls who were celebrating a birthday at a homestay in Mangalore. In the two months that Naveen Soorinje has been in judicial custody in Mangalore, his mental and physical health has deteriorated drastically. Religion is, indeed, the self-consciousness and self-esteem of man who has either not yet won through to himself, or has already lost himself again.
