The Aam Aadmi Party was reluctant to include the issue of the rights of the LGBT people in its Delhi manifesto due to strategic reasons. Explaining the absence, the party officials said that conservative voters might turn away from the party if they find it supporting the LGBT cause. The LGBTs also seem to ‘understand’ the constraints of the poor party. The election meetings could have served as a wonderful platform had the party decided to talk to the people about this issue, telling them why it is important for us to ensure liberty to individuals to decide about their bodies. It would have been an educational exercise. Given the fact that people are ready to listen to this new party and its ideas, this reluctance on its part to take up this role says a lot not only about it, but also about the health of our polity.

The AAP candidate challenging Rahul Gandhi is harping on the bad condition of the roads of Amethi and lack of electricity there. One wonders whether Rahul Gandhi, in his response, would have the courage of a now-forgotten former Congressman. Abdul Ghafoor, once Chief Minister of Bihar, was campaigning in Siwan in a Parliamentary election. At a meeting, voters started complaining about the bad condition of roads and sanitation. He told them bluntly that he was there to seek their approval for his candidature for the membership of the Parliament and they should not waste their votes on him if they expected him to fix these problems. लोकतंत्र का अंतिम क्षण

कैमरा बार बार जा कर उसी क्षण पर टिकता था.मेरी बेटी ने विचलित होकर कहा, “चैनल बदल दो, अच्छा नहीं लग रहा.” लेकिन चैनल उस थप्पड़ की आवाज़ न सुना पाने की लाचारी की भरपाई उस दृश्य को दुहरा-दुहरा कर कर रहे थे. उन्हें सोलह साल की मेरी नवयुवती बेटी की तड़प क्योंकर सुनाई दे? चैनल बदलते अधीर दर्शक इस दृश्य से वंचित न रह जायें, इस चिंता के मारे उसे हथौड़े की तरह बार-बार बजाया गया.

यह हमला था. लेकिन हिंदी में हमला कहने पर हिंसा का बोध अधिक होता है,सो अखबारों ने ‘केजरी को थप्पड़’,‘पहले माला फिर थप्पड़’, ‘केजरीवाल को फिर थप्पड़’ जैसे शीर्षक लगाए. भाषा का अध्ययन करने वाले जानते हैं कि शब्दों के चयन के पीछे की मंशा उनका अर्थ तय करती है. ‘थप्पड़’ कहने से हिंसा की गंभीरता कम होती है और हिंसा के शिकार की कमजोरी ज़्यादा उजागर होती है. थप्पड़ से किसी की जान नहीं जाती, उसकी निष्कवचता अधिक प्रकट होती है. उसमें किसी योजना की जगह एक प्रकार की स्वतःस्फूर्तता का तत्व होता है. कहा जा सकता है कि थप्पड़ मारने वाले की मंशा सिर्फ नाराजगी का इजहार था.अंग्रेज़ी में भी ‘स्लैप’ शब्द का ही इस्तेमाल किया गया, यह भी लिखा गया, “केजरीवाल स्लैप्ड अगेन”. इसमें हमला करने वाले से ज़्यादा हमले के शिकार की ही गलती नज़र आती है, मानो उसे मार खाने की आदत सी पड़ गई हो. आदतन मार खाने वाला सहानुभूति की जगह हास्य का पात्र बन जाता है. डेमॉगॉग का वक्त

कुछ महीने पहले प्रतापभानु मेहता ने पूछा,’डेमॉगॉग को हिंदी में क्या कहेंगे?’ इतनी बार इस शब्द का प्रयोग किया है लेकिन इसका हिंदी प्रतिरूप खोजना सूझा नहीं। डेमॉगॉग कौन है बताया जा सकता है लेकिन क्या है,बताना इतना सरल नहीं।  तुरत दिमाग में लफ्फाज कौंधा लेकिन उसका रिश्ता वाचालता से अधिक है। फिर एक और शब्द की ओर ध्यान दिलाया मित्र  अरशद अजमल ने,शोलाबयानी। लगा कि यह अंगेज़ी के ‘रैबल राउज़र’ के काम के लिए अधिक उपयुक्त प्रतिरूप  है। फादर कामिल बुल्के के  और दूसरे शब्दकोशों में देखा तो पाया कि यह शब्द है ही नहीं। तो क्या फादर का कभी किसी डेमॉगॉग से पाला नहीं पड़ा था? मेरठ के एक निजी विश्वविद्यालय में भारत-पाकिस्तान के बीच हुए क्रिकेट मैच में पाकिस्तान की जीत पर कश्मीरी छात्रों की खुशी जाहिर करने पर स्थानीय छात्रों द्वारा उनकी पिटाई और तोड़-फोड़ के बाद तीन दिनों के लिए छियासठ छात्रों के  निलंबन (निष्कासन नहीं) और फिर ‘उनकी हिफाजत के लिए’ उन्हें उनके घर भेजने के विश्वविद्यालय के फैसले के बाद उन छात्रों पर राष्ट्रद्रोह की धाराएं लगाने से लेकर उन्हें वापस लेने तक और उसके बाद भी जो प्रतिक्रियाएं हुई हैं,वे राष्ट्रवादी नज़रिए मात्र की उपयोगिता को समझने के लिहाज से काफी शिक्षाप्रद हैं.आज यह खबर आई है कि ग्रेटर नॉएडा के शारदा विश्विद्यालय में भी छह छात्रों को छात्रावास से ऐसी ही घटना के बाद निकाल दिया गया है जिनमें चार कश्मीरी हैं. मामला इतना ठंडा क्यों है, ऐसी निराशा जाहिर करते हुए फेसबुक पर टिप्पणी की गयी है और उसके बाद तनाव बढ़ गया है.

रोशोमन नियम के अनुसार घटना के एकाधिक वर्णन आ गए हैं और तय करना मुश्किल है कि इनमें से कौन सा तथ्यपरक है. स्थानीय (राष्ट्रीय या राष्ट्रवादी?) तथ्य यह है कि पाकिस्तानी खिलाड़ियों के प्रदर्शन और फिर उस टीम की जीत पर कश्मीरी छात्रों ने पाकिस्तान जिंदाबाद के नारे लगाए जिससे  भारतीय टीम की हार से पहले से ही दुखी स्थानीय छात्रों में रोष फैल गया. निलंबित कश्मीरी छात्रों का कहना है कि वे हर उस खिलाड़ी के प्रदर्शन पर ताली बजा रहे थे जो अच्छा खेल रहा था. बेहतर टीम पकिस्तान के जीतने पर उनका खुशी जाहिर करना कहीं से राष्ट्रविरोधी नहीं कहा जा सकता. उनके मुताबिक  इसके बाद उन्हें पीटा गया और तोड़-फोड़ की गई. मैं 2014 की सबसे महत्वपूर्ण किताब पढ़ रहा हूँ. यह है मनोज  मित्ता की किताब  द फिक्शन ऑफ़ फैक्ट फाइंडिंग: मोदी एंड गोधरा  यह सौभाग्य बहुत कम किताबों को मिलता है कि वे अपने समाज की अंतरात्मा की आवाज़ की तरह उभरें जब ऐसा लगे कि वह पूरी तरह सो चुकी है. वे हमें खुद अपने सामने खड़ा कर देती हैं और मजबूर करती हैं कि हम अपने आपको पहचानें,खुद को दिए जाने वाले धोखे से निकल सकें और खुद को इम्तहान की खराद पर चढ़ा सकें.ऐसी किताब लिखने के लिए निर्मम तटस्थता चाहिए और सत्य के लिए अविचलित प्रतिबद्धता. इसमें तात्कालिक आग्रहों से स्वयं को मुक्त रखना एक चुनौती है.

सत्य की खोज के मायने क्या हैं? क्या यह सिर्फ इरादे से जुड़ा मसला है? अभी हम आध्यात्मिक स्तर पर सत्य की खोज की बात नहीं कर रहे.वहाँ भी यह मात्र नेक इरादे से हासिल नहीं किया जा सकता.दुनियावी मसलों में, खासकर राज्य के संदर्भ में इसका क्या अर्थ है? ऐसे अवसर आते हैं जब उसकी भूमिका और निर्णयों पर  प्रश्नचिह्न लगता है और सच जानने की मांग होती है. उस वक्त अपेक्षा की जाती है कि वह ऐसे उपाय करेगा कि  उसके सीधे प्रभाव से मुक्त प्रक्रियाओं के माध्यम से सत्य का पता किया जा सके.आधुनिक राजकीय संरचना में न्यायालय को अपेक्षाकृत स्वायत्त संस्था माना जाता है,ऐसी व्यवस्था जो कार्यपालिका के सीधे नियंत्रण में नहीं है और इसलिए जो उसके बारे में भी सच बोल सकती है. लेकिन क्या भारत में यह हो पाया है? क्या सबसे संकटपूर्ण क्षणों में न्यायपालिका से जुड़े लोग इस भूमिका का निर्वाह कर पाए हैं? An Ice Age for Indian scholarship

These are lonely times for scholarship in India.Shiksha Bachao Andolan Samiti( SBAS) has claimed yet another scalp in the form of the withdrawal of Wendy Doniger’s book ‘The Hindus:An alternative history’ by its publishers Penguin,India. The author, while ‘angry and disappointed’ by this decision has said that she can understand the plight of her publishers who were fighting a criminal case and not a civil suit. It had serious implications for their physical safety. Fellow scholars and academics are upset and angry that the publishers have caved in.

The question we need to ask ourselves, however is about our own role in this whole affair. There were not too many voices of protest  when the same SBAS forced the Calicut University to remove a poem by an unknown poet from an English language textbook alleging that the poet was a ‘terrorist’. Its editors felt compelled to apologize as they were threatened with a probe into their possible involvement in a conspiracy network to jeopardize national security. For the sake of Form

The Aam Admi Party it seems has now decided to hit back at critics by uploading videos on Youtube to defend the controversial actions of Somnath Bharti, its Law Minister in Delhi done purportedly ‘in public interest’. Bharti has been chastised even by AAP supporters for his vigilantism and for trying to force the Delhi police to raid the house of suspected sex and drug racketeers and who in fact ‘helped’, along with his followers to catch two of the fleeing women.

Eight videos have been uploaded. They, according to the party contain incriminating evidence to prove that sex and drug racketeers were very much active in that area. Reporting the videos The Times of India says “… some of the scenes are not so easy to judge. Two clips show an African national walking around naked in the area. In another, three women in a car are rubbing some substance in their hands. Yet another shows several condoms lying about a car.” .

We do indeed see an African national moving around naked in the video. This is supposed to prove the allegation by the party that drugs are being used as according to one AAP worker “Walking around naked like this is an after-effect of drugs and this is a regular occurrence in the area”. You can also see for yourself condoms lying in the car. Do you need any more evidence to prove that the occupants of the car were indeed prostitutes carrying condoms with them and luring men to indulge in sex? सतत क्रान्ति की पैरोडी

पिछले कुछ समय से नागार्जुन और हरिशंकर परसाई की याद बेइंतहा सता रही है: भारतीय राजनीति के इस दौर का वर्णन करने के लिए हमें उनकी कलम की ज़रूरत थी !

क्रान्ति सतत चलने वाली प्रक्रिया है और असली विद्रोही वह है जो छह महीने बाद अपनी कुर्सी खुद उलट दे. आम आदमी पार्टी और दिल्ली सरकार के मुखिया ने केंद्र सरकार के खिलाफ़ बगावत की शुरुआत की,तो ऐसा ही लगा. दिल्ली के केंद्र में रेल भवन के पास दिल्ली की पूरी सरकार  अपने समर्थकों के साथ दस दिनों के धरने पर बैठ गए. उन्होंने धमकी दी कि वे राजपथ को लाखों लोगों से पाट देंगे और केंद्र सरकार की नींद हराम कर देंगे.किसान और सैनिक जब मिल जाएं तो क्रांति शुरू हो जाती है. इसकी पैरोडी करते हुए अरविंद ने दिल्ली के पुलिसवालों को वर्दी उतार कर धरने पर शामिल होने का आह्वान किया. कुछ लोगों को जयप्रकाश नारायण की याद आ गई. एक साथ लेनिन, लोहिया,क्रोपाटकिन और जयप्रकाश का तेज अरविंद केजरीवाल के रूप में पुंजीभूत हुआ. गांधी का आभा वलय अन्ना हजारे से हट कर अरविंद के माथे के पीछे पीछे तो तब ही लग गया था जब उनका भरपूर इस्तेमाल कर ठिकाने लगा दिया गया. क्या यह 2014 का भारतीय तहरीर चौक होने जा रहा है?

दिल्ली के मुख्य मंत्री ने एक बार फिर  आज़ादी की  नई लड़ाई की घोषणा की.यह दृश्य क्रांतिकारियों,समाजवादियों,अराजकतावादियों, सबके के लिए एक पुराने सपने के  पूरा होने जैसा ही था. एक पुरानी, दबी हुई इच्छा के पूरा होने का क्षण!यह आज़ादी झूठी है वाले नारे , वंदे मातरम और भारत माता का जयकार से रोमांचित होने का सुख!! ऐसा तो गुजरात में भी नहीं हुआ था: अपूर्वानंद

ऐसा तो गुजरात में भी नहीं हुआ था! हाँ! हमें 2002 की गर्मियां ज़रूर याद हैं, मस्जिदों में चल रही पनाहगाह की याद है, याद हैं गम से खामोश और समझदार आँखें जो हमें देख रही थीं जो उनका दुःख बँटाने आए थे वहाँ, कुछ घंटे, कुछ दिन, कुछ वक्त गुजारने, फिर जो अपने घरों को लौट जाने को थे क्योंकि हमारे घर थे जहां हम लौट सकते थे, घर जो आपका इंतज़ार जितना करता है उससे कहीं ज़्यादा दिन-हफ्ते उससे बाहर गुजारते हुए आप उसका करते हैं. वे आँखें जानती थीं कि हमारे घर हैं लौटने को और उनके नहीं हैं. वे अशफाक, सायरा, शकीला होने की वजह से बार-बार घर खोजने को नए, सिरे से उन्हें बसाने को मजबूर हैं, कि उनको  और उनकी आगे की पीढ़ियों को इसका इत्मीनान दिलाने में यह धर्मनिरपेक्ष भारत,यह हिन्दुस्तान लाचार है. जिसकी हस्ती कभी नहीं मिटती, उस हिन्दुस्तान को बनाने वालों में कई को ज़रूर एक ज़िंदगी में कई जिंदगियां गढ़नी पड़ती हैं. एक घर के बाद कई घर बसाने पड़ते हैं. An Appeal for restraint to all by the family and friends of Khurshid Anwar

We are friends, family and well-wishers of the late Dr. Khurshid Anwar.  We have come together to keep alive the memory of his signal contribution to peace, secularism and communal harmony in the subcontinent, including his pioneering work in training thousands of volunteers to uphold these ideals over a long career as a grassroots activist.

We are deeply shocked and concerned at the trial by media and social media, which he was irresponsibly subjected to in the last few months, on a matter which had never been subjected to any kind of formal scrutiny by any responsible authority.

We seek to catalyze discussions on these aspects, via blogs, social media as well as public events and in responsible sections of the mainstream press. We strongly affirm the freedom of expression of the press as well as of individuals, but insist that such freedoms place an onus upon all to act with responsibility.

In keeping with this spirit of responsibility, we strongly discourage and dissociate ourselves from any attempts to reveal the identity of, or otherwise target the lady who has leveled serious allegations against Dr Anwar. As his family, personal friends and comrades, we do find it impossible to believe such allegations against a fiercely committed feminist such as himself, but do not presume to judge the matter ourselves.

Anybody who is indulging in any irresponsible statements about the lady in question is only doing a disservice to the memory of Khurshid Anwar.

We request all those commenting on the matter to desist from any conjectures and speculation upon the matter, and let the investigation take its course.

From time to time in the history of every nation there emerges a maverick force that collapses the existing system by taking its logic to the extremes.  Arvind Kejriwal and his Aam Aadmi Party are precisely that, a ‘wild card’ in Indian politics, threatening to turn it upside down in ways no one could have imagined before.

Ever since they were born out of the throes of Anna Hazare’s anti-corruption movement, a couple of years ago, everyone has tried to slot the AAP in the regular political categories of right, left and center. Some have dubbed the Aam Aadmi Party as the ‘new Congress’ and others as the ‘B Team’ of the BJP. Supporters of the party have hailed its leader Arvind Kejriwal as a ‘modern day Gandhi’ while one opponent has intriguingly called his party ‘right wing Maoists’! पिछले सोलह दिसंबर से  मीडिया के छोटे  और ग़ैर ज़िम्मेदार हिस्से द्वारा प्रचारित प्रसारित की  गयी एक रिपोर्ट ने खुर्शीद अनवर (पूर्व निदेशक, ISD ) को  आत्म हत्या करने पर मजबूर कर दिया।

हम ISD कि ओर से मीडिया द्वारा फैलाए जा रहे इन भ्रामक और ग़लत तथ्यों का विरोध करते हैं. हम ज़ोर दे कर  कहना  चाहते हैं कि

  • यह कहना  कि ‘सम्बन्ध आपसी सहमति से बनाये गए थे’ बिना किन्ही तथ्यों के आधार पर प्रचारित किया जा रहा है. हमारा यह  मानना है कि खुर्शीद अनवर द्वारा  लिखे गए जिस कथित नोट का ज़िक्र किया जा रहा है वह है ही नहीं।
  • १२ सितम्बर को खुर्शीद अनवर ने कोई पार्टी नहीं दी थी, उनके घर पर  आने का प्रस्ताव स्वयं इला जोशी व मयंक सक्सेना के द्वारा दिया था जिसे खुर्शीद ने स्वीकार किया था. इन दो लोगों के अलावा बाकी  लोगों के आने के बारे मे उन्हें कोई पूर्व सूचना नहीं थी.
  • हम स्पष्ट करना चाहते हैं कि बूँद टीम का ISD से औपचारिक या अनौपचारिक किसी भी प्रकार का कोई सम्बन्ध नहीं रहा है. ISD ने बूँद को कभी किसी भी प्रकार की आर्थिक मदद नहीं  दी. आखिर खुर्शीद अनवर ने ज़िंदगी से बाहर छलांग लगा ली.यह असमय निधन नहीं था. यह कोई बहादुरी नहीं थी. और न बुजदिली. क्या यह एक फैसला था या फैसले का अभाव? अखबार इसे बलात्कार के आरोपी एक एन.जी.ओ. प्रमुख की आत्महत्या कह रहे हैं. क्या उन्होंने आत्महत्या इसलिए कर ली कि उनपर लगे आरोप सही थे और उनके पास कोई बचाव नहीं था? या इसलिए कि ये आरोप बिलकुल गलत थे और वे इनके निरंतर सार्वजनिक प्रचार से बेहद अपमानित महसूस कर रहे थे? Eight years ago I remember listening to Tarun Tejpal in Bangalore as he held forth on how the news media could change the world for the better. It was a gathering of journalism students from Catholic institutions around the country and Tejpal was impressive in his defense of media freedoms.

He was passionate, charismatic, extremely articulate and as Chief Editor of Tehelka- with some of the best stories of Indian journalism behind them- very credible too. Feminists condemn the BJP lynch mob attack on Shoma Chaudhary

This is the text of the statement released yesterday condemning the  attack on Shoma Chaudhary by a BJP mob led by Vijay Jolly.

We condemn the BJP lynch mob that attacked Tehelka managing Editor Shoma Chaudhuri’s house, physically jostling her at the entrance. Unsurprisingly, the BJP and right-wing forces in general have pounced upon the Tehelka sexual assault case to sweep attention away from the sexual crimes of their own Asaram Bapus and their Sahabs.

While Shoma Chaudhuri failed in her responsibility as an employer when approached by an employee complaining of sexual harassment within the organization, she is neither an accomplice nor an accessory to the crime of sexual assault of which the Tehelka Editor Tarun Tejpal is accused.

We also condemn the online harassment meted out to other women employees in Tehelka by the right wing brigade in the internet. Such harassment is only further evidence of the double standards of the right-wing forces who see this attack on the woman journalist as a political opportunity.

Sexual harassment and violence against women respects no political boundaries, and we are appalled that a party responsible for large scale violence against women should present itself as the saviour of women’s rights, and that, through a physical attack on a woman journalist. We recognize the distasteful political pre-election opportunism at work in these self-righteous stands by an ethically bankrupt party, and demand that Shoma Chaudhuri’s safety be assured by the state.

श्रीलंका अभी खबरों में है. लेकिन ज़्यादातर हिंदी अखबारों को पढ़ने से आपको अंदाज़ नहीं मिलेगा कि सुदूर दक्षिण में स्थित इस नन्हें-से मुल्क में क्या कुछ हो रहा है जिससे हमारा भी रिश्ता है.वहाँ अभी‘कॉमनवेल्थ’ देशों का सम्मलेन हो रहा है और हमारे प्रधानमंत्री उसमें शामिल नहीं हो पा रहे हैं.श्रीलंका ने कहा है कि वह उनकी मजबूरी समझता है. तमिल राजनेताओं के हंगामे की वजह से प्रधानमंत्री ने अपनी जगह विदेश मंत्री को इस सम्मलेन में भारत का प्रतिनिधित्व करने को कहा है. इस सम्मलेन में श्रीलंका को अगले दो साल के लिए ‘कॉमनवेल्थ’ का नेतृत्व करने को कहा जाएगा. इस पर भारत को ऐतराज नहीं है और अब तक किसी और मुल्क ने भी अपनी आपत्ति दर्ज नहीं कराई है. मृत्युहीन अमरता से बड़ा अभिशाप और कुछ नहीं, विजयदान देथा की एक कहानी में एक कौवा सिकंदर को सीख देता है. फिर भी मृत्यु से दुखी न होना मनुष्यता के विरुद्ध है,यह भी हम जानते हैं. इसलिए कि प्रत्येक व्यक्ति अपनेआप ही ऐसी क्षमताओं और संभावनाओं का आगार है जो उसके अलावा और किसी के पास नहीं होतीं. हमें पता है कि उसके जाते ही वह सब कुछ चला जाता है जो उसने अर्जित किया, संग्रह किया और फिर उसके बल पर  गढ़ा. वह संग्रह और गढ़ने की वह ख़ास कला भी उसके साथ चली जाती है.दुख इससे  हमेशा के लिए वंचित हो जाने का होता है.विजयदान देथा के जाने से हुई तकलीफ और खालीपन दरअसल इस बात के अहसास से पैदा होता  है कि जो प्रयत्न उनके द्वारा संभव हुआ और जिसने प्रसन्न कला का रूप ग्रहण किया, वह कितना विराट और दुष्कर था, इसका आभास हम सबको है. Manmohan to go to CHOGM in disguise! Satya Sagar

We have in our possession a letter from Indian Prime Minister Manmohan Singh to Sri Lankan President Mahinda Rajapakse explaining why he is not going to attend the upcoming Commonwealth Heads of Government Meeting (CHOGM).

Dear President Mahindar Singh Rajapakse,

I hope you don’t mind me calling you Mahindar in an endearing manner like a good Punjabi instead of calling you Mahinda! I know you are pissed off with me for not coming to your CHOGM coronation bash next week. But yaar, what to do, these Dravidian fellows got together and spiked my trip.

I mean all the Dravidians, from my own Congress Party too and not just that poet with dark glasses or that Iron Lady in Steel Saree. Even my IMF colleague Chidambaram, a fellow who really admires the way you guys killed so many civilians to get so few terrorists, turned against my visit. Manmohan Singh says ‘No’ to CHOGM 2013, with a whimper: Anonymous

So, Prime Minister Manmohan Singh will not be attending CHOGM 2013 in Colombo after all. Many sections of Indian political and civil society, in Tamil Nadu in particular, will no doubt welcome this. But in reality, far from packing a punch this decision comes more as a whimper. If media reports are to be believed the PM’s letter to Rajapakse “does not talk about the reasons for Dr. Singh skipping the meet”. Muddled and last minute as it has been, far from demonstrating intent the decision actually betrays a singular lack of it, leaving India with little by way of leverage while doing its credibility no good. The PM’s absence will not be comfortable for Rajapakse but in the manner it has come it will in fact cost him little or at least much less than it would have if Delhi had made this decision count politically. But then the United Progressive Alliance is too busy dealing with its own rising electoral insecurities to care for India’s strategic interests let alone the human rights of Tamils in Sri Lanka.
